    Study Notes

Keep It Moving Safety & Compliance CMV Training

    • Company Policy: Safety, health, and security are key business objectives. Every incident (collision, injury, security) is preventable. Safe performance is a condition of employment. Owner Operators are responsible for the safety of themselves, customers, assets, and the public. Minimizing or preventing personal injury, occupational disease, property damage, and environmental damage is a priority. Reducing costs associated with injuries, collisions, theft, and cleanup is important. Productivity and morale are also promoted. A socially responsible image is maintained for the public and customers.

    • Driver Responsibility: Drivers have a responsibility to help new Owner Operators understand safe driving and working practices. Drivers must obey all safety rules, safe driving guidelines, and safety/security procedures. Any environmental problems or hazards must be reported immediately. Accidents, injuries, collisions, and unsafe conditions must be reported immediately to the supervisor. Personal protective equipment, tools, machinery, and vehicles must be used properly. Good housekeeping in facilities and vehicles is also a responsibility.

    • Safety Rules: Drivers are to work rested. They must be familiar with emergency action plans at their work locations and evacuation procedures. Emergency contact numbers for doctors, the fire department, police department, and the supervisor must be known. The location of fire extinguishers and fire protection equipment must be known by all drivers. A no-smoking policy is in effect and smoking is only allowed in designated outdoor areas. Drivers should only walk in designated pedestrian walkways, paying attention to hazards like elevation changes, spills, and other tripping hazards.

    • Driving Policy: Company-owned, leased or rented vehicles are to be used solely for company business. Unauthorized use is grounds for immediate termination. Drivers must be physically and mentally able to drive safely. Drivers must meet licensing and qualification requirements for the equipment. Drivers must follow traffic laws, maintain safe speed and following distances, and respect the rights of other drivers and pedestrians. Drivers may not use drugs or alcohol before or while operating a company vehicle.

    • Safe Driving Techniques: Stay on approved routes. Drive with both hands on the steering wheel (generally at 10 and 2 o'clock positions). Look ahead 12-15 seconds or a quarter-mile. Scan mirrors every 3 to 5 seconds, and do not focus on one object for more than two seconds. Keep your eyes moving, use your sun visor. Obey all posted speed limits. Engage turn signals properly. Be aware of lane encroachment and use caution.

    • Corrective Actions: Management takes corrective actions when an Owner Operator engages in risk taking or risky behavior, for the safety of all Owner Operators and the public. Corrective action is uniform for violations resulting in a collision, injury, illness, and those where no incident occurred and is based on the type of violation (first, second, or third).

    • Driver Required Reporting: All accidents, collisions, work-related injuries or unsafe conditions, receipt of any traffic citation, convictions of any traffic violation, or cancellation of a driver's license, or any other outcome of roadside inspections must be reported to your supervisor/manager within 24 hrs. This includes all workplace injuries, regardless of the outcome. Failure to report incidents will lead to disciplinary action up to and including termination.

    • Collisions: Report all collisions to supervisor immediately. Unsafe conditions, injuries, or collisions must be reported to your supervisor immediately, including details about the scene (photos), and witness information.

    • Safe Driving & CMV Training - General: Provide verbal counseling and document specific behavior that could have been prevented. Provide remedial education and training to ensure understanding of safe work practices. Complete verbal counseling immediately. If more extensive training is needed, it should be done within 14 days of counseling.

    • Risk Associated Behavior (RAB): Substandard safety and health performance can lead to collisions and injuries and is not tolerated. Working safely is a condition of employment..

    • Driver Hours of Service (HOS): Drivers must accurately document their hours of service. Intentional fraudulent HOS documentation will result in disciplinary action up to and including termination.

    • Driver Safety Rules/Procedures: Avoid distracted driving (manual, visual, cognitive), and use caution in inclement weather.

    • Drug and Alcohol Policy: The company prohibits the possession or use of weapons and/or drugs (illegal or prescription) on company property and prohibits any Owner Operator from using or possessing alcohol on company property. Positive drug or alcohol tests will be considered proof of violation and will lead to disciplinary actions up to and including termination.

    • Safety Rules & Hazardous Materials: Know emergency contact numbers and locations of fire extinguishers. Do not stack materials in front of fire extinguishers. Do not use hot plates or heating devices. Use caution with fuel, cleaning agents, and chemicals that may be spilled on clothing. Maintain hygiene in spills to prevent spreading of materials.

    • Driver Attire: Wear appropriate clothing (uniforms). Wear appropriate safety gear including protective gloves, eye protection, reflective vests or other clothing as directed. Avoid jewelry.

    • Safety Glasses: Wear safety glasses in company work areas and when there's a reasonable probability of eye injury.

    • Wheels & Tires: Inspect and maintain proper tire pressure daily and ensure there are no oil/wheel seal problems. Never climb on tires.

    • Fire Safety: Know the locations of fire extinguishers and fire protection equipment.

    • Spill Containment: Immediately contain spills to prevent spreading to waterways (ditches, streams, ponds), groundwater, storm sewers, and soil.

    • Cargo Securement: Follow rules for securing all cargo (including logs, lumber, metal coils, paper rolls, and concrete pipe).

    • Vehicle Safety: Perform preventative checks of all vehicles while on duty (tires, fluids, etc., will be checked, and all defects reported).

    • Minor/Major Collisions: Report any accident, collision, injury, and unsafe conditions immediately to a supervisor. A fatality or damages exceeding $30,000 will require further review and an investigation. If the collision, injury, or damage is determined as directly preventable, it will lead to termination. Minor collisions involving drivers committing a violation will lead to corrective action.

    • Driver Required Training: All Owner Operators must attend safety meetings and training sessions as directed.

    • Safety-Sensitive Functions: Drivers are responsible for completing safety-sensitive tasks, including timely reporting of incidents and maintaining proper operating conditions.

    • Post-Accident Procedures: Immediately address any injuries, secure the scene to prevent spreading of the incident, contact applicable authorities, and take photographs or video of the scene.

    • Driver Qualifications: Verify that the driver's license is valid and that there are no prior convictions or disciplinary actions that may violate the rules.
