Housing Unit 17 Door Lock Defeated by Inmate OCTOBER 29, 2023 SGT. MARK KESTER WCSO INMATE Benitez, Javier BK#23- 6526 Currently in custody for Arrested Fugitive from Other State (Original charge manufacture deadly weapon by prisoner) Battery by Prisoner (NF) Damage to Jail (NF) Possession of Dangerous Weapon by Incarcerated Person (NF) Battery by Prisoner Inmate Benitez has been charged multiple times in our facility due to behavior and rule violations. Inmate Benitez has been found with improvised weapons and dangerous contraband which could have easily been turned into a weapon. Inmate Benitez has been a continual officer safety risk as well as a behavior management inmate. Lock defeated on 10-29-2023 On October 29, 2023, the housing unit deputy was completing a security check of Housing Unit 17. Prior to the deputy approaching the cell Deputy Benitez can be seen opening the cell door slightly, then closing it again. This was done to prepare the door and ensure it was not secure as the housing unit deputy walked by. Inmate Benitez attacked the housing unit deputy resulting in Inmate Benitez being tased to gain compliance. Inmate Benitez struck the housing unit deputy several times resulting in injury. Following the incident, it was found Inmate Benitez used three cardboard centers from toilet paper rolls, with the stickers from special diets to manufacture a stop for the cell door. The stop would not allow the door to shut completely; however, the door would show secure at the deputy station and could not be opened unless a significant amount of force was used. After speaking with maintenance, it was found each door has two deadbolts which should drop into place when the door closes completely. In this case if the door is not completely closed, the dead bolts cannot fully engage which allows the door to be opened if enough force is applied even though it shows secure on the touch screen. While completing security checks and lockdowns of inmate ensure there is nothing inside the door jamb which would prevent the door from closing completely. During cell inspections ensure contraband and anything of excess is removed.
