Monitor Base Officer 1. All call received in the monitor base will be handled and assessed by the Security Specialist; the Security Specialist assigned to monitor base will: a. Provide the caller with their name and identify the department being called. b. Not allow phone to ring more than three (3) times. c. Immediately answer the emergency line (“5555”) when received. d. Place the first caller on hold to answer second caller (call could be an emergency). e. Take messages and information as needed. f. Dispatch officers as needed to respond to call for Security services. g. Respond to all radio traffic. h. Insure all equipment in CCTV is functional (cameras, radios, monitors, HUGS/PEDZ, officer computers, flashlights, access control system (DSX), phones, fax, and copier machines. Security Specialists assigned to the monitor base will document all daily activity to include: a. Time request was received. b. Time security arrived to location of the request. c. Time request was completed and cleared. d. Name of who made the request for service. e. What was the request (Code, door unlock, elevator entrapment, etc.) f. Location of the request (floor, department, etc.) g. Security officer(s) assigned to complete the request/task. h. Any additional comments or notes important to the safety of the hospital, department, etc. 3. Upon arrival of contract security personnel, the Security Specialist in monitor base will ensure the contract officer signs in and out for their shift and then verify with the Hospital Patrol officer on the post the officer will be assigned to. 4. Review, comply, and reference the Hospital Pastoral/Spiritual Care Services policy (A-11). 5. The Security Specialist in monitor base will coordinate Pastoral care services upon request by following this process: a. Make sure that the nursing staff and social workers have done their due diligence form. b. Call on-call priest that is listed on the on-call roster. Priest can consent over the phone and come in at a suitable time to sign the consents. Do not give out clergy’s phone number. d. Log call on the pastoral care logbook. B. Hospital Patrol Officer 1. The Security Specialist Officer assigned as the Hospital Patrol Officer is responsible for the following: a. Respond to calls for service and/or requests once dispatched by the monitor base. i. Standard response time is three (3) minutes for STAT or emergency calls. b. Respond to all security or facility alarms, events, and/or drills. i. Review, enforce, comply, and reference the Hospital Fire Response Plan “Code Red” (S-LS-030) ii. Intrusion alarms, panic devices, emergency call boxes and delayed egress alarms. All officers responding to alarms must respond with caution and immediately notify incoming officers, associates, patients, visitors if the area is not safe to enter. The Hospital Patrol Officer must establish a “duress word” and share the word with other security personnel on duty at the start of shift briefing. c. Conduct traffic control onsite and/or offsite upon request to include emergency parking areas, ambulance bay, traffic circle, and loading dock. d. Conduct hourly facility rounds, perimeter checks, roof top door inspections, and parking patrols. e. Review, enforce, comply, and reference the Parking policy (A-12). Respond to EPCHD facilities offsite upon request for security services or incidents. i. Only the hospital vehicle will be utilized unless the vehicle is unavailable or inoperative. g. Report and remove any and/or all distribution of literature unless authorized by the Chief Operating Officer (COO). h. Provide escorts to hospital associates and visitors to or from their vehicles when requested. i. Conduct Forensic Orientations of Law Enforcement officers/agencies on hospital grounds. (Reference policies A-3 Orientation for Persons guarding Prisoners/S-SC-040 Forensic Patient policy). j. Receive, document, and store any and/or all lost property and/or patient valuables in the hospital safe. Review, comply, and reference the Management of Personal (Patient) Property policy (A-7). k. Provide jump-start or move vehicles for visitors, patients, or associates as requested. i. Identification will be validated and ownership established. ii. Requestor must complete and sign a Release of Liability Form prior to being assisted. Person(s) not wishing to complete and sign the form will not be honored. l. Raise and lower U.S. and Texas Flags i. Flags located in the front of the hospital will fly 24 hours a day 7 days a week. ii. All flags will be lowered in cases of windy or inclement weather. iii. Raise flags – after sunrise before 0700 am iv. Lower flags – by 1800 pm (6:00 pm) v. Flags will be folded in traditional military manner and stored in monitor base. Flags in the front of the hospital will be replaced monthly and all other flags will be laundered monthly or as needed. 2. Respond to Level 1 by land by: a. Upon receiving the notification of a Level 1 arrival or estimated time of arrival (ETA) the Security Specialist or designee will provide traffic and crowd control to allow free and uninterrupted access to the Trauma bay. b. The Security Specialist or designee will provide assistance as needed or upon the request of clinical and/or medical staff to include: i. Retrieval and securing of patient valuables and/or belongings ii. Patient searches for contraband (weapons, drugs, etc.) c. Obtaining and documenting information of the trauma patient into the Trauma logbook (located in ERP) and the other in the Trauma bay; the following information must include: i. Copy of patients state issued ID ii. Name iii. Date of birth iv. Gender v. Nature of injury vi. Location d. If patient is considered a gunshot wound (GSW) the responding Security Specialist will gather all the above information and perform the following: i. Notify the El Paso Sheriff’s Deputy onsite ii. Call the following non-emergency numbers if incident occurred within city limits and law enforcement is not onsite: El Paso Police Department – (915) 832-4400 Page 6 of 14 EL PASO COUNTY HOSPITAL POLICY: GS-3 DISTRICT POLICY EFFECTIVE DATE: 02/94 DEPARTMENT: Support Services LAST REVIEW DATE: 05/21 Security Services SECURITY GENERAL DUTIES iii. Contact the Security Operations Manager/Director and include the threat level. 