PURPOSE: To establish guidelines relative to visitations at Clearwater Fire & Rescue facilities, to provide customer service, to protect personnel, and aid in the management and safekeeping of personal and city property. DEFINITIONS: Visitor - any person, who enters the premises of any Clearwater Fire & Rescue facility, includes: off-duty Clearwater Fire & Rescue personnel, retirees of Clearwater Fire & Rescue, family members of current or retired CFR personnel, other city employees, and the general public. Authorized visitors – current on-duty CFR employees including administrative staff; city employees performing city business; City dignitaries; citizens, family members, and business personnel approved by management staff. Unauthorized visitors – solicitors, loiterers, and individuals deemed unauthorized by the Fire Chief or other person(s) of authority. 205.1 Facility Visitation Guidelines A. Visitation hours shall be limited to 0800 hours to 2000 hours; exceptions will be made for city or department approved functions authorized by the Fire Chief or his designee. B. Visitors shall be limited to the reception area or common areas of the facility; excluding dormitories and crew bathrooms, unless on official city business or authorized by the Fire Chief or his designee. 1. For safety and liability reasons, visitors will not be permitted in any work area unless duly authorized by the Officer-in-Charge and escorted at all times by an on-duty Clearwater Fire & Rescue employee. Employee’s significant others shall conduct themselves in an appropriate manner; unbecoming or inappropriate behavior will not be tolerated and shall be reported to the Fire Chief (or designee) through the chain-of-command. C. Business or personal visits shall not be allowed for on-duty personnel while in training and/or meetings. D. Visitors shall not be allowed for the purpose of solicitation unless approved by the City Manager or his/her designee. E. All visitors to the Fire & Rescue facilities shall be received courteously. On-duty Clearwater Fire & Rescue personnel will be expected to maintain a professional demeanor when in the presence of visitors. Inappropriate behavior, including the use of profanity or other improper language, conducted by visitors or Fire & Rescue personnel will not be tolerated. 205.2 Visitation Procedures A. The facility’s officer-in-charge shall be notified of all visits. Visits shall be permitted for valid business or personal reasons only, and visitors may be required to provide such reason and identification if requested. B. The officer-in-charge may prohibit entrance or require any visitor to leave when such presence may interfere with Fire & Rescue operations, is unauthorized, or is for a reason deemed not valid. Anyone refusing to leave the premises shall be reported to the Clearwater Police Department and to the Fire Chief (or designee) through the chain-of-command. C. All visitors to Clearwater Fire & Rescue facilities will be logged in the station journal in PSTrax using the other category (where applicable to the facility) by the on-duty Clearwater Fire & Rescue personnel receiving the visitors. 1. The journal entry shall include the name of the visitor, the visitor’s time in, and time out. 2. It is expected that the length of the visitor’s stay will be reasonable and consistent with the reason for the visit. Any visitor’s stay of greater than four hours will require the approval of the Fire Chief or his/her designee.
