Introduction The economic performance of a nation or state is evaluated based on its status across various economic indicators. In the context of a state, the most important used indicators are Gross State Domestic Product (GSDP) and Per Capita Income (PCI). WHAT IS GROSS STATE DOMESTIC PRODUCT AND WHY DOES IT MATTER? GSDP/GDP is the value of all the final goods (e.g. cars, food, furniture) and services (e.g. services provided by barbers, taxi drivers, waiters) produced within the state’s boundaries in a specific time period (usually a year). It is a comprehensive scorecard of a state’s economic health, and can be used to estimate the size of the economy, and its growth rate. GSDP/GDP helps policymakers, investors, and businesses make decisions by understanding an economy’s health. When GDP is growing, workers and businesses are generally better off than when it is not. When GDP is shrinking, employment often declines. The tax collections of a state are strongly linked with its GSDP. There are two measures of GSDP: GSDP at current prices, or nominal GSDP is calculated for prices prevailing in that particular time period. Changes in nominal GSDP therefore occur on account of changes in both prices as well as quantity of final goods and services. GSDP at constant prices or real GSDP eliminates the contribution of inflation to the nominal GSDP growth by using prices of a selected base year for calculations. Changes in real GSDP therefore reflect changes in actual output produced, since it adjusts for the effects of inflation. Economy | 5 Economy WHAT IS PER CAPITA INCOME, AND WHY IS IT RELEVANT? Per Capita Income (PCI) is the metric for determining a state’s economic output or average income for each person residing within the state. It measures the amount of money that would be available per person if the total value of all goods and services produced in the economy were to be divided equally among all citizens. Per Capita Income is often used as a measure of the standard of living in a state. However, it does not account for inequalities in income distribution in the society. 6 | Economy Economy SECTORS CONTRIBUTING TO GSDP Secondary For any economy, economic activities, GSDP, Primary and labour-force engagement can be divided into 3 major sectors, which are further divided Tertiary into sub-sectors for the purpose of GSDP calculation: (i) Primary (Agriculture) – 5 sub-sectors (ii) Secondary(Industry) – 3 sub-sectors (iii) Tertiary(Services) – 6 sub-sectors GSDP WHAT IS GSVA? GSVA, short for Gross State Value Added, is defined as the rupee value of the goods and services produced in a state, minus the cost of all inputs and raw materials directly attributable to that production. It is the output of the state less the intermediate consumption, which is the difference between gross output and net output. GSVA is an economic productivity metric that measures the contribution of a corporate subsidiary, company, or municipality to an economy, producer, sector, or region. Economy | 7 Economy HOW ARE GSVA AND GSDP LINKED? Gross State Value Added (GSVA) is a very important measure, which is used for calculation of the Gross State Domestic Product (GSDP). GSVA measures the contribution made by an individual producer, industry or sector to the GSDP, and is considered to be a better measure of the economic welfare of the population, because it includes all primary incomes. GSVA is related to GSDP through taxes and subsidies on products. A comparison of the state’s PCI with India’s PCI, Inter-state comparisons and district level data is also provided. Such analysis assists policy makers in designing the necessary interventions for further growth. 8 | Economy Economy 2. Key Highlights l A  ccording to Provisional Estimates, Telangana’s Gross State Domestic Product (GSDP) at current prices in 2022-23 is Rs. 13,13,391 crore, with a growth of 16.3% higher than India’s growth 16.1 %. l P  er Capita Income (PCI) of Telangana at current prices in 2022-23 is Rs. 3,12,398, which is Rs 1,40,122 higher than the National PCI (1,72,276). l B  ased on the Compound Annual Growth Rate (CAGR) of PCI at current prices for Telangana and India from 2014-15 to 2022-23, the average citizen in Telangana can expect his/her income to double in 5 to 6 years, whereas the average citizen in the country as a whole would have to wait for about 8 years for their income to double. l A  s per the NFHS 2019-21 report, the state ranks 1st among all states (along with Tamil Nadu and Kerala) in terms of equitable wealth distribution, with a Gini coefficient of 0.10. l T  elangana ranked 3rd in Per Capita Income in 2022-23 according to the Ministry of Statistics and Programme Implementation (MoSPI). Sectoral Analysis 2022-23 l The Agriculture and Allied sectors in Telangana achieved a year-on-year growth in Gross Value Added (GVA) (current prices) of 15.8% between 2021-22 and 2022-23. This is a 9.8 percentage points increase in the growth rate over the 2021-22 growth rate. Since the sector employs 45.8% of the working population of the state, its economic success is crucial to improving the living standards in Telangana. l The Industrial sector in Telangana achieved a growth of 10.0% in 2022- 23. l The Services sector – the primary contributor to the state’s economic growth – witnessed a remarkable growth of 20.6% in its GVA at current prices in 2022-23 which is higher than overall India’s growth at 17.3%. Between 2012-13 and 2022-23, the average annual GSDP growth of Telangana was 12.6% and GDP of India was 11.0%. Economy | 13 Economy Per Capita Income at Current Prices The Per Capita Income of Telangana increased from Rs. 91,121 in 2011- 12 to Rs. 3,12,398 in 2022-23, while that of India increased from Rs. 63,462 to Rs. 1,72,276 in this period. From 2012-13 to 2022-23, the AAGR of Per Capita Income in Telangana was 12.0%, in comparison to India's AAGR of PCI of 9.6% in the same period. From 2014-15 to 2022-23, the AAGR of Per Capita Income in Telangana was 12.2%, in comparison to India’s AAGR of PCI of 9.2% in the same period. Growth rate of primary sector in 2022-23 (14.2%) is more than, 6 times of its growth rate in 2015-16. The Gross Value Added by primary sector of Telangana grew by 165% from 2014-15 to 2022-23. Since state formation, the average contribution of the secondary sector to the GSVA of Telangana has been 18.5%. Growth rate of the secondary sector is 10.9% in 2022-23 and the Gross Value Added by the Secondary sector of Telangana grew by 135% from 2014-15 to 2022-23. Electricity, Gas , Water Supply and Other Utility Services registered the highest growth of 199% from 2014-15 to 2022-23 among all the sub-sectors of secondary sector. The tertiary sector /service sector remains the dominant sector of the state’s economy accounting for 62.9% of the state GSVA in 2022-23. In 2022-23, the growth rate of the service sector is 20.6%, and GVA of all sub-sectors is 2 to 3 times value in 2014-15. Among all the sub-sectors comprising the tertiary sector, the ‘Real Estate, Ownership of Dwelling and Professional Services sector’ is the highest contributor accounting for 22.6% of the value added by the services sector.
