    National Intelligence Program

    • The Director of the Office of Management and Budget shall exercise the authority to apportion funds for allocation to the elements of the intelligence community at the exclusive direction of the Director of National Intelligence.

    • The Director of National Intelligence shall monitor the implementation and execution of the National Intelligence Program by the heads of the elements of the intelligence community that manage programs and activities that are part of the National Intelligence Program.

    Reporting Requirements

    • The Director of National Intelligence shall provide a semi-annual report to the President and the Congress regarding implementation of the National Intelligence Program.

    • The Director of National Intelligence shall report to the President and the Congress not later than 15 days after learning of any instance in which a departmental comptroller acts inconsistently with the law or direction of the Director.

    Transfer of Personnel

    • The Director of National Intelligence, with the approval of the Director of the Office of Management and Budget, may transfer up to 100 personnel authorized for elements of the intelligence community to a new national intelligence center in the first 12 months after establishment.

    • Incentives may include financial incentives, bonuses, and other awards.

    General Counsel

    • The General Counsel of the Office of the Director of National Intelligence shall be appointed by the President, by and with the advice and consent of the Senate.

    • The individual serving in the position of General Counsel may not, while so serving, also serve as the General Counsel of any other department, agency, or element of the United States Government.
