Corrig-02 to SOP-OCC (Rev-01) DMRC Page 1 of 2 CORRIGENDUM - 02 TO SOP-OCC (Rev-01) (1) Civil Department has created post of Civil Controller at OCC/MB/II which shall work round the clock in all three shifts for entire DMRC network. (2) This corrigendum has been prepared to incorporate the modification in duties of Civil Controller in OCC/MB-II. (3) This Corrigendum-02 shall be read in conjunction with Standard Operating Procedure for Operations Control Centre (SOP-OCC) (Rev-01) and its Corrigendum-01. (4) Consequent upon manning of Civil Controller at OCC/MB/II, in case any of the Controller in any of the OCC gets information regarding failure/fault related to Civil Department, he/she shall inform to on duty Civil Controller on his intercom/shift mobile, in addition same shall be recorded in their respective log book/diary. (5) Hereafter, Para-5.9 (VII) i.e. duties of TPC as Civil Controller (when and where not available) stands deleted. (6) Below mentioned para-5.15 is revised: Revised Para – 5.15:- Duties of Civil Controller (Where applicable): A shift mobile phone and a digital intercom phone shall be available for coordinating and liasoning between field unit and Civil Controller/OCC/MB/II. Civil Controller shall coordinate between field staffs/officers (O&M and Project) and OCC for all Lines. Duties and responsibilities of Civil Controller are mentioned below: i. S/He shall forward the work/other miscellaneous requirements of Civil (O&M and Project) department to Chief Controller (CHC) for incorporation in weekly general order. S/he shall arrange/coordinate block positions, work coordination etc between the field units and OCC. ii. S/He shall update P.way and works progress report of day and night and shall report it to all Dy.HODs and HODs of Civil/O&M through email latest by 7:00 am morning on daily basis. iii. S/He shall coordinate with CHC for updating remarks in failure list for morning position (before compiling morning position by OCC) and/or other reports based on feedback/compliance received from field units. S/he shall segregate and send daily failure list of O&M/Civil to JE/AM/Mgr/Dy.HOD/HOD’s of Civil/O&M. S/he shall make proactive efforts to liquidate the items in failure list as quickly as possible. iv. S/He shall maintain log for TSR/PSR imposed on account of P.way/works. v. S/He shall maintain log of contact details of all officers of Civil/O&M and shall also maintain log of the day and night duty inspections conducted by them. vi. S/He shall keep a continuous liasoning with OCC with regard to any reported incident of failure or traffic disruption. If the incident is prima-facie on account of Civil/O&M, s/he should make efforts to understand the incident and site conditions and immediately communicate the matter to all concerned officers of Civil/O&M without any delay. Further s/he should keep monitoring the progress of rectification of incident/failure continuously till such time the incident/failure is resolved. vii. In case where block has been granted to Civil/O&M to execute any work, s/he should remain in regular touch with EPIC/JE and ensure that the block is cancelled in time. In case of possible delay, s/he should bring the matter to the notice of the concerned officer and concerned OCC immediately without any delay. viii. S/He shall carry out duties as assigned by the administration through various procedure orders/instructions in vogue. Corrig-02 to SOP-OCC (Rev-01) DMRC Page 2 of 2 ix. If Civil Controller got the information from any means regarding civil related failure which may hamper the safety of public/staff or hamper the revenue services, he/she shall inform to on duty Chief Controller of concerned OCC on his desk phone or shift mobile, in addition to record made in his/her register. x. The civil related failure shall be updated in every shift by the on duty Civil Controller at the end of their shift. xi. Civil Controller shall maintain OCC wise log of the Civil related failure in the approved log register and simultaneously inform to concerned staff. STANDARD OPERATING PROCEDURE (Rev-01) OPERATIONS CONTROL CENTRE Note: This Standard Operating Procedure (SOP) for Operations Control Centre (OCC) shall be applicable to OCC Shastri Park, OCC MB-I (4th floor), OCC MB-II (6th floor) and Backup OCC(s). It must be read in conjunction with Metro Railways General Rules, 2020, relevant SOPs of concerned departments, Safety Circulars/Special Instructions in vogue, Metro Railways (O & M) Act. 2002 and its amendments, Accident and Disaster Management Manual and other extant Rules and Procedures in force on Delhi Metro Rail Corporation. 1.0 INTRODUCTION: The entire organization works round the clock, all days of the year without any interruption to monitor movement of trains on the entire network of Delhi Metro. OCC is overall In Charge of controlling the movement of trains on the main line and its basic objective is to execute the basic functions of operations management such as planning, dispatching and control of trains from one location. OCC is the nerve centre of Delhi Metro and Operations Control Manager (OCM) is the Officer In Charge of OCC. In order to cater stabling, inspection and maintenance requirements of trains, each line is provided with depot(s) at locations as tabulated below. Concerned Depot Controller is responsible for controlling the movement of trains inside the depot. OCC/SHPK is located in the Shastri Park Station building complex. The OCC theatre is located on the 2nd Floor of the building. II. OCC/MB-I is located on the 4th floor of B-Wing of Metro Bhawan. III. OCC/MB-II is located on the 6th floor of B-wing of Metro Bhawan. IV. All controllers are deployed at respective OCC except Security Controller and Telecom System Controller. The locations of their OCC are detailed in following Paras. b) In case of Failure of OCC, Backup OCC (BCC) is also provisioned. In case of CATS failure, the control is immediately transferred to LATS at respective Interlocking Stations. BCC is used in case of expected continuous failure for considerable long time or any planned maintenance work in OCC. Details of line wise arrangement of BCC for Signalling and Traction system is mentioned below: S. (ii) Ensure availability of trains for revenue operation on main line in time. (iii) Ensure display and announcement of train information and emergency