Week 7 Professional Development I Module 7: The College of Nurses of Ontario (CNO) Part 2 Land Acknowledgement Mohawk College derives its name from the Mohawk Nation, one of the Six Nations of the Haudenosaunee Confederacy. The Confederacy marks a union of peace and friendship, and Mohawk College honours that union by recognizing the Six Nations of the Grand River and the Mississauga’s of the Credit First Nation. We acknowledge that the territories on which Mohawk College and its campuses are situated are governed by the Between the Lakes Treaty, the Dish with One Spoon Wampum Agreement, and the Upper Canada Treaty Agreement. These agreements are binding to this day and represent our mutual commitment to maintain healthy, reciprocal and respectful relationships with the many Indigenous nations and peoples of this area. Nurses respect clients; dignity 2. Nurses provide inclusive and culturally safe care by practicing cultural humility 3. Nurses provide safe and competent care 4. Nurses work respectfully with the health care team 5. Nurses act with integrity in clients’ best interest 6. Nurses maintain public confidence in the nursing profession (CNO, 2023) The CNO Code of Conduct Each principle is supported by a set of statements of core behaviour all nurses are accountable for Principles have equal importance and work together to describe the conduct, behaviour, and professionalism necessary for safe and ethical care (CNO, 2023) The CNO Code of Conduct 1. Nurses Respect Clients’ Dignity Nurses work together with clients with respect and sensitivity to clients needs Nurses are expected to model specific core behaviours ○ Treat clients with respect, empathy and compassion ○ Priorities clients’ health and well-being in the therapeutic nurse-client relationship ○ Respect client’s rights and involve and support clients in making care decisions ○ Communicate to clients, clearly and timely, the care details they propose to offer (CNO, 2023) The CNO Code of Conduct 2. Nurses Provide Inclusive & Culturally Safe Care by Practicing Cultural Humility Nurses demonstrate cultural humility through self-reflection Understand how personal attributes and social contexts influence client care Nurses are expected to model the following behaviours ○ Reflect on and identify how their privileges, biases, values, belief structures, behaviors and positions of power may impact the therapeutic nurse-client relationship ○ Do not act on any stereotypes or assumptions that may have about clients ○ Seek feedback from clients, the healthcare team, and others to evaluate their own behaviour and culturally safe practice (CNO, 2023) The CNO Code of Conduct 3. Nurses Provide Safe & Competent Care Nurses work within the limits of their legal scope of practice, education, experience, knowledge, skill, and judgement to ensure safe and competent nursing care Nurses are expected to model the following behaviours ○ Identify themselves to clients using their name, title, and role in the health care team ○ Recognize within the limits of their legal scope of practice ○ Seek ad use the best available evidence to inform their practice ○ Respond and are available to clients in their care (CNO, 2023) The CNO Code of Conduct 4. Nurses Work Respectfully with the Health Care Team to Meet Clients’ Needs Nurses are accountable to one another and are expected to build and maintain respectful relationships within the health care team Nurse are expected to model the following behaviours ○ Self-reflect on their privileges, biases, values etc. and how these may impact relationships ○ Address health care team members by their preferred name, title, and position ○ Demonstrate professionalism and treat all health care team members with respect ○ Collaborate and communicate with the health care team in a clear-effective, and professional manner to provide safe client care (CNO, 2023) The CNO Code of Conduct 5. Nurses Act with Integrity in Clients’ Best Interest Nurses are honest and fair practitioners who build trusting relationships Nurses are expected to model the following core behaviours ○ Fairly divide and advocate for resources. Objectively arrange care based on needs ○ Protect privacy and confidentiality of clients ○ Do not share clients’ personal health information, unless for therapeutic reasons ○ Place their professional responsibilities ahead of their personal gain ○ Establish and maintain professional boundaries (CNO, 2023) The CNO Code of Conduct 6. Nurses Maintain Public Confidence in the Nursing Profession Nurses promote dignity and respect for the nursing profession by portraying professionalism and showing leadership Nurses are expected to model the following behaviours ○ Understand and practice in compliance with relevant laws and standards of practice ○ Accountable for their own decisions, actions, omissions and related outcomes ○ Report any error, unsafe behaviour, unethical conduct etc. (See next slide) ○ Do not steal, misuse, abuse or destroy the property of their clients, health care team, or employers (CNO, 2023) The CNO Code of Conduct Code of Conduct Reporting Guideline What to Report? ○ Legal reporting requirements under the Regulated Health Professions Act ○ Serious concerns about a nurses practice ○ Health care providers and the public can file a report online ○ CNO cannot address concerns around labour relations, concerns about health care facilities, or healthcare providers that are not nurses (CNO, 2023) The CNO Code of Conduct Code of Conduct Reporting Guideline What Do You Need to Report? ○ What happened and when/where did the incident occur? ○ Who was involved in the incident? ○ When were the incidents discovered or identified? ○ The address of the facility where the incident occurred ○ Contact information for the person who has knowledge about the nurse(s) involved ○ The name and employment information of the nurse who is the subject (CNO, 2023) The CNO Code of Conduct Code of Conduct Reporting Guideline Nurses’ Professional Accountability in Reporting ○ Legally obligated to report certain conduct to the CNO ○ Required to report certain information about themselves – “Self-reporting” Have been charged with any offence Have been found guilty of any offence Have a finding of professional