Mass Gathering/Civil Disturbance Notification
- The Fire Chief or their designee is responsible for alerting the City Manager, Emergency Manager, Public Information Officer, and Water Supply Officer in case of a mass gathering or civil disturbance.
- In the event of an actual civil disturbance, the Fire Communications Officer (FCIO) notifies the Police Communications Supervisor of alarms received in the area.
- The Police dispatch an officer to the scene to determine the need for fire services, and FCIO ensures that MFR units in or near the disturbed area are properly notified to exercise caution.
- MFR units responding to the area do so with caution and are prepared to leave quickly if the situation escalates.
Response Procedures
- FCIO forwards the location of the MPD Command Post to the District Chiefs (DCs) in whose district the disturbance is occurring.
- FCIO also provides the Police Communications Supervisor with the location of all fire stations serving the affected area.
- If Fire Rescue services are anticipated, a DC responds to the MPD Command Post to establish a Unified Command.
Outside of the City of Miami
- For civil disturbances outside of the City of Miami, FCIO informs and requests approval from the on-duty Battalion Chief (BC) before deploying units outside of the city.
- FCIO then notifies the Shift Duty Officer (SDO), Fire Chief, and Executive Staff.
- The Deputy Chief of Operations or their designee establishes liaison with the Operations Chief of the Fire Department of the community involved.
Potential of Civil Disturbance
- When an alert is issued for a "Potential of Civil Disturbance", FCIO notifies the SDO and the on-duty BC, who determine if further notification is necessary.
- This notification is typically triggered by a peaceful public demonstration or mass gathering that has been deemed to have the potential for escalation.
