Standard Operating Guideline (SOG) Response to Alarms at Airport Effective Date: 07/01/2019 Guideline Number 04-36A Revised Date: Number of Pages 1. Overview This guideline cannot address each potential situation specifically, but rather outlines the proper procedures for Salt Lake City Fire Department employees to adopt in such incidents. All responses to the airfield and airport shall include an assignment appropriate to the type of alarm under the following circumstances. 2. Guideline ARFF Response on the Airfield: For the purposes of this SOG ARFF vehicles will be identified by unit designation and/or their section as either Fire East, Fire West, or Air Guard. A. Fire West will consist of Red 1, Red 5, Red 6, Red 7, and Medic Engine 12 (Red 12). B. Fire East will consist of Red 2, Red 3, Red 4, and Medic Engine 11. C. Air Guard (The Air National Guard may be considered as a mutual aid resource but may not be available and does not count toward the FAA’s Index Requirements) and for this guideline will be considered staged at the Air Base for all airfield alerts unless otherwise requested. Alert 1 and Alert 2 responses will include all ARFF personnel available to respond to the following staging locations: A. East Runways – Runway 17/35 and Runway 14/32 Fire East will assume command and Red 3 will respond to the area of kilo 4. Red 4 will stage on the south end across from Kilo 1. Fire West will initially stage in the area of Delta hanger. B. Center Runway – Runway 16L/34R Fire West will assume command and will respond to the area of the Delta Hanger. Red 6, Medic Engine 12 will stage in the area of the Delta Hanger. Red 7 will stage on the North end of the runway and Red 5 to the South. Fire East will initially stage in the area south of the South Cargo area. Minimum staffing may indicate that Fire West cover the north and center positions with one apparatus from Fire East covering the south of the runway. C. West Runway – Runway 16R/34L Fire West will assume command and respond to the area short of the Alpha Taxiway between Taxiways Echo and Foxtrot. Red 6 and Medic Engine 12 will stage in the area short of the Alpha Taxiway between Taxiways Echo and Foxtrot. Red 7 will stage on the North end of the runway and Red 5 to the South. Fire east will initially stage at Fire Station 12. 04-36A Response to Alarms at Airport (SOG), Page 1 of 2 Minimum staffing may indicate that Fire West cover the north and south positions with one apparatus from Fire East covering the center of the runway. Alert 3 response will include all ARFF personnel to respond directly to the incident. A command post will be established by the first arriving officer or command vehicle outside of the immediate incident area. A unified command will immediately be established and the need for the EOC to be activated will be determined by the initial unified command. Downtown assignments as designated shall initially stage at Gate 7G (at west end of North Temple) or as identified by command. Important ATC verbiage: Requesting progressive clearance to the incident Ground Stop (to be used on an Alert 3 or other extreme need) ARFF Response at the Terminals All ARFF personnel will respond to the location of the incident. Incident Command will be established outside of the incident response area and establish a command post. First two arriving ARFF vehicles will position to provide agent to the plane as needed. Remaining ARFF vehicles will stage near the incident location without committing to a specific location until assigned and will be prepared to help with interior attacks of the terminal/and or aircraft. The first engine will arrive to address interior tactics for the aircraft/and or terminal. For a confirmed fire or working incident, a Commercial/Industrial Structure Fire assignment will respond per SOG 04-30C. A unified command will be established for a working incident and the need for the EOC to become operational will be determined by the unified command. Notifier Alarm Response A. Red 1 or Red 2 based on dispatch location will respond to the notifier panel and establish command as needed. B. The closest engine will respond to assist with investigation. Refuel Standby/ Fuel Spill Response A. The closest command vehicle (Red 1 or 2) will respond and establish command. B. The closest ARFF vehicle with 3000 gallons of water and agent will respond to protect egress. Report of CO or other Suspicious Smell Response A. The closest command vehicle (Red 1 or 2) will respond and establish command and initiate an investigation. B.