announcements to passengers as well as social media team for updating passengers through various social media channels. (iv) Facilitate for Engineer’s Possession for schedule as well as emergency maintenance work on mainline. (v) Manage emergencies and co-ordinate with emergency services like fire services, security agencies (including local police, CISF, IB, NSG and other paramilitary forces as and when required), and ambulance, Disaster relief forces etc. and accident relief in case of incidents/accidents. (vi) Prepare and circulate various statistical reports, morning position etc. at central level. (vii) Prepare and circulate Weekly General Order. (viii) Prepare, load and schedule various Time Table as per requirement. SOP-OCC (Rev-01) DMRC Page 4 of 52 4.0 SCOPE: This SOP for OCC is applicable to all the staff working in OCC including the following: (i) Chief Controller-General (CHC/G) (ii) Chief Controller (CHC) (iii) Assistant Chief Controller (ACC) (iv) Traffic Controller (TC) (v) Information Controller (IC) (vi) PIDS/PAS Controller (vii) Time Table Controller (TTC) (viii) Statistical Controller (STC) (ix) Traction Power Controller (TPC) (x) Rolling Stock Controller (RSC) (xi) Signalling System Controller (SGC) (xii) Auxiliary System Controller (ASC) (xiii) Telecom System controller (TMC) (xiv) Duties of Shift In charge OCC CISF (xv) Civil Controller 5.0 DUTIES OF OCC CONTROLLERS: The duties of OCC Controllers shall be read in conjunction with Metro Railways General Rules 2020, Accident and Disaster Manual, SOPs, Safety Circulars, SM Instructions, Special Instructions and Other Instructions in vogue. The duties of various staff in OCC are summarized as under: 5.1 Duties of Chief Controller (General) (CHC/G): (i) CHC/G shall ensure general administration of staff posted in OCC including competency management. (ii) CHC/G shall review daily passenger statistics through available reports and other means. (iii) CHC/G shall check the preparedness of the trains timetable of concerned lines. (iv) CHC/G shall ensure generation, preparation and compilation of incident report(s) and report on rectification of faults of different departments. (v) CHC/G shall ensure reply of passenger’s complaint and RTI related to OCC. (vi) CHC/G shall ensure emergency and contingency preparedness of staff posted in OCC. (vii) CHC/G shall ensure upkeeping of various documents and reports used in OCC Up-to-date. (viii) CHC/G shall assist OCM in preparing Weekly General Order. SOP-OCC (Rev-01) DMRC Page 5 of 52 5.2 Duties of Chief Controller (CHC): (i) CHC is the overall shift in-charge of OCC functions. He shall supervise and guide the TC in emergency situations. He is the liaising officer with Crew Controller and all departments through respective department controllers. (ii) CHC shall assign the area of controls to the TCs. (iii) CHC is responsible for coordinating all activities in the event of emergency or unusual occurrences with the primary concern being the safety of passengers and employees. (iv) In case of emergency, CHC shall immediately advise OCM, inform emergency services including social media team and Helpline, Security Control, fire services, ambulatory services etc. and HOD/O, Dy. HOD/O, concerned Line Manager and Disaster Management Team (as detailed vide Accident and Disaster Management Manual). (v) CHC shall ensure proper announcements at regular intervals at stations as well as in trains by OCC/Station/Train staff in case of any incident or accident or other emergency condition. (vi) CHC shall prepare daily reports of special features/incidents and factors affecting punctuality for further analysis. (vii) CHC shall ensure proper maintenance of records in OCC and generation/preparation and distribution of regular report to the management periodically or as and when required. The record shall include at least the following: a) Failure register- To records the failure in mainline. b) Private number register- To records the private number exchanged and reason thereof. c) Temporary Speed Restriction register. d) Daily diary / Log book- To be maintained by operation controllers. e) EPIC /PTW record register. f) Night drill register. g) Engineer’s Possession register. h) Wind Sensor record register (At OCC/MB-I). (viii) CHC shall maintain contact details of all officers of operations department. (ix) CHC shall assist OCM in preparing Weekly General Order. (x) CHC shall carry out duties as assigned by the administration through various Procedure Orders/Instructions in vogue and as described in Metro Railways General Rules, 2020. 5.3 Duties of Assistant Chief Controller (Panel/Workstation) (where applicable): (i) ACC shall coordinate with and provide assistance to CHC, TC, and IC whenever required. (ii) ACC shall maintain log of running and induction status of trains in UTO, failures, Train kilometer, PEC call and incident in the register meant for the purpose. SOP-OCC (Rev-01) DMRC Page 6 of 52 (iii) ACC shall ensure that reports of incidents or accidents or emergency occurrences during his duty hours is submit to CHC/OCM and DY. HOD (O)/OCC, as required from time to time. (iv) ACC shall be responsible for announcement at concerned station as per the requirement. (v) ACC shall remain active and attentive on concerned group mode of concerned line. (vi) ACC shall provide remarks of failure to CHC in coordination with respective system controller. (vii) ACC shall assist to CHC / OCM in preparing Weekly General Order. 