Washoe County Sheriff’s Office 701.3 Initial Housing Assignment Introduction These procedures will provide a uniform method of assigning an inmate to a housing unit and recording the information. Purpose To determine the placement of inmate housing with an emphasis on facility safety and security. The placement is based upon the inmate’s risk assessment, facility needs, and threats identified during the booking process. These factors are identified through multiple sources, including the Intake Classification Questionnaire, medical screening, the inmate’s criminal history and the inmate’s behavior while being booked. Scope This procedure applies to all Detention Personnel. Definitions ADA – Americans with Disabilities Act A federal law intended to protect people with disabilities from discrimination based on their disability. Applies to an inmate with a physical or mental impairment that substantially limits one or more major life activities. Cell/Bunk Restriction A restriction assignment based on medical personnel’s recommendation that restricts an inmate to a specific cell, lower bunk, or other conditions specific to their cell or bunk. This restriction can be temporary or for the length of the inmates stay in the facility. Infirmed Inmates who are not physically or mentally strong, especially due to age or illness. Medical personnel will aid in this classification. In-Transit A term used to describe temporary inmates/prisoners who are being temporarily housed overnight for certified prisoner transport companies, outside law enforcement agency, or a federal agency. Procedure 1. Housing Assignment A. After the booking process has concluded the inmate’s initial housing assignment should be established through the following measures: a combination of medical evaluation, Classification Questionnaire, review of criminal history and review of current charges. Inmates will initially be assigned to an assessment intake unit until authorized for movement by the Inmate Management Unit (IMU). a. All new inmates will be screened by medical personnel for tuberculosis. New inmates will not be moved from an assessment unit, until cleared by medical. 2. Assignment to a Special Housing Unit must meet certain criteria. (See Section 4 of this SOP for requirements.) 3. If there are no conditions that meet the Special Housing requirements, General Housing is the default selection for housing. 2. Escort to Housing Area A. Upon completion of the Clothing/Property Control Procedure, the Intake Deputy will obtain the appropriate linen issue items from the Property Specialist in accordance with the Clothing/ Linen Issue Procedure and escort the inmates to the appropriate Area Control. 1. The Intake Deputy will advise the receiving housing unit via radio of the number of inmates enroute and number of inmates which have cell/bunk restrictions. B. The Intake Deputy will advise inmate(s) to walk with their right shoulder towards the wall and to stop and face the wall when any personnel member (Civilian or Commissioned) approaches/passes. C. The Deputy shall inform the Inmate(s) of basic rules of inmate movement to include: 1. No talking in the halls; 2. Stopping at red lines and doorways, inmates will not proceed past red lines until given permission by personnel members to continue movement; and 3. Inmates will only activate their in-cell intercoms for emergency purposes D. An Intake Deputy will escort all new inmates to the appropriate housing unit and give assistance to the housing unit deputies when needed. 3. Housing Reception A. Upon the inmate's admittance into the housing unit, the Housing Unit Deputy will record the inmate’s name, pronouns, cell number, bunk number on the Shift Activity Log and in the on the movement card. The unit Deputy should designate cell/bunk assignments for those with restrictions prior to those without restrictions. Reference SOP 708.1, Americans with Disabilities Act. B. The Housing Unit Deputy will record the date and cell assignment on the back of the movement card. If applicable, the Deputy will place a yellow sticker on the movement card. This yellow sticker serves as an indicator that the inmate has not been cleared of tuberculosis by medical. C. The Housing Unit Deputy will file the inmate's movement card in the movement card book in accordance with the cell assignment. D. The Housing Unit Deputy will access the Corrections Management System (CMS) and assign the inmate to the appropriate housing unit and cell assignment. 1. All inmates will view the inmate orientation video prior to movement from their assessment housing unit, if not already viewed in Intake Lobby. 2. All inmates will demonstrate a proficiency for their understanding of facility rules prior to movement from any assessment housing unit. 4. Special Housing Requirements A. The Watch Commander, Shift Sergeant or IMU can place an inmate into restrictive housing for the protection of any inmate or others. 