Response Team Composition

2 Battalion Chiefs involved in the response.
1 Car 120 designated.
5 Suppression Units and 5 Medic Units deployed.
1 Shift Deputy Chief to oversee operations.

Communications Protocol

Responding units must switch one portable radio to REG CMN3 in the RGC (Zone 6).
KCPD will patch REG CMN3 to the on-scene KCPD Operations Channel.
All other radios maintain their designated channels as monitored by KCFD Dispatch.

Initial Response Phase

Police Department (PD) engages the threat actively.
Companies must stage at a safe distance from the Active Shooter scene.
First KCFD unit establishing Command will set up at the staging area.
KCFD Command will communicate with KCPD using REG CMN3 to coordinate on-scene efforts.
PD will establish an outer perimeter (Hot Zone) for safety.
KCPD designates a casualty collection point (CCP) once the area is secure.
A Medical Branch Officer will be appointed to the CCP.

Apparatus Positioning and Personnel Movement

KCFD vehicles moving to the CCP will park in protective positions near the entry point.
