    Study Notes

    Incident Command

    • The first arriving officer or qualified personnel must establish the Incident Command (IC) position.
    • IC is responsible for selecting the best tactical position for apparatus placement, identifying uninterrupted water supply, evaluating fire conditions, and providing the Initial Radio Report (IRR) to all responding units.
    • The IRR automatically establishes that all responding units should Level 1 Stage, except for the first arriving Engine, Ladder, and Chief Officer.

    Initial Radio Report

    • The first arriving apparatus must provide an IRR.
    • The IRR includes:
      • Building description: size, height, and occupancy type.
      • Visible conditions: nothing showing, light smoke, working fire, defensive fire.
      • Initial incident action plan (IAP): task, location, and objective(s)
      • Declaration of strategy: Investigative Mode, Offensive Mode, Defensive Mode.
      • Assume and name incident command (IC).

    360° Assessment

    • The first arriving apparatus must conduct a 360° assessment of the building.
    • The assessment includes:
      • Identifying known rescue or potential known rescue problems.
      • Identifying flow path locations.
      • Locating the fire and its extent.
      • Determining building size, age, and construction type.
      • Assessing structural stability.
      • Identifying any additional hazards.
      • Considering securing utilities.

    360° Follow-up Radio Report

    • After the 360° assessment, the first arriving apparatus should provide a follow-up radio report.
    • It should include:
      • Results of the 360° assessment.
      • Reaffirmed Risk vs Benefit Analysis.
      • Any changes to the IAP.
      • First arriving apparatus geographical location (Alpha, Bravo, Charlie, Delta).

    Engine Company Responsibilities

    • The first arriving engine company should position the apparatus with consideration for an aerial device in front of the structure.
    • They should deploy attack line(s) of sufficient size to control the fire and ensure an uninterrupted water supply is established.
    • They should prepare to perform truck company operations such as search and rescue, ventilation, forcible entry, laddering, salvage, overhaul, elevated streams, lighting and utility control.

    Aerial Operations

    • The first arriving apparatus should prepare for aerial operations by engaging the aerial master PTO and deploying outriggers.

    Rapid Intervention Team (RIT)

    • The First On-deck company assigned by command should assume the duties of the RIT.
    • RITs should be assigned by IC as soon as feasible following the entry of personnel into the hot zone.
    • RITs must be comprised of at least three firefighters.
    • RITs should immediately establish an area to accumulate necessary equipment (RIT bag, exit locator light, etc.)
    • All RIT operations should be in accordance with SFD.030 (Rapid Intervention Teams).

    Additional Chief Officers

    • Additional Chief officers should support the IC in roles such as:
      • Division supervisor
      • Group supervisor
      • Accountability officer
      • Resource officer
      • Staging officer
      • Support Officer (Command aide).
    • A realistic victim survivability profile should be made before initiating search and rescue operations.

    Protection of Life

    • Protection of life is the highest tactical priority.
    • The IC should consider that fire suppression might be the best course of action to improve the survivability of victims and firefighters.
    • The IC can reduce the thermal threat and limit the growth of the fire by providing extended time to affect a rescue.

    Transitional attack

    • This attack method rapidly reduces the thermal threat in the interior of the structure and cools the environment for occupants and firefighters.
    • The IC should consider if a knock down from a hand line is sufficient or if a master stream is needed.
    • If a hand line is sufficient, a solid stream from a smooth bore nozzle or a straight stream from a fog nozzle should be flowed into the upper portion of the room through the opening from which the fire is issuing.
    • The stream should be at a steep angle pointed towards the ceiling and below the neutral plane.
    • The IC should ensure that ventilation is being coordinated with suppression activities.

    Exposure Protection

    • The company officer assigned to exposure protection must prevent fire from extending to neighboring structures or other spaces within the fire building.
    • The officer should consider exposure structures on all sides of the involved structure and evaluate the integrity of the main fire building.
    • They should coordinate operations with all crews operating on the main fire building and secure water supply for exposure suppression lines.
    • Additional companies should be requested if more resources are needed.

Change in Strategy - Strategic Shift

    • If the IC determines conditions have deteriorated to the point that a defensive mode is needed, they should request an evacuation of the structure and have the dispatcher alert all units of the strategy change via a radio alert tone.
    • After all crewmembers have evacuated the structure, the IC should complete PAR.
    • When the IC determines it is safe to return to an offensive mode, they should contact the dispatcher and advise them of the strategy change.

    Utility Control

    • Utility control should be considered and completed as soon as possible.
