Standard Operating Guideline (SOG) Branch Operations-Branch Director Effective Date: 09/01/2024 Procedure Number 04-34B Revised Date: Number of Pages 03 1. Overview This Standard Operating Guideline addresses Branch Director responsibilities for a large-scale disaster with multiple incidents in a geographic location. Details listed in this document are designed to address the complex issues of field operations after a major disaster. 2. Guideline Branch locations will include: North II (2) Branch Battalion 3 Engine 4 Medic Engine 2 Medic Engine 7 Truck 2 South III (3) Branch Battalion 4 Medic Engine 8 Medic Engine 3 Engine 13 Truck 8 MRT/Squad 3 East X (10) Branch Battalion 1 Medic Engine 5 Engine/HazMat 10 Truck 1 Medic Engine 1 MRT/Squad 5 West XIV (14) Branch Battalion 2 Medic Engine 6 Quint/HazMat 14 Quint 9 Medic Engine 11 MRT/Squad 6 Airport XII (12) Branch Airport Battalion Chief Red Company Company 12 MRT/Squad 12 Medic Engine 12 Responsibilities Establish command and locate Disaster Guide Book. Communications will be handled on the following radio channels: 04-34B Branch Operations-Branch Director (SOG), Page 1 of 3 Branch to ECC Command 1 Command 2 EOC Talk 1 North II (2) Branch SLCi N City Repeater 1 or 2 Ground 2 South III (3) Branch SLCi S City Repeater 1 or 2 Ground 2 East X (10) Branch SLCi E City Repeater 1 or 2 Ground 2 West XIV (14) Branch 1. SLCi W 2. City Repeater 1 or 2 3. Ground 2 Airport XII (12) Branch Airport fire Airport ops Ground 2 Complete accountability report for personnel and apparatus: 1. Treat/Transport injured members as appropriate. 2. Attempt to inform dispatch and the ECC of your status. Ensure apparatus status and move out of station if possible and necessary depending on circumstances. 1. If unable to move apparatus consider moving critical tools to other apparatus, auxiliaries or POV. Determine operational status of Branch station. The Company Officer at designated branch stations shall assume initial Branch Director Position. When a Chief Officer arrives the Company Officer becomes the Branch Assistant. Branch Director will physically remain at Branch location. Between city personnel and volunteers expect each Branch to accommodate approximately 50 people. Develop ICS structure with available personnel. Use the Disaster Guide Book to provide information to personnel filling key positions: 04-34B Branch Operations-Branch Director (SOG), Page 2 of 3 Communications/Documentation Unit: 1. Establish and maintain communication with the Branch and the ECC. 2. Primary with ECC - Command 1 3. Alternate with ECC - Command 3 4. Contingent with ECC - SAT phone in disaster pod 5. Use map to document incidents. 6. Track all resources in Branch Operations Unit: 1. Facilitates Fire, Medical, Rescue, HazMat operations Etc. 2. May also oversee: a. Street clearance b. Field security c. Public Utilities/Services Logistics Unit: 1. Establish rehabilitation unit using Disaster Pod cache: a. Personal rehabilitation includes: i. Food, water, shelter, and medical supplies for Branch personnel ii. Reasonable work cycles (approximately 12 hours). 2. Equipment rehabilitation: a. Ensure alternate fuel supply from ECC b. Establish alternate water supply Welfare Unit: 1. Establish volunteer management a. Medical Reserve Corp (MRC) b. Citizen Emergency Response Team (CERT) c. Other civilian volunteers d. Assist with site evacuations e. Assist with sheltering Disaster Guide Book also has all needed ICS forms for various Unit responsibilities.
