Counterintelligence (CI) Activities
- CI activities are undertaken to support four CI missions:
- Countering espionage, international terrorism, and the CI insider threat
- Support to force protection
- Support to the defense critical infrastructure program
- Support to research, development, and acquisition
- CI activities are conducted in accordance with applicable statutes, Executive Order 12333, and DoD directives and instructions
Coordination and Conduct of CI Activities
- Within the United States, CI activities are coordinated and conducted according to the Memorandum of Agreement (MOA) between the Attorney General and the Secretary of Defense
- Outside the United States, CI activities are coordinated in accordance with Annex 3 to the MOA between the Central Intelligence Agency and DoD
- CI activities are integrated into all operations, programs, systems, exercises, planning, doctrine, strategies, policies, and information architectures
CI Presence and Support
- DoD maintains a CI presence in designated overseas locations through force protection detachments (FPDs)
- FPDs support the Combatant Commands (CCMDs) by detecting and warning of threats to in-transit and assigned DoD personnel and resources
