Spring Fire Department Personal Protective Equipment (PPE) Policy
- Purpose: This policy ensures the safety and health of firefighters by establishing procedures for selecting, maintaining, issuing, using, and disposing of structural firefighting protective ensembles.
- Compliance: All members must comply with the policy.
- NFPA Compliance: The policy adheres to NFPA 1851 standards for fire fighter protective ensembles.
- Selection: Only NFPA 1851 compliant PPE is purchased, inspected by the member before use.
- Record Keeping: Detailed records are maintained for each piece of PPE including issue, inspection, cleaning, repair, and disposal.

- Member duties, experience
- Location of operations and response to CBRN incidents

Issued PPE: Members receive a complete set of PPE including:
- Bunker coats
- Pants

- CBRN terrorism agents require immediate retirement and disposal as hazardous waste.
- HAZMAT incidents require preliminary exposure reduction and assessment by a qualified individual. If cleaning is not possible, the ensemble is disposed of as hazardous waste.
- General contamination requires preliminary exposure reduction, isolation, and advanced/specialized cleaning to remove the contaminant.

Maintenance and Repair:
- All PPE elements undergo advanced/specialized cleaning before repair work.
- Repairs are performed by specially trained personnel using manufacturer-approved techniques, equipment, and materials.
- All repairs must meet NFPA 1971 standards.
- Loaner PPE will be issued while regular PPE is repaired.

Training:
- Firefighters receive training on the care, use, and maintenance of PPE before participating in live-fire training and responding to incidents.
- Members receive additional training when PPE elements are upgraded or changed.

Storage and Transport:
- PPE must be stored properly to prevent damage and contamination.
- PPE should be clean and dry before storage, and stored in a protected area.
- PPE must not be stored in direct sunlight, at extreme temperatures, or in contact with damaging materials.

- Non-contaminated PPE must be stored in a gear bag out of vehicle interiors.
- Soiled or potentially contaminated PPE must be stored in an airtight protective case or bag.
- Soiled or potentially contaminated PPE must not be brought into homes, public facilities, or transported in personal vehicles.

Retirement:
- Structural PPE will be retired:
- When it is more than 10 years from the manufacture date
- When it is worn or damaged beyond repair
- When it is no longer NFPA compliant
- When it is contaminated with CBRN agents
- When the radiant reflective outer shell is more than 5 years from manufacture date
- Structural PPE will be retired:
- Special Incident Procedure: If a member sustains a serious injury or death while wearing PPE, the PPE is immediately removed from service.

Replacement PPE: Replacement PPE is provided for:
- Unserviceable PPE due to normal wear and tear
- PPE accidentally damaged during firefighting duties or training
- Lost or Misplaced PPE: Members are responsible for maintaining control and proper maintenance of issued gear. If an item is lost or misplaced, the member may be held responsible for replacement costs and disciplinary action.
- Stolen PPE: If PPE is stolen, the individual must file a police report and provide the case number to the department. The individual will receive replacement PPE after the police report is filed. The firefighter will not be authorized to respond to any emergency incidents until replacement PPE is issued.
- Misuse/Destruction of PPE or Equipment: Members who misuse or destroy department-issued PPE or equipment can face disciplinary action, including suspension and/or termination. They may be responsible for the cost of replacing damaged equipment.
