BOCA RATON POLICE SERVICES DEPARTMENT Standard Operating Procedure 33.01 TRAINING UNIT Revised: December 8, 2021 I. PURPOSE: The purpose of this standard operating procedure is to provide guidelines for the operation of the Training Unit, the creation of internal training classes, and for the selection of instructors. II. PROCEDURE: A. TRAINING UNIT: 1. ADMINISTRATION & COMPOSITION: a. The Training Unit is located within the Professional Standards Bureau. b. The Training Unit is comprised of training officers supervised by a training sergeant, who reports to the Professional Standards Bureau commander. c. Training Unit employees shall be appointed by the chief of police or his/her designee. When a vacancy in the Training Unit is advertised, LEOs shall submit a memorandum to the Professional Standards Bureau commander requesting consideration for the position. 2. TRAINING UNIT GOALS: a. To improve and enhance employee skills through in-service career development and specialized training programs to achieve Department goals and objectives. b. To participate in the development of programs designed to meet present and future requirements of the Department. c. To meet all requirements established by the Florida Criminal Justice Standards and Training Commission (CJSTC). 3. TRAINING UNIT EMPLOYEE RESPONSIBILITIES: a. Effective: April 27, 2021 Revised: December 8, 2021 Training Unit employees are responsible for, but not limited to: i. Plan and develop training programs ii. Implement training programs Training Unit SOP No. 33.01 Page 1 of 7 iii. Coordinate training programs iv. Evaluate training programs v. Maintain training records vi. Ensure that employees attend the required training vii. Select instructors viii. Coordinate the wellness program ix. Administer the wellness program in accordance with 22.04 Employee Wellness Program. 4. TRAINING RECORDS: a. Training Unit employees shall maintain training records for all Department employees and ensure that employees attend and complete all training required by the Florida Department of Law Enforcement (FDLE), the City, and the Department. b. Training records for each employee shall include the dates and type of training completed, certificates of accomplishment, attendance, and test scores, if applicable. c. Notification of training hours completed will be forwarded to the Criminal Justice Standards & Training Commission (CJSTC) of FDLE in accordance with State laws. d. Copies of certificates will be maintained in each employee's training file. e. Employees who attend external training shall be responsible for providing the Training Unit secretary with copies of all his/her certificates of accomplishment. f. The Training Unit secretary or other designee will enter the training certificate into the current City training records system. g. Training records will be released in accordance with Florida State Statutes Chapter 119. h. Performance/test records Training Unit SOP No. 33.01 Page 2 of 7 B. INTERNAL TRAINING CLASSES: 1. INTERNAL TRAINING CLASS REQUIREMENTS: a. The chief of police or his/her designee shall approve all internal training classes. b. All internal training classes shall require proper documentation maintained by the Training Unit secretary in an electronic file that will include the following: i. Lesson plan ii. Roster of attendees, including sign-in sheets iii. Test/survey instruments and answer sheets iv. Instructor qualifications v. Copies of student handouts c. It shall be the responsibility of the instructor to work with the Training Unit to ensure that materials and equipment for a training session, including, but not limited to, the following, are prepared and in place before the class starts: i. Computer/audio-visual equipment ii. Flip chart iii. Handouts; and/or other training aids d. Upon completion of the training course, the instructor or his/her designee may administer a test or evaluation, the results of which will be submitted either in person or emailed to the Training Unit secretary. 2. TRAINING PROGRAM DEVELOPMENT: a. The Department shall provide training programs that will enhance the skills and effectiveness of Department employees. b. The following sources should be considered in the development of training programs: Effective: April 27, 2021 Revised: December 8, 2021 i. Training evaluations ii. Staff inspection reports iii. Internal affairs investigative reports iv. Consultation with field employees and observations Training Unit SOP No. 33.01 Page 3 of 7 v. The chief of police or his/her designee c. All Department training programs will include written performance objectives which will: 10.02 i. Provide clear statements of what is to be learned. ii. Provide the basis for evaluating participants. iii. Be included in the formal lesson plans for each training course. d. Each instructor shall have a current, accurate written lesson plan on file for each subject area taught that achieves the