Major Incident Notifications
- Any death other than natural, including drownings and accidental deaths.
- Search and rescue operations.
- Hostage or barricaded subjects.
- Any attempts or instances of prisoner escape.
- Disasters, either natural or man-made.
- Major civil disturbances like riots.
- Death or serious injury of a member or their immediate family, if known.
- Any discharge of a Sheriff's Office firearm against a person.
- Traffic crashes or events involving agency members or their immediate family that result in severe injury.
- Other significant events, including violent crimes with multiple victims.
Reasonable Suspicion Testing (Substance Abuse)
- A supervisor must notify the Department Director through the chain of command for reasonable suspicion testing.
- Reasonable suspicion testing requires a supervisor's recommendation from at least one level higher of supervision than the immediate supervisor of the member in question.
- The member is placed on administrative leave pending results.
- The Director will arrange the time and location for the test.
- Supervisory personnel will accompany the member to testing and remain until testing is complete.
- Members are prohibited from operating agency vehicles or performing any duties when testing.
- Reasonable suspicion testing must be completed within 24 hours of the observed behavior.
Mandatory Drug Testing (Substance Abuse)
- Mandatory drug testing is required for accidents involving department vehicles on or off duty that result in personal injury.
- Mandatory drug testing is required for all duty-related uses of deadly force resulting in injury or death.
- Members cannot consume alcohol for eight hours before the test or until the test is administered.
Sexual Harassment
- Supervisors are responsible for preventing harassment.
- Members who witness or are victims of harassment will not be excused for failing to report it due to fear of reprisal.
- Members may report to their supervisor or the next highest supervisor if their immediate supervisor is the culprit.
Informal Action (Disciplinary Action)
- Informal action is intended to be educational in nature.
- Informal action includes verbal counseling, which can be conducted by any supervisor.
- It is recommended that a Memorandum of Record be prepared to document the counseling.
Memorandum of Record (Disciplinary Action)
- A Memorandum of Record should include the performance or behavior that led to action, recommendations, and outcomes.
- The memorandum is maintained by the supervisor for 12 months.
- It is used only as a reference if the problem continues.
Formal Action (Disciplinary Action)
- Formal action is intended to be punitive.
- Formal action may include: written reprimand, suspension, dismissal, disciplinary probationary period, reduction in rate of pay, and demotion.
Sergeant Recommendation (Disciplinary Action)
- Sergeants can only recommend verbal counseling or a written reprimand.
- A written reprimand shall be placed in the member's personnel file.
Emergency Administrative Leave (Disciplinary Actions)
- A supervisor must forward a memorandum to the Sheriff via the chain of command documenting the leave.
- The supervisor shall secure the member's badges, identification, building access cards, firearms, computer, and agency vehicle.
- Emergency Administrative Leave reasons to be used:
- When a member is physically or emotionally unable to perform duties.
- When a member is insubordinate and such insubordination may cause immediate problems.
- When a member has been involved in a criminal or immoral act.
- When a member has reported for duty under the influence or consumes while on duty.
- When a member is in willful violation of any general order and the supervisor believes immediate suspension is required.
- When necessary for the preservation of order and discipline.
- When a member's actions and behavior constitute conduct unbecoming.
- When a member's act or failure to act endangers co-workers or the public.
Grievance Procedures
- Discuss with the immediate supervisor or other members’ supervisor within 5 days of the incident.
- The supervisor attempts to resolve and provide a satisfactory answer within 5 working days.
- If not satisfied, the member may submit a written memorandum to the same supervisor within 3 days of an unsatisfactory response.
- The memorandum shall contain facts surrounding the grievance and alleged violation.
Incident Command System

Medical Examiner Investigation (Death Investigations)
