RIVERSIDE FIRE AUTHORITY FIELD OPERATING GUIDELINES TRANSITIONAL ATTACK MODE PROCEDURES Simply put, a Transitional Attack is used to describe an exterior knockdown that “transitions” to an offensive attack. It is used when first arriving units are faced with immediate hazards, impedances to a traditional interior attack, or fire conditions that will cause the incident to deteriorate during the time delay in implementation of an interior attack. In these circumstances, there is no immediate need for life rescue. Transitional attack utilizes fire streams in an offensive manner from a defensive position to mitigate these conditions and create a more favorable situation for interior attack. Transitional attack may also be used to overcome manpower deficiencies in first-arriving units until additional resources are on-scene. TRANSITIONAL ATTACK IS APPROPRIATE WHEN: A structure fire is pre- or post-flashover with visible flames venting from one or more openings. The time required to make an offensive attack will allow the fire to Reach flashover, or Extend to uninvolved rooms, or Extend to structural components. In the absence of an imminent rescue, resources are insufficient to comply with “two-in/two-out.” TRANSITIONAL ATTACK IS NOT APPROPRIATE WHEN: An offensive attack can be made safely and effectively, or An offensive attack is needed to effect a rescue, or The location of the fire is unknown.
