Indian Railway Establishment Code - Chapter 11: Joining Time Rules
- Joining Time Applicability: Joining time is granted to railway employees transferring in public interest, either to the same or different station.
- Temporary Transfers: No joining time is allowed for temporary transfers lasting less than 180 days.
- Discharge and Re-appointment: Railway employees discharged and re-appointed to a different station, will be eligible for joining time, provided the appointment order was received while they were still in their original post. If appointed after discharge, the break(up to 30 days) can be converted into joining time, excluding pay, for continuous service exceeding three years at the time of discharge.
- First Appointment: Joining time is provided to newly appointed employees by competitive exams, interviews, who are both railway employees and those from Central/State government entities. Temporary employees who haven't worked 3 years continuously, will get joining time, but not joining time pay.
- Joining Time Commencement: Joining time begins from the day the employee leaves their old post (forenoon) or the following day (afternoon), depending on the exact time of the handover.
- Joining Time Calculation: Joining time is calculated based on old headquarters, even if the transfer or order is received at another station or changes during their tour.
- Maximum Joining Time per Post: A maximum of one day of joining time is provided for new posts within the same station area. (station area encompassing the region/municipality and surrounding suburban municipalities/cantonment etc)
Joining Time on Transfer
- Transfer with Residence Change: Joining time is granted based on distance between the old and new headquarters, using the direct route and common mode of travel.
- Distance Based Joining Time: Joining time duration depends on the distance between headquarters. The schedule shows specific duration based on the distance of headquarters. Examples include 12 days for distances of 1000+ km (under 2000), and 15 days for distances over 1000km (over 2000km); exceptional cases are granted by the respective authorities for flights etc
- Exceptions: Holidays following the traveled time can extend the normal joining time period.
- Limitations: The joining time duration is restricted to a maximum of 30 days (by department heads and divisional managers) and extendible by Railway Ministry if longer joining time period is required.
Additional Joining Time Rules
- Joining Time Extension: Department heads and divisional managers grant extension for up to 30 days, and the Railway Ministry can extend it beyond. Time constraints due to strikes, natural calamities and waiting for transport are considered.
- Leave Credit: Unused joining time (up to 15 days maximum) can be added to an employee's leave balance.
- Joining Time and Vacation/Leave: Joining time can be combined with regular vacation or leave, excluding casual leave.
- Transfer Order Modification: If a transfer order changes destination during the travel, joining time is calculated up to the date of the new order, plus the full joining time for the new destination/transfer.
- Joining Time Pay and Allowances: The employee is treated as on-duty during joining time. They receive their original pay and allowances (except conveyance and traveling allowances, but retaining others like city and house allowances that apply from the old station)
- Deputation Outside Railways: Joining time rules are dictated by the lending and receiving authorities' agreements, which can differ based on the organisation from and to where the employee is deputed.
- Deputation to Railways: Joining times for employees of other organizations deputed to Railways will follow the general guidelines in this chapter but special agreements might supersede the general rules.