5.4 Duties of Traffic Controller (TC): (i) TC shall ensure safe operation of all revenue/non-revenue trains. (ii) TC shall ensure availability of trains for revenue operation on main line in time and ensure that no trains enter in de-energized OHE/ROCS section. (iii) TC shall liaison with Depot Controller, Crew Controller, Station Controllers, Train Operators and other staff for ensuring safe and scheduled service. (iv) TC shall coordinate with all activities in the event of train delays. (v) TC shall ensure timely passing on information of failures to the concerned controller and CHC in OCC. (vi) TC shall ensure management of Engineer’s Possession/Integrated Block during non-revenue hours. (vii) TC shall ensure arrangement for Permit to Work (PTW) for going to track in revenue hours in emergency for inspection/repair following extant rules and procedures in coordination with CHC/ACC. (viii) TC shall coordinate with TO/ Other Controllers for timely trouble shooting of faults in trains/systems. (ix) TC shall maintain proper records in OCC which include at least the following: (a) Failure Register- To record the failure on mainline. (b) Private Number Register- To record the private number exchanged and reason thereof. (c) Daily Diary / Log Book. (d) EPIC / PTW Record Register. (e) Night / Periodic Drill Register. (x) TC shall control the train service via proper monitoring of ATS workstations and CCTVs. (xi) TC shall incorporate the TSRs and suitable commands in ATS and arrange for issue of caution order from Station as demanded by operation and safety requirements, and/or on the basis of requests of other controllers of OCC. (xii) TC shall ensure door opening/closing for trains running in UTO mode of operation. (xiii) TC shall remain active and attentive on concerned group mode of concerned line. SOP-OCC (Rev-01) DMRC Page 7 of 52 (xiv) TC is responsible for dispatch of trains from mainline to depots for schedule maintenance as far as feasible in depot concerned as per advice of RSC. (xv) TC shall assist CHC in preparing Weekly General Order. (xvi) TC shall carry out duties as assigned by the CHC/OCM/Administration through various procedure orders/instructions in vogue and as described in MRGR 2020. 5.5 Duties of Information Controller (IC): (i) IC shall handle allied issues i.e., passenger information and besides TC monitoring the CCTV footage of trains for crowd, passenger needs/requirements. (ii) IC shall ensure timely passing on information of failures to the concerned controller in OCC and ACC (if required). (iii) In UTO mode of operation, IC shall handle Passenger alarm device (PADs) and ensure Communication with passenger if live passenger alarm operated and take appropriate action. (iv) IC shall ensure proper display and announcement in train and perform emergency announcements to passengers whenever required. (v) IC shall attend door obstruction related and other emergency alarm as mentioned in Para 31-c-(iii). (vi) IC shall provide remarks of failure to CHC. (vii) IC shall ensure healthiness of HOT lines on periodical basis. (viii) IC shall remain active and attentive on concerned group mode of concerned line. 5.6 Duties of PIDS/PAS Controller: (i) PIDS/PAS controller shall maintain log of healthiness of Centralized PA system. (ii) PIDS/PAS controller shall ensure announcement at stations. (iii) PIDS/PAS controller shall check shift wise for proper functioning of telecom systems such as PIDS/PAS, hotlines, radio communication systems etc. (iv) PIDS/PAS controller shall assist TC/CHC during emergency and service disruptions. (v) PIDS/PAS controller shall provide remarks to failure to CHC. (vi) PIDS/PAS controller shall remain active and attentive on concerned group mode of concerned line. 5.7 Duties of Time Table Controller (TTC): (i) TTC shall ensure timely preparation of Time table as per time table yearly calendar. (ii) TTC shall ensure loading and scheduling of Time table as per requirement. (iii) TTC shall ensure maintenance/upkeeping of log and/or record of implemented Time table. SOP-OCC (Rev-01) DMRC Page 8 of 52 (iv) TTC shall ensure planning and execution of emergency time table, as per need. (v) TTC shall provide time table copies to all TC and CHC panel. (vi) TTC shall ensure distribution of time table to concerned controllers. (vii) TTC shall prepare and/or update punctuality sheet while implementing new time table. 5.8 Duties of Statistics Controller (STC): (i) STC shall update all required reports as mentioned hereafter and compile on daily basis. (ii) STC shall prepare following weekly reports: (iii) a) HODM (Head of department meeting), (iv) b) Weekly cases reports. (v) STC shall prepare following monthly report: - O & M review meeting, BODM report, O & M subcommittee meeting report, Glance, Car KM, Train KM, incident and accident report and various report as and when required. (vi) STC shall prepare other reports decided by OCM and/or required from time to time and keep above listed reports ready for as and when required. (vii) STC shall maintain contact details of all concerned officers. 5.9 Duties of Traction Power Controller (TPC): (i) TPC is in-charge of the control of 25 KV power supply for electric traction and 33 KV and 66/132/220KV incoming supply in RSS. (ii) TPC shall be fully acquainted with all the traction power supply installations, feeding post and sectionalizing arrangements for entire system. (iii) TPC is responsible for maintaining continuity of power supply on all sections of the OHE/ROCS and as such all switching operations are under his control. (iv) TPC shall maintain close and continuous liaisoning with TC in regard to power supply affecting train operations. (v) TPC shall take effective and prompt action to restore services in the event of power supply interruptions or other failures of the OHE/ROCS system. (vi) TPC shall be responsible for imposition and removal of power blocks as required, following the prescribed procedures and safety rules. (vii) TPC shall also works as Civil Controller (when and where not available). (viii) In case of incoming supply failure, including the grid failures, TPC shall take appropriate action to switch to other redundant feed or for taking backup power supply through DMRC RSS, for continuing the operation. (ix) TPC shall maintain record in the log books, on prescribed proforma, full details of all switching operation carried out, power block imposed or refused (or delayed) and other occurrences in the distribution system. (x) TPC shall maintain failure and maintenance progress records of electrical equipment’s/systems as assigned by the administration. (xi) TPC shall ensure general and distribution of regular reports to the management and ensure proper record keeping of various documents including Traction power operation register. SOP-OCC (Rev-01) DMRC Page 9 of 52 (xii) TPC shall assist CHC in preparation of Weekly General Order. (xiii) TPC shall maintain log of all officers of Traction/ O & M, P.Way and Civil departments. (xiv) TPC shall provide remarks of failure to CHC. (xv) TPC shall forward the request for work or other requirements of the concerned department to CHC for consideration and incorporation in Weekly General Order (if required). (xvi) TPC shall analyse images of track and OHE/ROCS, transmitted to OCC through CCTV cameras on daily basis for the pilot trains and corrective action should be initiated immediately on noticing any abnormality. (xvii) TPC shall carry out duties as assigned by the administration through various procedure orders/instructions in vogue and as described in Metro Railways General Rules, 2020. 