Clearwater Fire & Rescue Department - School Time Policy
- Purpose: To allow employees to attend school during regular duty hours, if it doesn't disrupt normal operations.
- Applicable Courses: Courses needed for promotion to Fire Medic, Driver/Operator, Lieutenant, District Commander, or Division Chief.
- Minimum Staffing: School time is not granted if it lowers staffing levels to below minimums.
- Notice Period: Personnel must notify their District Commander 30 days in advance.
- Leave Requests: Employees must request vacation days, holiday floaters, or swaps to cover the school time. If staffing allows, the requested day can be switched to school leave.
- Flex Schedule: School time isn't authorized for courses offered on a flex schedule.
- Approval Process: All requests are routed through the chain of command to the Division Chief of Training for approval.
- Request Details: The request must include the course title, location, duration, dates, confirmation that the course isn't offered on a flexible schedule, and time away from duty.
- District Commander Role: Approved requests are forwarded to the District Commander for scheduling; the District Commander rotates time off fairly among employees.
- Out-of-Town Training (40-Hour Employees): School time requests, if attending classes out of town and working a 40-hour week, must be approved by the Deputy Chief. Policies for tuition reimbursement are detailed in 311P.1-J-3.
- Other Classes: Requests for courses not specifically for promotion are considered on an individual basis.
- Special Training Programs: State Fire College, National Fire Academy, Federal Emergency Management Institute training may be approved if budgeted, reviewed case by case.
- Union Contract Compliance: Forty-hour employees attending classes out-of-town may be placed on a 40-hour week schedule if in the department's best interest according to the current union contract.
- Duty Day Planning: Personnel must plan so that a minimum number of duty days are affected and utilize available resources such as swaps and floaters.
- Tuition Refunds: Tuition refunds for "on-duty" classes will be prorated. See City Policy 3802.1 for tuition reimbursement details.