negligence and/or malpractice Have a finding of professional misconduct, incompetence, or any similar finding Are the subject of a current investigation (CNO, 2023) The CNO Code of Conduct Code of Conduct Reporting Guideline Legal Obligations ○ Employers are legally required to submit a report to the CNO when they terminate a nurse for reasons of professional misconduct, incompetence, or incapacity ○ Employers are required to submit a report if the nurse resigns in lieu of being terminated ○ A person may be fined up to $50,000, and a corporation up to $200,000 if they do not file a report relating to a nurses’ termination (CNO, 2023) The CNO Code of Conduct Code of Conduct Reporting Guideline What Does the CNO do with the Report? ○ Conduct a preliminary investigation of every report – interview and analyze level of risk ○ Followed up by CNO Executive Director to determine if there are remedial options needed, a full investigation, or a hearing before the CNO Discipline Committee ○ Remedial Options: Letter of notice and direction Meet with member and CNO representative Meet with member and Executive Director (CNO, 2023) CNO Quality Assurance (QA) QA program assures the public of nurses’ commitment to continuing competence by continually improving their nursing practice Being self reflective and committed to life-long learning is a critical part of providing the safest and best quality of care to clients Nurses engage in daily practice reflection and participate in QA activities throughout their careers Nurses are accountable to reflect on their practice to determine their learning needs Nurses are required to develop a Learning Plan and actively update their knowledge and skills to maintain their competence (CNO, 2022) CNO Quality Assurance (QA) CNO randomly selects nurses to participate in QA Assessment There are 2 components to the QA Assessment Part A: Knowledge Assessment Part B: Practice Assessment “Coaching” is available to support nurses through the QA Assessment to understand your learning needs QA Committee will ensure nurses are complying with all aspects of the QA Program (CNO, 2022) CNO Quality Assurance (QA) Part A: Knowledge Assessment ○ Completing online learning modules ○ Completing knowledge checks and attestations Part B: Practice Assessment ○ Submitting an annual Learning Plan ○ Completing a Code of Conduct practice activity (CNO, 2022) CNO Quality Assurance (QA) Self-Assessment The process of self-assessment has two components ○ Practice Reflection ○ Developing a learning plan (CNO, 2022) CNO Quality Assurance (QA) Part 1: Practice Reflection Intentional process of critically thinking about your practice to identify strengths and gaps in your practice that require continuous learning Take time to explore a situation or change in practice Consider what you did well and areas of improvement to determine gaps Questions for consideration: ○ How did you experience this year impact your practice? ○ What changed, if anything, in terms of how you do your work? ○ What learning opportunities did you identify through your experience that you can apply moving forward ○ (CNO, 2022) What areas of your nursing knowledge or skill needs professional development CNO Quality Assurance (QA) Part B: Develop a Learning Plan Having a LP allows you. To write down your goals and track your learning activities There are 5 steps to assist you in developing a Learning Plan 1. Identify your learning needs 2. Develop learning goals 3. Link Learning goals to the code of conduct 4. Set out learning activities 5. Evaluate (CNO, 2022) CNO Quality Assurance (QA) Step 1: Identify Your Learning Needs You should have an idea of the areas in your practice that need improvement Document these learning needs and explain how addressing them will help you improve your nursing practice Consider input from colleagues Examples: ○ “I find it difficult to keep up to date with changing guidance on PPE and infection control” ○ “I find it difficult to provide a concise report at the end of my shift” (CNO, 2022) CNO Quality Assurance (QA) Step 2: Develop Learning Goals Document your learning goals – 2 minimum are required by the CNO When defining your goals, think about each of these ○ The areas of your nursing practice you are going to address ○ How your goals will improve your nursing practice ○ The principles in the Code of Conduct that align with your goals ○ If your goals are realistic ○ A reasonable timeframe to achieve your goals (CNO, 2022) CNO Quality Assurance (QA) Step 2: Develop Learning Goals It may help to use SMART goal setting process ○ Specific, Measurable, Attainable, Relevant, Time-Limited Examples of learning goals: ○ ”I want to be able to demonstrate effective conflict management skills by September” ○ “I want to be able to identify ethical conflicts in my work environment, and apply ethical framework to assist my team with effectively resolving ethical conflicts by November” (CNO, 2022) CNO Quality Assurance (QA) Step 3: Link Learning Goals to the Code of Conduct Choose the principles from the Code of Conduct that relate to your goals Reflect and incorporate the Code of Conduct in your practice Once you have reflected and chosen your goals from the Code of Conduct you can move forward to identify several learning activities for achieving your goals (CNO, 2022) CNO Quality Assurance (QA) Step 4: Setting Your Learning Activities Learning activities should bridge gaps in your knowledge Consider what type of learner you are; observing, reading, discussing Choose activities that best keep you up-to-date and facilitate your learning Activities selected should be specific and based on what is realistic in your timeframe Begin working through your activities and document as you go (CNO, 2022) CNO Quality Assurance (QA) Examples of Learning Activities & Statements (CNO, 2022) CNO Quality Assurance (QA) Step 5: Evaluate Upon completion of activities, evaluate your learning Reflect on what you have accomplished and how this new knowledge will improve your practice (CNO, 2022) CNO Quality Assurance (QA) (CNO, 2022) CNO Quality Assurance (QA) Learning Plan Summary Review LP Template Document https://www.cno.org/en/myqa (CNO, 2022) References Astle, Duggleby, Potter, Perry, Stockert & Hall.
