**PURPOSE:** To provide personnel with a basic plan for handling Active Shooter incidents in the most effective manner while ensuring the safety of KCFD personnel and civilians. Coordinates response between KCFD and KCPD to quickly remove patients from active shooter incidents and render medical care. **SCOPE:** These guidelines shall apply to all members of the Kansas City, Missouri Fire Department. **GUIDELINES:** Active Shooter incidents are complex in nature and quickly evolving incidents. Response to these incidents is a serious response that requires the use of sound risk vs reward decision making. The rescuers must maintain their personal safety, the safety of other rescuers, and the safety of the patients. RESPONSE 2 -- Battalion Chiefs 1 -- Car 120 5 -- Suppression Units 5 -- Medic Units 1 -- Shift Deputy Chief COMMUNICATIONS Responding companies will switch one portable radio to REG CMN3 in the RGC (Zone 6). REG CMN3 will be patched by KCPD to the on scene KCPD Operations Channel. All other portables will remain on channel designated by KCFD Dispatch and monitored by all responding companies. - Initial Response Phase: - PD engages threat - Companies will stage at a safe distance from the Active Shooter scene. First KCFD unit in staging will establish KCFD Command. - KCFD Command, from staging area, will contact KCPD on REG CMN3to establish communication with KCPD on scene Command. - PD will establish Hot Zone outer perimeter. - KCPD will designate casualty collection point for companies to respond into the Active Shooter scene entrance once that area has been secured. - Medical Branch Officer will be assigned to CCP - KCFD apparatus moving to casualty collection point will spot apparatus in a protective position near designated entry point (See example Fig.1) - KCFD personnel will exit apparatus on opposite side of apparatus from entry point if possible. - Rescue Task Forces (2 -- 3 Police Officers and 4 KCFD FF's) will be formed and prepared to enter Warm Zone. Entry Teams will be formed using suppression personnel only. - KCPD officers who lead entry teams will dictate team movement with simple commands such as "Moving forward" and "Moving Right" KCPD will be in charge of all movement of entry teams. - Rescue Task Forces will remove patients to CCP. - Medical Branch Officer will establish triage area close to the CCP - Medical Branch Officer will coordinate transport of patients from triage area.