5.10 Duties of Rolling Stock Controller (RSC): (i) RSC shall ensure timely availability of trains in consultation with PPIO. (ii) RSC shall monitor train movements on main line and train related failures. (iii) RSC shall advise/ guide TC for Troubleshooting in case of problem / failure of Rolling Stock. (iv) RSC shall dispatch maintenance staff to defective trains in station/ section and take decision whether the defective train to be sent in depot or to siding. (v) RSC shall maintain liaison with PPIO, TPC, TC and DC. (vi) RSC shall advise TC regarding withdrawal of any defective train to depot or siding. (vii) RSC is responsible for providing technical assistance to OCC/OCS as required and managing site restoration work during incident/accident/disaster. (viii) RSC is responsible for making available trains for schedule maintenance and for regular servicing in the depot in coordination with TC. (ix) RSC shall maintain reports pertaining to modification in trains and apprise CHC and TC accordingly. (x) RSC shall ensure timely reporting of information of failures and incidents to AM/RS, Dy.HOD/RS and HOD/ RS. (xi) RSC shall ensure troubleshooting faults related to rolling stock from RSC terminal in consultation with TC/OCC in case of UTO line. (xii) RSC shall assist CHC in preparation of Weekly general order. (xiii) RSC shall provide remarks of failure to CHC. (xiv) RSC shall maintain log for officers of RS/O & M. (xv) RSC shall forward the request for work or other requirements of the concerned department to CHC for consideration and incorporation in Weekly General Order (if required). (xvi) RSC shall carry out duties as assigned by the administration through various procedure orders/instructions in vogue and as described in Metro Railways General Rules, 2020. SOP-OCC (Rev-01) DMRC Page 10 of 52 5.11 Duties of Signalling System Controller (SGC): (i) SGC shall provide timely information to signalling and train control maintenance staff in the event of any failure/ abnormality. (ii) SGC shall advise staff on failure management. (iii) SGC shall mobilize maintenance staff to location of failure or trains with defective signalling equipment. (iv) SGC shall coordinate with all other controllers for smooth operation of train on main line. (v) SGC shall arrange permit to work for signalling and train control maintenance/ works. (vi) SGC shall provide timely information of failures and Incident to AM/Mgr/S & T, Dy.HOD/Sig and HOD/ Sig. (vii) SGC shall provide remarks of failure to CHC. (viii) SGC shall assist CHC in preparation of weekly general order. (ix) SGC shall provide information with related documents on regular basis for updating of ATS MMI commands by concerned signalling OEM or ATS staff. (x) SGC shall assist TC for TSR application like providing track circuit/Track segment – chainage corroboration. (xi) SGC shall maintain log for officers of signalling/O & M. (xii) SGC shall forward the request for work or other requirements of the concerned department to CHC for consideration and incorporation in Weekly General Order (if required). (xiii) SGC shall carry out duties as assigned by the administration through various procedure orders/instructions in vogue and as described in MRGR 2020. 5.12 Duties of Auxiliary System Controller (ASC): (i) ASC shall ensure control, activation and co-ordination of TVS and ECS in appropriate mode in consultation with CHC/TC during emergency, contingency and/or normal situations. (ii) ASC shall manage/handle Lifts and escalator related failures and maintenance of all stations under jurisdiction. (iii) ASC shall monitor in consultation with CHC/TC during emergency, contingency and/or in normal situations. (iv) ASC shall provide remarks of failure to CHC. (v) ASC shall assist CHC in preparation of weekly general order. (vi) ASC shall maintain log for officers of E & M department. (vii) ASC shall forward the request for work or other requirements of the concerned department to CHC for consideration and incorporation in Weekly General Order (if required). (viii) ASC shall carry out duties as assigned by the administration through various procedure orders/instructions in vogue and as described in MRGR 2020. 5.13 Duties of Telecom System Controller (TMC): (i) TMC shall provide efficient and reliable communication network necessary for the efficient functioning of the OCC. (ii) TMC shall provide timely information of failures and incident to AM or Manager/Telecom, Dy.HOD/Telecom and HOD/ Telecom. (iii) TMC shall ensure proper functioning of all telecom systems such as PIDS/PAS, telephones, hotlines, radio, CCTV etc. communication systems. SOP-OCC (Rev-01) Page 11 of 52 DMRC (iv) TMC shall inform all concerned regarding the failures of Telecom and AFC on Lines for effective failure management. (v) TMC shall monitor the alarms, maintain and prepare the failure report and inform to all concerned for timely restoration of the system. (vi) TMC shall coordinate with OCC/Maintenance staff for Telecom and AFC maintenance activities. (vii) TMC shall ensure the safety and security of TER, CSS and UPS rooms. (viii) TMC shall carry out the preventive and corrective maintenance of all the systems as per schedule and/or as and when required or instructed. (ix) TMC shall assist TC/CHC in dissemination of information during emergency, service disruptions. (x) TMC shall provide remarks of failure to CHC. (xi) TMC shall assist CHC in preparation of Weekly general order. (xii) TMC shall maintain log for officers of Telecom/O & M. (xiii) TMC shall forward the request for work or other requirements of the concerned department to CHC for consideration and incorporation in Weekly General Order (if required). (xiv) TMC shall carry out duties as assigned by the administration and/or through various procedure orders/instructions in vogue and as described in MRGR 2020. (vi) S/he shall carry out effective handling of cases related to theft, pick pocketing, eve teasing, unruly or drunken misbehavior, fighting and