Accountability
- Spring Fire Department uses a passport system for personnel accountability.
- All Spring Fire Department personnel are responsible for knowing and complying with this guideline
- The accountability systems should meet the provisions of NFPA 1561 (Standard on Emergency Services Incident Management System and Command Safety)
- The guideline applies to all department personnel.
- The Incident Commander (IC) should establish accountability on all incidents where personnel enter a hazard area.
Passport System
- Consists of an apparatus card and name tags
- Name tag is ¾” x 2” plastic tag with Velcro on the back
- Name tags are color coded according to rank
- Apparatus cards are kept on the apparatus
- All personnel responding to emergency incidents are issued nametags
- Nametags are to contain the individual's name and rank.
- Every company, division, and group has a name tag assigned to a specific apparatus card. This provides accountability throughout the incident scene.
- When a unit is called to an incident, the apparatus card is removed from the apparatus and placed in the accountability system.
Hazard Zone Accountability
- The hazard zone has 3 levels: Task, Tactical, and Strategic.
- Task level is the responsibility of the company officer.
- Tactical level is the responsibility of the division supervisor.
- Strategic level is the responsibility of the incident commander.
Hazard Zone Task Level Responsibilities
- Follow departmental guidelines.
- No “freelancing”
- Utilize the passport accountability system.
- Maintain crew integrity through voice, vision, & touch.
- Remain attached to a hose line inside the hot zone.
- Maintain an adequate air supply to safely exit the IDLH.
- Suggested maximum entry depth of 175’ to 200’.
Hazard Zone Tactical Level Responsibilities
- Make sure the division plan aligns with the IC’s strategic plan.
- Manage the risk management within the division.
- Achieve the tactical priorities within the division.
- Operate in the correct strategy for the conditions.
- Implement and manage the division's Incident Action Plan (IAP).
- Coordinate with other division supervisors.
Safety Responsibilities at the Tactical Level
- Manage the passport accountability system.
- Manage the work-rest cycles and the air management of assigned companies.
- Have enough On-Deck companies to support the division.
- Handle recycling in the division and rehab assignments.
Hazard Zone Strategic Level Responsibilities
- Overall safety and hazard zone manager.
- Actions based on departmental guidelines and the Incident Management System (IMS).
- Manage the functions of command.
- Continually evaluate the incident's critical fireground factors.
- Conduct a risk management analysis throughout the event.
- Develop and manage the correct strategy.
- Provide division supervisors with an IAP when assigned.
Personnel Accountability Report (PAR)
- A PAR should be conducted every 15 minutes for members assigned to the incident scene for accountability purposes (Structure Fires).
- PARs should also be conducted after any change in conditions that affect firefighter safety.
- A PAR should be conducted continuously throughout incident operations for each company, division, or group working in a hazard zone.
- The Company Officer maintains task level personnel accountability through voice, vision, and touch.
- The Division Supervisor maintains tactical level personnel accountability through access control and the use of passports.
- The Incident Commander (IC) should maintain strategic level personnel accountability by knowing the position and function of all resources assigned to the scene.
- If there is a loss of personnel accountability, at any level of incident operations, there is a Mayday.
