Study Notes
EMS Response
- TFD units implement Incident Command System (ICS) and provide an Incident Commander (IC) at medical incidents, unless ICS is already established by another agency (EMSA, TPD).
- When supporting another agency with an established ICS, TFD members will support the existing management system.
- The member with the highest level of medical licensure, with system clinical privileges, is responsible for clinical patient care until relieved by an equal or higher-level credentialed clinician.
On Scene Chain-of-Command
- At routine medical incidents where TFD and EMSA respond, the ranking TFD member on scene is responsible for scene control and safety.
- If the ranking TFD member is the medic of record, scene control and safety functions may be delegated to another company member.
Patient Care Protocols
- TFD formally adopts the current issue of the "Pre-hospital Operational Standards" approved by the Medical Control Board of the "Emergency Physician's Foundation" as EMS operational guidelines.
Scene Safety
- Situational awareness is maintained by all crew members during an incident.
- Crews are aware of potentially hostile persons on scene, domestic disputes, drug/bio labs, etc.
- Crews must be prepared to take self-defense measures if appropriate.
Accurate Incident Times
- Accurate "on scene" arrival times and patient contact times are recorded by the company officer.
- "On scene" arrival times are recorded when the responding unit actually arrives at the dispatched address, not in the neighborhood, apartment complex, or block.