quarrelling. (vii) S/he shall arrange staff for crowd control during service disruption / emergency condition and whenever required. (xii) S/he shall maintain log for security inspectors and officials of security cell / DMRC and concerned CISF officials of Metro Unit. Shift timing will be as mention below: Shift 1: 09:30 hrs. to 17:30 hrs. (Day shift) Shift 2: 23:00 hrs. to 07:00 hrs. (Night shift) Two supervisors from civil wing will be posted in 2 shifts and one will be posted as reliever, a shift mobile phone will be provided for coordinating and liaisioning between field unit and OCC. During shift gap, shift mobile phone will be handed over to TPC and work will be looked after by TPC. Duties and responsibilities of Civil Controller are mentioned below: (i) S/He shall coordinate in block position between field unit and OCC. (ii) S/He shall update P.Way and Work’s progress. (iii) S/He shall update failure lists based on feedback/compliance received from field units. (iv) S/He shall coordinate with CHC for updating failure list, morning position etc. (v) S/He shall maintain log for TSR/PSR due to P.Way/Work’s failure. (vi) S/He shall maintain log for officers of Civil/O&M on night duty inspection. (vii) S/He shall segregate and send daily failure list of O & M / Civil to AM/Mgr/Dy.HOD/HOD of Civil/O&M. SOP-OCC (Rev-01) DMRC Page 13 of 52 (viii) S/He shall liaison with TPC for informing concerned AM/Mgr/Dy.HOD/HOD in case of unusual occurrences/Service disruptions. (ix) S/He shall observe all flood prone area from OCC in consultation with TC/IC and RSC using train’s front camera or deputing staff in flood prone area. (x) S/He shall provide remarks of failure to CHC. (xi) S/He shall assist CHC in preparing Weekly general order. (xii) S/He shall maintain log for officers of Civil. (xiii) S/He shall forward the request for work or other requirements of the concerned department to CHC for consideration and incorporation in Weekly General Order (if required). (xiv) S/He shall carry out duties as assigned by the administration through various procedure orders/instructions in vogue. 6.0 SYSTEM OF WORKING (ALSO REFER TO CHAPTER VIII AND XII OF METRO RAILWAYS GENERAL RULES, 2020): a) CATC (Continuous Automatic Train Control) System: The Signalling system on line 1, 2, 3, 4, 5, 6 and AEL is continuous Automatic Train Control (CATC) System. CATC system which works on the principle of target speed and target distance with cab signalling by means of continuous transmission from track to train through suitable approved means ensuring safe movement of all the train under all operating conditions by continuously generating a safe operating envelope defined by the limit of movement authority and the maximum safe speed. The CATC system will provide the following modes of train operation, namely: (i) Automatic Mode, where provided; (ii) Automatic Reversal Mode or Automatic Turn Back (if provided); (iii) Coded Manual Mode, (iv) Restricted Manual Mode, (v) Cut-Out Mode; and (vi) Run On Sight Mode, where provided. b) CBTC (Communication Based Train Control): DMRC has adopted CBTC System of signalling for Line- 7, 8 and 9. The Signalling system is Communication Based Train Control (CBTC) System. This system is based on moving block technology. The system is configured to be operated in various modes ranging from Unattended Train Operation (UTO) mode to degraded mode (ROS, RM and Cut-Out mode) of train operation in fallback mode. The system separates train based on their real position, speed and civil/track conditions. This is made possible by continuous bi-directional train to wayside communication via the train to wayside Communication (TWC) radio system. The CBTC System will provide the following modes of train operation, namely: (i) Unattended Train Operation (UTO) mode (ii) Driverless Train Operation (DTO) mode (iii) Automatic Train Operation (ATO) mode. (iv) Automatic Train Protection (ATP) mode SOP-OCC (Rev-01) (v) (vi) (vii) (viii) 7.0 DMRC Page 14 of 52 Restricted Manual Mode (RM). Cut Out mode. Run on Sight (ROS) mode Automatic turn back (ATB) mode Trains are controlled by cab signalling where all instructions, authorities and speed limits are displayed on the console of the train. The headway between trains is maintained by determining the speed permitted and ensuring adherence to the speed prescribed. CONTROL OF SECTION (ALSO REFER SC- 29A, 29B, 29C, 29D, 29E, 29F): a) The Signalling and train control working on all running lines operates on Computer based Interlocking (CBI) system through Central ATS, control of the section will be with OCC Traffic Controller under normal conditions. Traffic Controller will perform all operations like setting and cancellation of routes, fleet route, cycles, maintenance blocks, route blocks etc. when ARS is not working. b) Apart from central ATS workstation at OCC, following local workstation at SCR/OCC have been provided. The layout of the station, track circuits, points, crossovers, signals etc., appears on the Work Stations. Station Controllers can monitor the status of their interlocked zone and will perform operations whenever control is required to be transferred. The station controller of non-interlocked stations can only monitor movement of trains through LATS workstations. d) When the control is transferred from OCC to Station or vice versa, the status of blocking functions viz. Route, Point, maintenance Block etc. and reason thereof shall be exchanged between Traffic Controller and Station Controller. Unblocking operations shall be undertaken after ensuring complete clearance of work site. e) For details of Control and indications on LATS and VDU, refer to SWO of concerned station, relevant circulars, User Manuals and Help Tab on concerned workstation. 