Licensing of Players
- A National Member Federation can issue a license to a player who previously played for an academic institution or organisation that doesn't follow FIBA's International Transfer of Players Regulations.
- A letter of clearance from FIBA is required for the license to be issued.
National Member Federation of Origin
- The National Member Federation of origin is the country where the academic institution or organisation is based.
- No administrative fee is charged in this case.
Alternative National Member Federation of Origin
- If different from the requesting National Member Federation, the National Member Federation where the player was last licensed is considered the National Member Federation of origin.
Licensing of Players
- A National Member Federation can issue a license to a player who has not been licensed before, if they receive a letter of clearance from FIBA, without an administrative fee.
Conditions for Licensing
- The National Member Federation of the country where the academic institution or other organisation is based is considered the National Member Federation of origin (as per Article 3-68).
- A written declaration signed by the player is required, stating that they have never been licensed by a National Member Federation.
Transfers between FIBA and NBA/WNBA/NBAGL Teams
- Transfers of players between a FIBA team and an NBA, WNBA, or NBAGL team are governed exclusively by the bilateral agreement between FIBA and the respective league.

- International transfers of players under 18 years old without FIBA's authorisation are also considered illegal
Illegal Transfers
- An illegal transfer is invalid
- An illegal transfer is considered an Administrative Offence, but can be treated as a Disciplinary Offence under certain circumstances
- Sanctions may be imposed on any party involved in an illegal transfer, including:
- The player
- The club(s)
- The agent(s)
- The National Member Federations
- A National Member Federation can be subject to sanction if they:
- Issue a license without the required letter of clearance
- Allow a player's participation in domestic or international competitions without FIBA's authorization

Illegal Transfers
- Any international transfer that occurs after an illegal transfer is null and void, unless the Secretary General decides otherwise in exceptional cases.
- If an illegal transfer takes place, the National Member Federation must take necessary steps to comply with Internal Regulations upon FIBA's request.
Consequences of Non-Compliance
- Failure to comply with FIBA's request in a timely manner constitutes an Administrative Offence.
- Such an offence will be sanctioned according to article 1-175.