3. Respond to Level 1 by Air by: a. Review, comply, and reference the Helicopter Landing and Departure plan (S-LS-035) b. The Security Specialist or designee will respond and conduct the same process as identified on the Level 1 by Land response. (Traffic, crowd control, searches) c. The Security Specialist or designee will obtain and document all information as listed in the Level 1 by Land response. 4. The Security Specialist assigned as the Hospital Patrol Officer will intake the patient(s) that are admitted under Emergency Detention Order (EDO) and prepare the following: a. Assign a level 1 Security Officer and/or contract security officer to guard patient. b. Provide the officers guarding patient with an EDO packet which includes: i. 15 Minute observation form (UMC document for UMC patient/El Paso Children’s Hospital (EPCH) document for EPCH patient) ii. Copy of the EDO application submitted by Law Enforcement, physician, or by adult. iii. Information tracking form iv. Patients’ rights form v. EDO Information form c. Conduct a search and secure any and/or all contraband or property that may be a risk to staff and patients safety. d. Coordinate with charge nurse of the unit to remove all ligature risks that can be removed for staff and patients safety. e. Secure patients belongings and valuables. Read the patient their rights and complete the Patients’ rights form. g. Round on level 1 Security officers and contract security personnel to ensure documentation is being completed correctly. h. Contact the Mental Health Office and inform them of any patients who were placed on a Protective Custody Order (PCO) has been transferred, discharged, or signed off. C. Emergency Room Post Officer (ERP) 1. The officer assigned to ERP will control and prevent the access of prohibited items into the Emergency Department. The following tools will be utilized to perform this task: a. Metal detector and/or hand held portable metal wand. b. Review, enforce, comply, and reference the Search policy. 2. The ERP office will not delay, impede, and/or discourage any person from receiving immediate medical attention. 3. ERP Officer will ensure all equipment such as computer, printer, fax machine, radios, property safe, and Active Threat response kit is accounted for. 4. Officer will ensure adequate inventory and copies of documentation for EDO/PCO packets, Forensic Orientation forms, valuable and sharps envelopes, and all other documentation necessary to perform the daily operational tasks. 5. The ERP officer will maintain and ensure the Emergency department waiting area is free of loiters and solicitors (Reference policy A-28 – Non-solicitation/Non- distribution/Use of space). 6. Review, enforce, comply, and reference the Search policy (GS-26). D. Level 1 Security Personnel 1. Level 1 Security personnel will be assigned to a patient who has been admitted on an Emergency Detention Order (EDO)/Protective Custody Order (PCO) and will conduct the following tasks: Page 8 of 14 EL PASO COUNTY HOSPITAL POLICY: GS-3 DISTRICT POLICY EFFECTIVE DATE: 02/94 DEPARTMENT: Support Services LAST REVIEW DATE: 05/21 Security Services SECURITY GENERAL DUTIES a. Guard and transport behavioral health patients as needed or upon request. b. Complete a 15-minute observation form for each patient on an EDO/PCO patient (UMC form for UMC patients and EPCHs form for EPCHs patients). c. Ensure a copy of the EDO and/or PCO and/or Certified Medical Evaluation (CME) is in the packet. d. Complete information tracking form for any visitor, staff member, and physicians who enters the patient’s room whom is under custody. e. Ensure the patient under custody’s room is free of ligature risks and if items cannot be removed, you must be able to identify all risks. f. Ensure patient has been read their Patients’ rights and form is completed. g. Complete the EDO/PCO information form and return to the Security Operations Manager once the patient has been discharged or transferred. h. Place all documentation into the patients chart after discharge or transfer, for the exception of the EDO/PCO information form. i. Notify the Monitor base to inform them of the patient on an EDO/PCO has been discharged, transferred, or signed off. If transferred inform the monitor base officer what facility the patient has been taken to. E. All Security Personnel 1. All security personnel while on duty will: a. Comply with the hospitals C.A.R.E.S Values, Mission and Vision statements, uniform and customer service expectations while on duty. b. Provide and prepare written Incident Report or statement describing the actions, events, parties, involved to the Shift Security Supervisor prior to the end of shift. c. Maintain radio traffic for work and emergency related issues and/or requests. d. Report all safety and security violations immediately upon being observed to monitor base, and wait for further instructions. Any controlled substances found shall be reported immediately to the Security Shift Supervisor and the El Paso Sheriff’s Deputy on duty. f. Report interior and exterior doors that are propped open or not securing properly immediately upon being observed to the monitor base, and wait for further instructions. g. Review, enforce, comply, and