8.0 INTERLOCKING: a) The interlocking system permits followings operations: (i) Setting of Route. (ii) Cancellation of Route. (iii) Setting and Release of Cycle Control. (iv) Setting and release of Fleet Mode. (v) Blocking/ unblocking of signal. (vi) Blocking/ unblocking of points. (vii) Blocking/Un blocking of routes. (viii) Maintenance (or Track) Block Blocking/ Unblocking. (ix) Individual operation of points to Normal/ Reverse. (x) Authorize key for manual operation of points. (xi) Automatic Route Setting (ARS) with Positive Train Identification (PTI). b) Fleet mode is a condition applicable to interlocking routes under which a number of trains may run on the same route without the necessity of cancelling and re-establishing the route in between successive movements. c) Cycles are provided to allow repetitive turn back movements at interlocking Stations. When a Cycle is set, routes operate sequentially one after the other from origin platform to the destination platform without the necessity of setting these routes manually. Routes are set automatically actuated by the occupancy of the track sections/track circuits by the train to allow turn back movements without the intervention of the controller. d) Blocking operations have been provided to allow putting restrictions on movements especially to facilitate maintenance viz. Setting of maintenance block disables setting of any route towards a particular portion of track; setting of Route Block disables setting of a particular route; Setting Point Block disables electrical operation of a particular point from the last operated position. e) Adequate distance beyond the point to protect is maintained by the ATP system. In the event of ATP failure or otherwise, when a train/ vehicle is running on the sole authority of line side signals (ROS, RM, Cut Out modes – maximum speed not to exceed 25 kmph and 40 kmph (for high cut out mode only)), adequate distance beyond the next signal is not ensured and it is Train Operator’s responsibility to stop the train/ vehicle before the next signal at danger. Entire main line network including sidings and dead ends has full ATP protection (Except section mentioned under special instructions). b) Axle Counter- “Axle Counter” means an electrical device which, when provided at two given points on the track, proves, by counting ‘axles in’ and counting ‘axles out’, whether the section of the track between the said two points is clear or occupied. c) Provision of track circuit is on Line-1, 2, 3, 4, 5, 6, AEL and provision of Axle counter is on Line-7, 8, 9. All running lines including crossover are equipped with AFTC/WRS/SRS/Axel Counters shall detect the presence/absence of a vehicle. Any defect/alarm appeared on workstation shall be reported to OCC/TC and record of the same shall be maintained in the failure register. (For details, please refer SWO of concerned station of concerned line and relevant Safety Circular in vogue). SOP-OCC (Rev-01) DMRC Page 23 of 52 11.0 PLATFORM SCREEN DOORS (PSD): “Platform Screen Doors” means a system of automated doors synchronized with the train doors which are provided at the platform edge to isolate passengers on platform from track; Platform Screen Doors are provided in entire Line-07, Line-08 and AEL. In Line 2, PSD are also provided between Kashmere Gate to Central Secretariat (except Patel Chowk). For detailed working of PSDs, refer relevant annexure of PSD in SWOs of concerned station of concerned line and other special instructions/procedures/user manuals. 12.0 POINTS: Points are provided on main line at various locations to directly divert the vehicle/train from the line upon which it is running. All points on the main line are power operated. The point operation mechanism on mainline is of non-trailable design. 13.0 RUNNING LINES AND DIRECTION OF MOVEMENT: Normal direction of running is Up trains on Up line and Down trains on Down line though bi-directional signalling is provided to be used only in case of emergency. The track governing the movement of trains from up is called UP track and the track governing movement from down is called DOWN track. 14.0 DESCRIPTION OF SIGNALS (ALSO REFER TO RULE 16 AND 17 OF METRO RAILWAYS GENERAL RULES, 2020): a) Cab Signals: (i) Train movements on running tracks shall normally be governed by the Automatic Train Protection system which displays to the Train Operator in the operating console(a) Actual speed of the train; (b) The maximum permitted speed at each point of travel; (c) The distance the train is currently authorized to travel (where provided); (d) System alarms; and (e) Messages. (ii) If the target speed indication and the target distance indication, where provided, are greater than zero, the indication is referred to as “PROCEED” indication; (iii) If either of these indications is “0”, the indication is referred to as “STOP “Indication; (iv) The Train Operator is authorized to drive his Train up to the indicated speed as far as authority has been given for such purpose. b) Fixed Signals: (i) On main lines, fixed signals are color light signals, either showing two aspects or three aspects; (ii) Two aspects fixed signals, where provided shall be capable of showing a “red” or a “white or violet” aspect as under, (a) a “red” aspect indicates that a train must be brought to Stop short of the signal; (b) a “white or violet” aspect indicates that the route is set and locked but may not be fully clear up to the next fixed signal and a train SOP-OCC (Rev-01) DMRC Page 24 of 52 operating under cab signals may proceed under the authority of the cab signals but a train operating on the sole authority of line side signals must stop and seek instructions from the traffic controller; (iii) Three aspect signals, where provided shall be capable of showing a “red”, “white or violet” or “green” aspect, as under, (a) a “red” aspect indicates that a train must be brought to Stop short of the signal when driven in RM or ROS or cut out mode; (b) a “white or violet” aspect indicates that the route is set and locked but may not be fully clear up to the next fixed signal and a train operating under cab signals may proceed under the authority of the cab signals but a train operating on the sole authority of line side signals must stop and seek instructions from the traffic controller; (c) a “green” aspect indicates that the route is cleared to the next fixed signal and the train may proceed as far as the next fixed signal; c) Virtual Signal: These are not physical signals but locations only available in ATS Line view. These are used as an intermediate entry/exit location also known as virtual signal location or as name given, in the yard / line layout and displayed on interlocking and Automatic Train Supervision monitors. These may be used where required for dividing routes between two fixed signals. This signal controls trains with Automatic Train Protection to enable shorter movements. d) Repeater Signal: A repeater signal shall be provided at locations where due to obstructions/curvature signal visibility is not available, except in depot. Repeater signal is two aspect signals viz., Violet and Green. Violet signal indicates that next signal aspect is RED i.e; route beyond next signal is not available. Violet Signal shall be considered as Danger in degraded mode of train operation. e) Emergency Signal: Emergency signal, where provided, shall control the movement of train in reverse direction during any emergency. f) Turn back Signal: Turn back signal, where provided, is virtual signal used for the turn back operation at interlocking station. 