Active Shooter Hostile Event Response (ASHER)
- Establish Incident Command Post (ICP) and Unified Command structure
- The lead organization is the agency responsible for location. Lead can be passed to another partner agency.
- Communications: A communication plan is established for interoperability, using tactical channels
- Level II staging area should be established quickly
- Priorities include neutralizing the threat, providing lifesaving care, evacuation and systematic search
- Rescue Task Force Teams (RTFs) should be formed and deployed to provide life-saving care to injured persons.
Procedures and Responsibilities
- Upon notification of an active shooter, all responders should implement a communication plan
- The initial response units establish an ICP and Level II staging area.
- The first fire apparatus will respond to the scene and establish an ICP and Level II staging area, which must be safe from any incident threats.
- Rescue Task Force Teams are established at the staging area and can be assembled into teams for triage, treatment, and Transport.
- Upon arriving at the staging area, units communicate with the staging officer and await assignment.
- When entering the Warm Zone, RTFs retrieve Ballistic Protection and Active Shooter Kits. They assume radio designations (e.g. RTF1, RTF2, etc.)
- When inside the crisis site, the RTF is the "eyes and ears" of the Unified Command post
- The first RTF team enters the Warm Zone upon receiving permission from Unified Command, establishes Casualty Collection Points, and initiates life-saving treatment and evacuation.
