International Security Legislation for Shipping
- ISPS Code: International Ship and Port Facility Security (ISPS) Code, enforced since July 1, 2004
- ISPS Code - Main Purposes: Reducing acts of piracy and terrorism, preventing drug smuggling and theft of vessels, and reducing stowaways.
SOLAS '74
- SOLAS'74: International Convention for the Safety of Life at Sea, 1974
- Applies to: Cargo ships over 500 gross tons (GT) and passenger ships carrying over 12 passengers.
SOLAS Regulations
- Changes: On July 1, 2004, a maritime security regulatory regime was added to SOLAS, 1974.
- Chapter XI-2: Special measures to enhance maritime security, including the International Ship and Port Facility Security (ISPS) Code.
Security Levels (MARSEC Levels)
- Level 1 (MARSEC Level 1): Normal operational level; minimum appropriate protective security measures are maintained.
- Level 2 (MARSEC Level 2): Heightened level, additional security measures are applied for a period of time following an increased risk or confirmed security incident.
- Level 3 (MARSEC Level 3): Exceptional level; additional specific security measures are implemented when a security incident is probable or imminent, though the target may be unknown or non-existent.
Parties Involved in Ship Security
- Company Security Officer (CSO): Appointed by the company.
- Ship Security Officer (SSO): Appointed by the company (often a senior officer such as Chief Officer, Chief Engineer or Captain) responsible for ship security.
- Ship Security Plan (SSP): Required by ships for maintaining and adapting security according to the security level.
- Port Facility Security Officer (PFSO): Appointed by the port authority responsible for security at the port facility.
- Ship Personnel: Responsible for complying with procedures and safety measures.
- Port State Personnel: Responsible for compliance with safety measures at the port.
- Flag State: Country that issues the ship's flag to monitor safety regulations
- Other key personnel : Key officers involved based on specific ship roles/responsibilities
Restricted Areas
- Identification: The ship security plan (SSP) must identify all restricted areas onboard.
- Purpose: These restricted areas protect personnel and cargo from loss or tampering.
- Examples of areas: Navigation bridge, Machinery spaces, spaces with security equipment, ventilation spaces, IMDG cargo areas, accommodation, and other areas specified in the SSP.
Cargo Handling
- MARSEC Level 1: Routine checks on cargo, transport units, cargo spaces, loading vehicles, and seals to prevent tampering.
- MARSEC Level 2: Detailed checking of cargo, transport units, and cargo spaces, intensive cargo loading checks.
- MARSEC Level 3: Suspension of loading/discharging and verification of DG (dangerous goods) inventory.
Delivery of Ships Stores
- MARSEC Level 1: Match orders with documents, securely stow the items.
- MARSEC Level 2: Thoroughly inspect stores and increase security checks.
- MARSEC Level 3: Delivery only in case of emergency.
Handling of Unaccompanied Baggage
- MARSEC Level 1: Baggage screened and searched (X-ray).
- MARSEC Level 2: Full screening, including X-ray, of all baggage.
- MARSEC Level 3: Suspension of baggage handling and refusal to accept unaccompanied baggage.
Controlled Access of Visitors to Ship
- Gangway Watch: Establish a permanent watch at the gangway to identify visitors.
- Visitor Log: Visitors log book, filled with visitor details, time of embarkation/disembarkation, and purpose of visit.
