Indian Railway Fundamental Rules - Pay and Increment

  • Definitions: Terms defined in Volume I of the code apply to this chapter and subsequent chapters unless contradicted.

  • Pay and Allowances: Railway employees start receiving pay and allowances on the day they assume duties. They stop drawing when they no longer fulfill duties. Exceptions exist for specific cases. Absence without authority prevents pay and allowances.

  • Date of Reckoning: Pay and allowances begin on the day duties commence, either noon or the following day depending on when the charge is assumed. Recognizied higher-duty practices for day-part service are an exception. The date of overseas recruitment start is determined by order.

  • Pay: "Pay" encompasses the monthly amount a government employee receives, excluding special pay based on qualifications. It also includes overseas pay, special pay and other President-classified allowances.

  • Average Pay: Average pay calculation averages the monthly pay earned for the previous twelve months when the event occurs. If abroad, calculation uses Indian pay, substituting special allowance if appropriate. Running allowances based on government instructions are included.

  • Definition of Month: Calendar months are used for calculation, not standard business months or days. A complete month is the base.

  • Ministerial Servants: Includes clerical and other specifically defined staff by authorities in the organization.
