They also began discussing a possible new central government. While the war was being fought in 1777, the Congress voted to approve a plan for the new government called the Articles of Confederation.Under the Articles, states were given the power to do many things. However, the new national Congress was very limited in its power. Delegate James Madison from Virginia felt certain that Congress needed more power. Source 2 James Madison James Madison is known as the “Father of the Constitution.” He also wrote the Virginia Plan which was presented to the Constitutional Convention by Edmund Randolph on May 29, 1787.
