Lesson 2 Identification Lesson Goal You will be able to recognize valid personal identification and altered, false, or counterfeit identification. Think About This All people—inmates, visitors, and staff—entering or leaving a correctional facility must be identified and verified properly. Efficient identification checks provide an accurate account of everyone within the facility. They also help keep you, others, and the facility safe and secure from unauthorized and dangerous individuals. Do not compromise safety through improper identification of people. Identity verification is a secure and reliable form of recognizing individuals based on sound stan- dards. Identity verification can also be resistant to fraud or counterfeiting and can be rapidly checked electronically. Access inside a facility is not limited to staff and inmates. Based on the facility’s entrance and identification requirements, visitors may be granted access. Visitors may include family, friends, attorneys, vendors, and volunteers. If a visitor is granted access without proper identification, a security breach has occurred. ✅ CO302.1. Know how to verify the identity of an inmate, staff, or visitor using information from photo identification or facility records Agency records may be used to identify inmates, staff, visitors, or vendors. The verification process may include using automated or manual resources. Officers can verify a person’s identification by comparing photographs in facility records with the individual. Valid Identification ✅ CO302.2. Know the common methods of identification There are two main categories of valid identification: automated and manual. Personal knowledge or recognition of a person is not acceptable as an official method of identification. Automated facial recognition software—recognizes distinct facial features and links to a database, which may contain all information listed below under the section Types of Valid Personal Identification. automated visitor registration (AVR) hand scanner—recognizes distinct fingerprint features and links to a database, which may contain identifying information for visitors and vendors. This system links authorized visitors to specific inmates they are allowed to visit. Rapid Identification System—fingerprint recognition system. Automated Biometric Identification Solution (ABIS) (formerly known as AFIS). Manual inmate face sheet—printed from the agency database inmate gate pass—authorizes supervised inmates to exit the secure perimeter inmate files—contains all known information about the inmate agency identification card—issued to staff and visitors armband or wristband—issued to inmates at intake or reception center government-issued identification cards Types of Valid Personal Identification Some of the common information contained in the automated and manual identification systems includes a photograph, identification number, height, weight, date of birth, Social Security number, address, race, gender, age, charge, aliases, identifying marks, receipt or release date, facility loca- tion, barcode, and magnetic strip. ✅ CO302.3. Understand the features of personal identification documents For an identification card to be acceptable in a correctional facility, the card should contain several common features, which may include: photograph identification number signature personal information name address date of birth physical features gender height weight hair color eye color scars, marks, tattoos security features hologram—a hidden image that is visible when viewed at certain angles or with appropriate lighting, such as on a driver’s license watermark—a recognizable image or pattern in paper that appears lighter or darker when held up to the light raised or embossed seal magnetic stripe or bar code—a dark stripe on the back of the identification card that contains all information on the card expiration date—the date the identification is no longer valid Chapter 3 Officer Safety / 89 ✅ CO302.5. Understand the differences between valid and altered or counterfeit identification Valid identification is unexpired and unaltered and may contain security features. Counterfeit identification appears to be valid but may be missing some or all of the essential security features and information. A visitor may attempt to enter a facility using counterfeit or altered identifica- tion. Most facilities accept only original documents to avoid counterfeit attempts. If, something looks suspicious during the identification process, question the person. Ask for information on the card that the person should know, such as their date of birth or address. Examine the identifica- tion, looking for obvious alterations or inconsistencies, such as missing vital information, missing security features, raised lettering or photo re-lamination, use of different fonts, or variations in the background. ✅ CO302.6. Know how to compare the physical appearance of an inmate, staff, or visitor to their photo identification To ensure a positive identification, compare the person’s physical appearance to their identifica- tion. Features to compare include skin color, eye color, hair, facial structure, and any other distinc- tive features like scars, birthmarks, or tattoos. ✅ CO302.7. Know how to document the identity of an inmate, staff, or visitor However, you can use these identifiers only if they have been previously documented.