reference the Identification policies. (H-3-10; S-SC-035). h. Review, enforce, comply, and reference the Violence in the Workplace policy (A-16). i. Not leave the premises while on duty unless authorized by the Security Operations Manager/Director or Shift Supervisor; once approved associate is required to clock out prior to leaving the premises. j. Enforce and report loitering, soliciting, and/or sleeping in waiting areas. Reference policy A-28 Non-solicitation/Non-distribution/Use of space. k. Do not “baby-sit” or assume care for any child other than lost children. l. Provide escorts to associates, patients, visitors when requested. m. Ensure all news media coverage inside any of the EPCHD facilities is cleared through Public Affairs. i. Media coverage outside of EPCHD facilities will be coordinated and approved by the Public Information officer only. ii. Security personnel are not authorized to speak to the media, the answer “No comment” will be given when asked any questions. n. Review, enforce, comply, and reference the Release of Information to Members of the General Public (CP-36). o. Review, enforce, comply, and reference the Photographing, Videotaping, and Other recording of Patients, Family Members, and Associates policy (CP-39). p. Ensure that no hospital equipment or property is taken out of the hospital grounds without authorization of the Department Director, Administrator on Duty, and the Security Operations Manager/Director. Report and minimize any and/or all safety and security issues in a timely manner. r. Review, enforce, comply, and reference the Release of Remains from the Hospital Morgue (PA-A-14) s. Review, enforce, comply, and reference the Tobacco-Free Workplace policy (S-LS-010) t. Review, enforce, comply, and reference the Involuntary Detention, Protective Custody Order policy (P-22). u. No eating and/or drinking in work areas or patient rooms. Review, enforce, comply, and reference Standard Precautions policy (IC-037.01) v. Review, enforce, comply, and reference the Hazardous Material Plan on how to respond to spills or contamination. w. Report all on-th-job injuries to the Security Shift Supervisor and company complete an On-the-job Injury Report and a Security Incident report. x. Comply with the Emergency Medical Treatment and Active Labor Act (EMTALA). i. Any patient who presents to UMC and EPCH within 250 yards of its location and requests emergency services is subject to EMTALA. ii. Emergency medical screening and care also extends to infants and children abandoned at the emergency department by parents or others. iii. Questions related to financial status cannot be asked before a medical screening examination. iv. Diversion only applies to patients in route only; patients who become critical will be taken to the closest Emergency department at the EMS or Law Enforcement agency’s discretion. v. Patients up to the age of 21 years can be seen at EPCHs hospital. F. Security Supervisors 1. The Security Supervisor assigned to the shift will perform the following tasks: Page 11 of 14 EL PASO COUNTY HOSPITAL POLICY: GS-3 DISTRICT POLICY EFFECTIVE DATE: 02/94 DEPARTMENT: Support Services LAST REVIEW DATE: 05/21 Security Services SECURITY GENERAL DUTIES a. Assure that each shift is staffed accordingly, monitor overtime, and monitor contract labor services. The following assignments/posts are required to be staffed: i. Monitor base – 24/7 post (Security Specialist/Supervisor only) ii. Hospital Patrol – 24/7 post (Security Specialist/Supervisor only) iii. Emergency Room post (ERP) – 24/7 post iv. Information Desk – 8 hour post (2200-0630) v. All patients on an EDO (one-to-one) vi. The Security Operations Manager/Director or Administrative Director of Support Services must approve any additional assignments or posts. b. Contact the appropriate Law Enforcement agency to report any/or all criminal activity that takes place on EPCHD facilities, parking areas, and offsite locations (Non-emergency numbers are listed above in the Level 1 by land section). c. Review and investigate any and/or all security related incidents via surveillance video. d. Immediately address any/or all safety and security concerns reported by security and hospital staff and generate an incident report or work order. e. Review, enforce, comply, and reference the Bomb Threat Policy (S-EM-020). f. Upon direction of the Security Operations Manager/Director, the Security Shift Supervisor will assist in the coordination and special needs of VIPs entering/visiting the hospital. g. Review, enforce, comply, and reference the Search Policy (GS-26). i. If a firearm is confiscated the Shift Supervisor and the Sheriff Deputy onsite will take the firearm to the outside of the ambulance bay with the sand bucket to clear the firearm of any ammunition. ii. The firearm once cleared will be taken to the gun safe for proper safekeeping and logged into the valuables log book. All firearms secured from a Level 1 Trauma will be reported to the Security Operations Manager/Director. h. Review, enforce, comply, and reference the Infant/Child Abduction Policy (S-EM-025) i. Review, enforce, comply, and reference the Active Threat Response Policy (S-EM-015) j. Review, enforce, comply, and reference the Environment of Care Plan (S-001) k. Conduct inspections and testing of security equipment such as surveillance cameras, panic buttons, emergency call boxes, infant security HUGS/PEDZ systems, card readers, delayed egress, door operators, etc. l. Keep up to date with regulatory agency rules, regulations, and standards. m. Train hospital security and staff in de-escalation training and maintain records of certification and re-certifications. n. Maintain employee files with current competencies, training, and annual evaluations. o.
