Police Facilities - Security

An ID card issued to sworn OPD employees, retired sworn OPD employees on a part-time basis, and OFD Arson Investigators. It allows access to OPD facilities.

This ID card is issued to news media personnel. An escort is required for access.

This ID card is issued to retired sworn OPD employees. An escort is NOT required.

The OPD Police Personnel Unit is responsible for notifying the Fleet/Facilities Unit of retiring sworn OPD employees and authorizing the issuance of Retired Sworn ID/Security Pass Cards.

Retired sworn OPD employees who lost or haven't received their ID card need to contact the OPD Police Personnel Unit to verify their employment and receive the card.

The Fleet/Facilities Unit is responsible for issuing new OPD ID/Security Pass Cards to new employees based on authorization from the OPD Police Personnel Unit.

Bureau/Unit supervisors or OPD Professional Oversight Bureau (POB) employees are responsible for collecting ID cards and facility keys from employees leaving the Department.

Collected OPD ID/Security Pass Cards and keys are returned to the OPD Fleet/Facilities Unit.

The OPD Fleet/Facilities Unit is responsible for processing requests for ID/Security passes from outside agencies, including law enforcement, contractors, and other city agencies.

An outside criminal justice or law enforcement agency must submit a request for unescorted entry authorization before an ID/Security Pass can be issued.

The OPD Application for Security Pass (Form 163) must be completed and approved before an ID/Security Pass is issued to outside law enforcement personnel.

After the application is approved, the Fleet/Facilities Unit escorts the individual to the Forensic Investigations Unit for a photo and then issues the ID/Security Pass.

The OPD Fleet/Facilities Unit handles requests for ID/Security passes from outside contractors, city agencies, and maintenance agencies.

An OPD Application for Security Pass (Form 163) is completed and forwarded to the Background/Inspections Unit for a criminal history check before an ID/Security Pass is issued.

The Public Information Office is responsible for managing requests for OPD ID/Security Pass Cards from news media personnel.

A written request for escorted entry authorization is submitted to the Public Information Office, along with the completed OPD Application for Security Pass (Form 163), before an ID/Security Pass is issued.

The Public Information Office escorts an applicant to the Forensic Investigations Unit for a photograph after the application for an OPD ID/Security Pass is approved.

The Volunteer Services Squad handles applications for OPD interns and volunteers to obtain an OPD ID/Security Pass.

A criminal history check is conducted by the Background/Inspections Unit for anyone requesting an OPD ID/Security Pass.

The Background/Inspections Unit notifies the requesting unit about the approval or denial of the OPD ID/Security Pass application after conducting a criminal history check.

The Background/Inspections Unit is responsible for carrying out criminal history checks as requested by different departments within the OPD.

The Unit supervisor receives notification from the OPD Police Personnel Unit about new employee hires.

Sworn employees from outside agencies on official business at an OPD facility can show their agency badge for identification.

Sworn employees from outside agencies not on official business at an OPD facility must obtain a temporary security pass card.

All visitors to OPD facilities must sign a visitor log, receive a security pass, and be escorted while inside.

When a visitor arrives to meet with an OPD employee, the front desk staff will notify the employee of the visitor's arrival. The employee is responsible for escorting the visitor.

OPD Evidence/Property Unit employees will usually release firearms to their owners at the front lobby.

Visitors picking up property from the OPD Headquarters garage do not need to check in at the front desk.

Evidence/Property Unit employees will remain with visitors picking up property or receiving services in the garage area.

For meetings and tours at OPD Headquarters, specific procedures apply.

An escapee is a person who has fled custody while at an OPD facility.

The responsible person must contact the building's Public Address system by dialing extension 6802 to announce the escape.

Garage Security Officers continuously oversee the garage, parking lot, and building perimeter during their shift.

OPD employees witnessing parking violations must report them to the on-duty Garage Security Officer.

When a City of Omaha employee's police vehicle is in violation, the Garage Security Officer informs the employee's supervisor through the chain of command.

Employees who violate parking procedures may face disciplinary action and vehicle removal from unauthorized areas.

The Garage Security Officer obtains vehicle ownership information and attempts to inform the owner of the violation before towing.

If the vehicle is not removed within ten minutes, the Garage Security Officer can issue a parking citation and tow the vehicle.

When a door or window malfunctions during non-business hours, the individual finding the issue must call the Fleet/Facilities Unit at extension -5615 and follow the instructions for after-hours notifications.

If an overhead garage door (indoor or outdoor) malfunctions in the closed position, vehicle operators should use caution and enter/exit through an adjacent door, if possible. The Fleet/Facilities Unit should be notified immediately and arrange for a portable garage door opener.

Propping open or blocking infrared sensors on OPD facility doors is prohibited. Doors should never be disabled by artificial means.

Overhead garage doors close quickly and are not intended for pedestrian use. All pedestrians should utilize designated pedestrian doors.

If an OPD employee needs access to a room they don't have a key for, they should contact the Front Desk/Lobby supervisor or another on-duty employee to assist.

At the end of each workday, employees are required to conduct an internal safety check of their work area. This includes turning off or unplugging electrical equipment, securing doors, and turning off lights.
