- Purpose: To guide visitations, provide customer service, protect personnel, and manage property.
Definitions
- Visitor: Anyone entering a Clearwater Fire & Rescue facility, including off-duty personnel, retirees, family members, other city employees, and the general public.
- Authorized Visitor: Current on-duty employees, city employees, dignitaries, citizens, family members, and business personnel approved by management.
- Unauthorized Visitor: Solicitors, loiterers, and individuals deemed unauthorized by the Fire Chief or other person of authority.
205.1 Facility Visitation Guidelines
- Visitation Hours: 0800 to 2000 hours, exceptions made for authorized city/department functions.
- Visitation Areas: Limited to reception area or common areas, excluding dormitories and crew bathrooms. Exceptions for official city business or authorization.
- Restricted Areas: Visitors prohibited from work areas unless duly authorized by Officer-in-Charge and escorted by on-duty Clearwater Fire & Rescue employee to ensure safety and liability.
Employee's Significant Others
- Appropriate behavior expected, inappropriate behavior reported to Fire Chief.
- Business/personal visits not permitted during training/meetings.
Visitors Not Allowed
- Solicitation is not allowed unless approved by the City Manager.
Visitor Conduct
- Visitors must be courteous.
- On-duty Clearwater Fire & Rescue personnel must maintain professional demeanor.
- Inappropriate behavior (profanity, etc.) by visitors or staff will not be tolerated.
205.2 Visitation Procedures
- Notification: Facility officer-in-charge must be notified of all visits.
- Reasons: Visits permitted for valid business or personal reasons.
- Identification and Reason: Visitors may be required to provide reason and identification.
- Prohibition of Entry: Officer-in-charge can prohibit visitors for reasons like interfering with operations, unauthorized presence, or invalid reason.
- Reporting of Violations: Failure to leave when prohibited reported to Clearwater Police Department via Fire Chief.
- Visitor Logging: Visitors logged in PSTrax journal by on-duty Clearwater Fire & Rescue personnel.
- Journal entries must include visitor name, arrival time, and departure time.
- Visits exceeding four hours require Fire Chief approval.
