- Rescuers must prioritize their own safety, fellow rescuers, and patients' safety.
Response Team Composition
- 2 Battalion Chiefs involved in the response.
- 1 Car 120 designated.
- 5 Suppression Units and 5 Medic Units deployed.
- 1 Shift Deputy Chief to oversee operations.
Communications Protocol
- Responding units must switch one portable radio to REG CMN3 in the RGC (Zone 6).
- KCPD will patch REG CMN3 to the on-scene KCPD Operations Channel.
- All other radios maintain their designated channels as monitored by KCFD Dispatch.
Initial Response Phase
- Police Department (PD) engages the threat actively.
- Companies must stage at a safe distance from the Active Shooter scene.
- First KCFD unit establishing Command will set up at the staging area.
- KCFD Command will communicate with KCPD using REG CMN3 to coordinate on-scene efforts.
- PD will establish an outer perimeter (Hot Zone) for safety.
- KCPD designates a casualty collection point (CCP) once the area is secure.
- A Medical Branch Officer will be appointed to the CCP.
Apparatus Positioning and Personnel Movement
- KCFD vehicles moving to the CCP will park in protective positions near the entry point.
- Personnel exiting the apparatus should do so from the side opposite to the Active Shooter entrance when possible.