following: 10.02 i. Ensures that the subject is taught in a logical sequence ii. Ensures that the training coincides with Department directives iii. Establishes the purpose of the instruction iv. Relates the training to critical job tasks v. Identifies the areas to be taught e. Lesson plans shall be written in the following format and will be of sufficient detail to allow alternate instructors to teach the course. Plans will include: 10.02 Effective: April 27, 2021 Revised: December 8, 2021 i. Title ii. Topic, if different from title iii. Development and Revision Dates iv. Author v. Course length vi. Instructional methods vii. Instructional aids viii. Handouts ix. Testing/evaluation method x. References xi. Learning goal Training Unit SOP No. 33.01 Page 4 of 7 xii. Learning objectives f. Lesson plans shall include enough written documentation to outline sufficiently the full scope of the information being taught to the trainee. g. Internal training classes may include a variety of instructional techniques, including, but not limited to the following: 10.02, 10.04 h. i. Conferences, debates, discussion groups, panels, and seminars ii. Case studies iii. Presentations, e.g., lectures and discussions iv. Scenario-based training v. After-action review The following is the approval process for lesson plans: 10.02 i. The instructor must submit all lesson plans two weeks before the beginning date of the proposed training program to the Training Unit supervisor. ii. All lesson plans must have the approval of the Training Unit supervisor or his/her designee. iii. The instructor must receive the lesson plan approval before the program may begin. iv. The Department may require the administration of a written and/or performance test when the training program exceeds two hours in length. 10.02 i. The testing process/format shall be as follows: 10.02 i. Instructors should base tests on the performance objectives of the course and design the test to measure student's knowledge and ability to use job-related skills. ii. The instructor will monitor all testing. iii. Unless course specific standards state otherwise, students must achieve a minimum passing score of 80% on all written examinations and must meet minimum standards set by instructors on practical examinations. Effective: April 27, 2021 Revised: December 8, 2021 Training Unit SOP No. 33.01 Page 5 of 7 C. INSTRUCTORS: 1. DEPARTMENT INSTRUCTORS: a. Department instructors shall meet the following requirements: 10.08 i. Instructors must demonstrate knowledge of the courses that they teach through prior experience or educational expertise. ii. Instructors will have knowledge and be proficient in teaching, methods of instruction, and training design. b. All Department instructors who teach courses in excess of two hours in length are required to successfully complete the Instructor Techniques Course that is approved by the CJSTC and includes the following: 10.08 2. i. Lesson plan development ii. Development of performance objectives iii. Adult learning theories iv. Testing and evaluation techniques v. Resource availability and use vi. Instruction methodologies vii. Group dynamics viii. Curriculum development ix. Communication skills EXTERNAL INSTRUCTORS: a. The Department shall enlist the services of persons outside the Department who have the skills, knowledge, and abilities to instruct Department training programs. 10.08 b. Effective: April 27, 2021 Revised: December 8, 2021 Selection of outside instructors will be based on the following: i. Experience ii. Education iii. Résumé iv. Personal interview Training Unit SOP No. 33.01 Page 6 of 7 c. Outside instructors shall be requested to submit a lesson plan and learning objectives. d. Outside instructors may have a written memorandum outlining the course requirements, instructor credentials, and financial compensation terms. e. The Training Unit supervisor or his/her designee will be responsible for the selection and supervision of outside instructors based on final approval by the chief of police or his/her designee. f. The retention of instructors in all Department training programs will be in accordance with agreements reached between the instructors and the Training Unit supervisor, based on final approval by the chief of police or his/her designee. 3. INSTRUCTOR CERTIFICATION MAINTENANCE: a. On an annual basis, the Training Unit supervisor shall conduct a review to ensure that firearms instructors used by the Department possess all required CJSTC instructor certifications. b. If firearm instructor certificates are up for renewal, the Training Unit supervisor shall ensure that all required documentation is completed and submitted to FDLE by the stated due date. c. All other instructor’s certifications will be reviewed annually to ensure they are still necessary and are up to date. After the audit, the Training Unit supervisor will submit a memo to the chief of police or his/her designee.