1. In all cases where an inmate is moved to special/restrictive housing, a CMS report will be completed. The only exception is an Inmate Router from IMU. B. The IMU will interview a special housing inmate within seventy-two hours after their initial placement. This will include the circumstances surrounding the inmate’s placement into special or restrictive housing. This may include, but is not limited to: 1. Combative Inmates a. Inmates who are combative at the time of initial housing assignment will be placed into Administrative Status. Inmates placed into Administrative Status will be evaluated by the IMU in accordance with SOP 704 Classification of Inmates. 2. Protective Custody a. Self – Requests: Inmates requesting protective custody will be placed into Administrative Status, pending an IMU interview. Charge Based Placement: Inmates that have current sexual charges involving minors, a history of sexual charges involving a minor, or sexually based charges toward a minor will be placed into Administrative Status, pending an IMU interview. 3. Co-Defendants, Rival Gangs and Known Enemies a. Inmates may be kept separate from other inmates for a variety of reasons that include but are not limited to: i. Rival Gang members ii. Co-Defendants iii. Known enemies iv. Family members v. Current/former Law Enforcement Officers b. All keep separate inmate(s) will be placed on Administrative Status, pending an IMU interview. 4. In-Transit Inmates a. In-Transit inmates will not be permitted use of the telephones during the booking process unless they are without phone restrictions and have the permission of the Intake Sergeant. b. The Deputy assigned to Station 2 will document the permission for telephone use onto the Inmate Movement Card. c. In-Transit inmates with phone restrictions are to be placed into a holding cell in Intake immediately upon the completion of their inventory of property and are only removed to continue the booking process under supervision of an Intake Deputy. d. In-Transit inmates with phone restrictions will be placed into a Special Housing Unit and placed into Administrative Status pending review by the IMU. e. A CMS report will be written outlining the restrictions. (i.e., no telephone calls, keep separates, etc.) f. The IMU Sergeant, or designee, will review the status of all In-Transit inmates and direct all housing unit changes. g. All In-Transit inmates are to undergo an unclothed search in accordance with SOP 707, Contraband Control immediately upon entering the Intake area. The Intake Deputy will prepare the initial classification for an In-Transit inmate that will be held in the Facility longer than twenty-four hours. i. After twenty-four hours, an In-Transit inmate will be allowed to make telephone calls from the housing unit. j. In-Transit inmates will be denied all telephone calls and visits twenty-four hours prior to pick-up by their respective agency/transport company. k. In-Transit inmates will be allowed to receive welfare commissary, visitation privileges, and money on their books for the purchase of regular commissary, five days after being booked into the facility. 5. Infirmed Inmates A. All inmates that display a mental or medical condition that would prohibit their placement into the general population will be placed into the Infirmary or the Special Needs Unit as directed by the medical personnel or the Intake Sergeant, and in accordance with SOP 704.2, Segregated Inmates. B. Male and female inmates will be housed in separate cells. C. In the event the Special Needs Unit is full, IMU may designate an alternative unit for temporary overflow. The Infirmary shall only be utilized if there is room and there is no other option facility wide. Housing Unit Four and the Intake housing unit should be considered before the Infirmary. 6. Weekend Commitments A. Inmates sentenced to weekend commitments (48 hours) will be processed in accordance with this procedure and placed into an intake housing unit based on the inmate’s gender identity. 7. Intoxicated Inmates A. Inmates under the influence of an intoxicating substance will not be moved to a general population housing unit until they are determined to be appropriate for housing and able to care for themselves. B. Inmates placed on “detox” protocol will have their Inmate Movement Card marked with a cell/bunk restriction and will have the word “detox” written in red ink by the medical personnel member conducting the initial evaluation. 8. When the inmate population levels exceed the housing unit bunk capacity, dayroom bunking procedures may be activated at the discretion of the Watch Commander. The placement of a temporary bunk may be utilized in a cell, thus allowing maximum cell occupancy of three inmates. B. When available, two-person bunk units will be concentrated on one side of the dayroom. If two- person bunks are unavailable, temporary bed platforms may be utilized on the dayroom floor. C. For housing units, one cell must be left open allowing access to the toilet for every twelve inmates housed in the dayroom.
