Purpose: To provide instruction on care and control of City issued keys. B. Scope: This information is provided for the use of all fire department personnel who have been issued keys by the City of Las Vegas. C. Author: The Chief over Administration, or designee, shall be responsible for the content, review, and revision of this instruction. D. Authority: City of Las Vegas, Office of the City Manager Policy/Procedure Key Control (DE301b). E. Definition: 1. Authorized Supervisor: The supervisor to whom the employee has been officially assigned for normal work. 2. Unauthorized persons: Anyone not in possession of an identification card or not under escort of a City employee. RESPONSIBILITY A. All Personnel: It shall be the responsibility of all personnel issued keys to be familiar with and apply appropriate procedures for handling keys. All personnel shall also be responsible to control access to controlled areas, ensuring doors close and are secured; and ensuring unauthorized persons do not enter controlled areas. B. Department Director or designee: Shall be responsible for submitting access requests for LVFR employees to City of Las Vegas Locksmiths. 1. Page 2 of 3 It is the policy of Las Vegas Fire & Rescue to hold all persons signing for city keys responsible for the issued keys. This policy has, as its purpose, the maintenance of security of the property of the City of Vegas. PROCEDURE A. B. Key Requests 1. All key requests for Las Vegas Fire & Rescue personnel must be submitted by an authorized supervisor to the Department Director or designee. 2. All keys will be issued by the Department of Public Safety (DPS, formerly Detention & Enforcement) Locksmiths and available for pick-up at Human Resources (HR) Operations. 3. All city keys are the property of the City of Las Vegas. Lost or stolen keys 1. The employee must notify his/her immediate supervisor and email DPS Locksmiths by email at [email protected] 24 hours. Outside regular City business hours, notify the DPS Communications Center at 702-229-6444. This is to prevent unauthorized access to City property. 2. The employee's authorized supervisor shall investigate the circumstances of the lost or stolen key, if necessary file a report with DPS City Marshals. 3. If a key is lost or stolen, the employee must pay a replacement fee at the Department of Finance and Business Services. a) 4. C. The replacement fee is $25.00 per key and $100.00 per master keys, or per current city policy and procedure. The Finance Department will email a copy of the key receipt to DPS Locksmiths so a replacement key can be issued. Returning keys 100.51 Key Control.doc 1. When an employee no longer requires a key, due to change in status (promotion, demotion, classification change, etc.) the employee who signed for the key is responsible to return that key to HR Operations. a) 2. A key receipt will be issued for turned-in keys. When an employee separates from City employment, all keys must be returned when out-processing. a) D. Page 3 of 3 If the employee fails to return City issued keys, a fee for each key/master key must be paid and a receipt provided by HR. Changing locks or key access 1. The Department Director, or designee, must notify DPS Locksmiths of desired changes when there is any need to change locks or area of access. 2. If determined necessary, the changes will be implemented by the Locksmiths. a) New keys will then be requested as described in this instruction.