15.0 SIGNALS ON THE SECTION: Bi-directional fixed color light signals displaying red, violet and green aspects with route indicators at diversions have been provided at interlocking stations on the section. These signals can be controlled by setting or releasing of route and are called Route Signals. In AEL on main line, fixed signals are color light signals capable of showing red and white aspects. Generally, signals are placed on left side but there is also provision to place on right side through special instruction. (For details, please refer SWO of concerned station of concerned line). SOP-OCC (Rev-01) DMRC Page 25 of 52 16.0 TURN-BACK OPERATION: Turn back facilities are provided at interlocking stations (stations with points and crossings) as under: (i) By setting of cycles. (ii) By setting of individual routes (iii) By Automatic Route Setting (ARS). (For details, please refer SWOs of concerned station of concerned line and safety circulars in vogue). 17.0 EMERGENCY STOP PLUNGER (ESP): “Emergency Stop Plunger” means the device, the operation of which causes the trains, within the station limits, running on automatic train protection, to come to a stop. (i) Emergency stop plungers have been provided at all the platforms and at SCRs. The ESP once pressed remains in pressed condition and has to be released with a key to resume normal working. ESP keys are secured with the Station Controller. (ii) In case of Emergency, the glass cover of the ESP is to be broken by hammer kept with box and the plunger needs to be pressed. Pressing of plunger will prevent / stop any train operating under cab signalling arriving at or departing from both platform areas or if no train is present on that platform, will prevent any train operating under cab signalling from entering the platform. (iii) When ESP is operated for any reason, an audio and/or visual alarm will be generated in ATS Work Station. (iv) The ESP once pressed remains in pressed condition and has to be released with a key to resume normal working. ESP keys shall be secured by the Station Controller in key hive properly identified. (For details and normalization of ESP, pleases refer SWO of concerned station of concerned line and safety circulars in vogue). 18.0 BLUE LIGHT STATION (BLS) OR EMERGENCY TRIPPING SYSTEM (ETS): In case of any emergency in U/G sections (requiring switching off of 25 KV traction supply) the emergency trip switches shall be used for switching off the traction power supply in specified section of underground sections. The emergency trip system switches are installed as per design requirement i.e., end of platform at stations (except Ph.-III), Station Control Room, Traction SubStation and cross passages in tunnel. After activating an emergency trip system, an individual signal is sent to SCADA system, and according to a tripping scheme and logic provided, the SCADA system shall switch off relevant circuit breakers. Emergency telephones are provided at platform ends and near cross passage to communicate with OCC in case of emergency. (For details, please refer SWO of concerned station of concerned line concerned safety circulars in vogue). SOP-OCC (Rev-01) DMRC Page 26 of 52 19.0 TEMPORARY SPEED RESTRICTIONS (TSR): a) All the requests for imposition/cancellation of TSR on main line should be made to CHC/OCC and the CHC/OCC shall instruct Traffic Controller for the Imposition/ Cancellation of Temporary Speed Restrictions and Issue of Caution Orders to Train Operators, as required on the Main Line Sections. b) In cases of any of the TSR Commands, not directly being under Control of TC, the Compliance of the same shall be ensured by TC by the Station Controllers on the Exchange of Private Numbers. c) The Requests, arising out of Emergency or Failure, shall be taken up promptly, duly advising the Official, who has made the Request. d) The Requests for the TSRs for a Planned Work shall normally be submitted before 1700 Hrs. of the previous day. e) Traffic Controller shall keep a record of accepted TSR Requests. f) The Value of the TSR to be imposed on a particular Track Section in particular Direction of Travel must be less than that of Permanent Speed Restriction (PSR) Value on that Track Section in the specified Direction of Travel. g) The Traffic Controller shall advise the Depot Controller and Station Controllers of the Terminal Stations of all TSRs to be enforced during next day on the entire Mainline on daily basis and shall maintain a Record of the same. Traffic Controller shall also advise the TSRs to the Crew Controller. Crew Controller and Depot Controller shall write on the notice boards and sign on register as well. However, for those TSRs not imposed through the system due to any reason shall be advised to Train Operator of each passing train in the form of caution order at the preceding station of affected section. (For details, please refer concerned safety circulars in vogue). 