International Transfer of Players

  • A National Member Federation must obtain a letter of clearance from FIBA before granting a license for a player seeking an international transfer.

Requesting a Letter of Clearance

  • The request must be submitted exclusively through the FIBA Information System.
  • The request must comply with all requirements set out in the FIBA Information System, including:
    • Providing the player's name and nationality.
    • Providing the player's passport.
    • Providing the name and license number of the FIBA player's agent(s) involved in the transfer, if applicable.
  • The request must indicate the player's National Member Federation of origin.
  • In the case of a first registration, the request must include a written declaration signed by the player stating that the player has never been licensed by any National Member Federation.
  • The request must indicate all known nationalities of the player.
  • The request must indicate the date and place of birth of the player.

Special Cases

  • There are special cases for young players (see articles 3-72 to 3-89).
  • There are special cases for academic institutions and other organizations (see articles 3-90 and 3-92).

FIBA Letter of Clearance

  • A request for a letter of clearance is considered complete in the FIBA Information System when:
    • All required information is provided
    • Any applicable administrative fee is paid by the requesting National Member Federation
    • The request is submitted to the National Member Federation of origin
  • Note: The administrative fee is non-refundable in the case of duplicate requests

Response to Request

  • The National Member Federation of origin must respond to a request for a letter of clearance within 6 days
    • This 6-day period starts on the day the request is considered complete (according to Central European Time)
    • The response must:
      • Agree or disagree with the request for a letter of clearance
      • Indicate if the player was licensed by the National Member Federation and if they played basketball within its territory
      • Indicate if any sanctions are currently in force against the player (imposed by FIBA Zone, National Member Federation, or outside organisations)
      • If the player is under contract, submit the valid contract (duly dated and signed by the parties involved) with a certified English or French translation

FIBA's Review Process for Letter of Clearance

  • FIBA reviews the reply from the National Member Federation of origin if it disagrees with the request for a letter of clearance.
  • If the reply appears complete, FIBA transfers it to the requesting National Member Federation.

Responsibilities of Requesting National Member Federation

  • The requesting National Member Federation must notify FIBA within three (3) days of receiving the reply whether it disputes the reply.

FIBA's Decision on Letter of Clearance

  • FIBA decides on the letter of clearance based on the replies from the National Member Federations involved in the transfer.
  • In cases of dispute, FIBA decides on the letter of clearance within seven (7) days from the point of notification, unless circumstances dictate otherwise.

Notification of Sanctions

  • National Member Federations are notified through the FIBA Information System of any sanctions applied or adopted by FIBA against the player.
  • Sanctions may be adopted from disciplinary decisions taken by FIBA Zones, National Member Federations, or other organisations outside FIBA.

International Transfer of Players

  • A National Member Federation must obtain a letter of clearance from FIBA before granting a license to a player seeking an international transfer.

Request for Letter of Clearance

  • The request must be submitted through the FIBA Information System.
  • The request must include:
    • Player's name and nationality
    • Player's passport
    • Name and license number of the FIBA player's agent(s), if applicable
    • National Member Federation of origin

Completing the Request

  • A request is complete when:
    • All required information is provided

    • The request is submitted to the National Member Federation of origin

Response from National Member Federation of Origin

  • The National Member Federation of origin must respond within 6 days.
  • The response must:
    • Agree or disagree with the request for a letter of clearance
    • Indicate if the player was licensed by the National Member Federation of origin
    • Indicate if the player ever played basketball within the territory of the National Member Federation of origin
    • Indicate if any sanctions are in force against the player
    • Attach a certified English or French translation of the contract if the player is under contract

FIBA Review and Decision

  • FIBA performs an initial review of the response from the National Member Federation of origin.
  • If the response appears complete, FIBA transfers the reply to the requesting National Member Federation.
  • The requesting National Member Federation must notify FIBA within 3 days if it disputes the reply.
  • FIBA decides on the letter of clearance based on the replies and may conduct further investigations if necessary.
