BOCA RATON POLICE SERVICES DEPARTMENT Departmental Standards Directive 13.910 IDENTIFICATION CARDS AND VISITOR PASSES Revised: May 28, 2019 I. PURPOSE: The purpose of this departmental standards directive is to provide methods of identifying and/or controlling the entrance of individuals within secured areas of Boca Raton Police Services Department facilities. II. POLICY: It shall be the policy of the Department to ensure that all Department and City employees are identified by means of Department-issued or City-issued ID cards. Visitors will be recognized by the wearing of a visitor pass or loaner access card while in all Department facilities. III. DEFINITIONS: Employee or Personnel: For the purpose of this directive, any individual who works for the City of Boca Raton to include, but not be limited to, law enforcement officers, full and part-time civilian employees, volunteers, and interns. IV. PROCEDURE: A. IDENTIFICATION (ID) CARDS: 1. All Department personnel are required to have their Department ID cards in their possession when engaging in Department-related functions. 2. All Department personnel shall present their ID card as proof of identity to any member of the public who requests identification. 3. City employees who do not work for the Police Services Department shall be required to display their City-issued ID card while working within Department facilities. 4. The Professional Standards Bureau (PSB) administrative assistant shall be responsible for the issuance of Department ID cards and the modification of key card access profiles, which establish personnel access to authorized areas. 5. Malfunctioning ID cards shall be returned to the PSB administrative assistant upon the issuance of a new card. A loaner card shall be issued by the front desk records personnel until a replacement card can be issued. Loss of a Department ID card shall be immediately reported to the employee’s supervisor. The PSB administrative assistant shall also be notified to deactivate the card. The cost of the replacement card shall be the responsibility of the employee. 7. ID cards will be deactivated immediately upon resignation, retirement, or termination and must be returned to the Department upon separation. B. VISITOR PASSES: 1. Records Section employees at the Police Department’s front desk will issue temporary visitor passes in exchange for valid identifications (e.g. driver’s license, picture ID). 2. Visitors shall be documented in an electronic visitor tracking database. The database includes the date, name of visitor, visitor’s company or agency, purpose of visit, time in and out. 3. All visitors to a Department facility shall display a visitor pass while in secure areas. 4. Outside agency law enforcement personnel may opt to prominently display their respective agency’s credentials. C. LOANER ACCESS CARDS: 1. Records Section employees shall be responsible for the assignment of loaner cards. After hours, the on-duty watch commander shall be responsible for the assignment of loaner cards. 2. Delivery and cleaning personnel shall be temporarily issued loaner access cards to be displayed while in secure areas. Records Section employees shall ensure that loaner cards are returned each time an individual leaves the Department. 3. If an employee is issued a loaner access card, an entry shall be made in the logbook at the front desk, noting who is receiving the loaner card and the purpose of the assignment. 4. Loaner access cards shall be returned by the end of an employee’s shift. An entry shall be made in the logbook when the card is returned. 5. The loss of a loaner access card shall be immediately reported to the front desk Records personnel and an employee’s supervisor (if applicable). The PSB administrative assistant shall also be notified to deactivate the card. The cost of the replacement card shall be the responsibility of the employee. 6. The records section manager shall submit an annual audit to the division commander ensuring that all Department loaner access cards are present and accounted for. Visitors to Department facilities will be escorted within the facility if the individual who is being visited is unable to meet them at the front desk. 2. Large groups of visitors, e.g. tours, do not need to receive individual cards, if accompanied by Department personnel. 3. Individuals/workers who will be visiting Department facilities on consecutive days and will be unescorted during that time will be subject to a background/criminal history check, to be completed prior to admission.