20.0 PROCEDURE TO BE FOLLOWED FOR “ENGINEER’S POSSESSION”: a) “Engineer’s Possession” means a defined section of track under the sole control of an authorized person for a specific length of time. b) Detailed instructions for granting of Engineer’s Possession and the mode of ensuring safety during engineer’s possession is available under Rule 70 of MRGR 2020. c) Granting Engineer’s Possession will be in the form of a “Weekly General Order” to be issued by OCM in advance as per procedure in vogue. d) The Process of issuing the weekly general order shall start with submission of all track possession requests for the coming week specifying: (i) The department seeking Track Access and Possession. (ii) Location (Section), Date, Time of commencement and Expected Duration. (iii) Nature of Work to be carried out. (iv) Details of equipment to be used by concerned departments during the engineer’s possession. (v) Points of entry and exit of men and materials, equipments and tools and plants. SOP-OCC (Rev-01) e) f) g) h) i) j) DMRC Page 27 of 52 (vi) Engineer`s Possession In-charge (EPIC) along with Nos. of accompany gang members. (vii) Description and movement of self-propelled / non-self-propelled (nonmotorized) / vehicle or Rolling Stock required. (viii) Movement of maintenance vehicles (Tower Wagon / CTMC / OMV / Ladder Trolleys / Other Maintenance vehicles) on the section. (ix) Feasibility and process of De-energization of the OHE/ROCS of the section. (x) Feasibility of this power block with other power and traffic block demands. (xi) Compatibility of this power block with ‘No power block section’ in case of required Train Movement. (xii) Longitudinal, transverse or cross protections, as per SWO. (xiii) Means to protect the area under Engineer’s Possession / integrated block. The request with above details must reach to OCC Chief Controller well in advance as per procedure in vogue. All the requests for Engineer’s Possession for ensuing week shall be consolidated and the authorization in the form of a single date-wise Weekly General Order shall be issued on every Saturday. Copies of Weekly General Order should be mailed/sent to all concerned including: (i) All controllers positioned in OCC i.e., TPC, RSC, SGC, TMC, ASC, Civil Controller etc. (ii) Depot Controller (iii) Concerned Station and Crew Control E-mail ID. (iv) Other as and when instructed/Required. Only in cases of extreme emergency, the unscheduled requests shall be considered by the OCM. Care shall, however, be taken to ensure that already granted Engineer’s Possessions are not cancelled to accommodate such requests. After getting the Weekly General Order, the EPIC will directly report in time to the SCR of concerned station at least 30 minutes in advance for taking Possession. Any abnormality/expected extension of possession to be informed immediately by EPIC to OCC.EPIC shall be responsible for confirming in writing to the SC, TC on completion of the work that the track is safe for traction power to be switched on, all protection measures have been removed and the track is safe for trains to run. (For details, please refer concerned safety circulars in vogue and Clause 13 of Rule 70 of Metro Railways General Rules, 2020). SOP-OCC (Rev-01) DMRC Page 28 of 52 21.0 RUNNING OF LOCOMOTIVES, WORKS TRAINS AND MAINTENANCE VEHICLES: (Refer Rule 33 Of MRGR 2020) a) Running of Self-Propelled Vehicles (Maintenance Vehicles, Works Trains, and Locomotives etc.) not fitted with ATP and trolley / Lorry on main line shall be governed as per MRGR 2020 and safety circulars in vogue. b) Maintenance vehicles shall not be allowed on main line during revenue service except in emergencies. c) Any self-propelled maintenance vehicle not fitted with ATP equipment shall be taken on running line only ifI. During revenue service period, it is coupled to locomotive or other vehicle which is so equipped and driven at such speed as specified in special instructions; or II. During revenue service period, it is working within the limits of an engineer’s possession; or III. During non-revenue service period, it is running on line of sight method at a speed in accordance with special instructions. d) The maximum speed vehicles, not equipped with ATP control, shall be limited in accordance with approved special instructions. e) A maintenance vehicle, works train, locomotive, trolley/lorry shall not be allowed to enter a section between two interlocking stations unless engineer’s possession of the section has been granted either for movement through the section or for carrying out maintenance work. f) After engineer’s possession of the section has been given, points in the limit of Engineer’s possession shall not be operated from the OCC/SCR unless advised by Engineer Possession-In-charge. g) Movement of maintenance vehicle/trolley/lorry over points shall be made cautiously after ascertaining that the point is correctly set for the intended movement of the vehicle/trolley/lorry. h) Additional precautions, if any, for movement of specific type of maintenance vehicle shall be followed along with these instructions. (For details, please refer relevant safety circulars in vogue). 22.0 FAILURE MANAGEMENT (REFER TO RULES 21 TO 24 AND 91 TO 94 OF METRO RAILWAYS GENERAL RULES, 2020): a) Train Detained on Line (In modes other than UTO): I. In case a train operating under ATO or cab signals comes to a stop on a running line and does not receive a proceed code within sixty seconds, the Train Operator shall inform the Traffic Controller by the radio and ask for instructions. II. The Traffic Controller shall check his indications and if he is satisfied that there is no train ahead, he may instruct the Train Operator to proceed in ROS mode or RM Mode, as the case may be, exercising utmost vigilance so that he may stop short of any obstruction. III. In case, after travelling some distance, a proceed indication is received by the train, the train shall automatically upgrade to the Coded Manual mode of control and the Train Operator shall again inform the Traffic SOP-OCC (Rev-01) IV. V. VI. VII. VIII. IX. X. DMRC Page 29 of 52 Controller. If the train is fitted with ATO, the AM of the control may be selected. In case the cause of the problem is confirmed as a track side equipment malfunction, the Traffic Controller may instruct subsequent trains without waiting for the Train Operator to seek instructions, provided the preceding train has passed through the affected section and reported resumption of Coded Manual mode. A train operating without receipt of proceed code shall stop at fixed signals irrespective of their aspect, and the Train Operator shall contact the Traffic Controller by the radio and ask for instructions. In case a train operating under the authority of line side signals only, stops at a fixed signal at danger and it does not clear within sixty seconds, the Train Operator shall inform to the Traffic Controller by radio and ask for instructions. The Traffic Controller shall consult the concerned station controller in control of the signalling and decide whether or not the train may proceed. In case there are no points in the route ahead, the Traffic Controller may instruct the Train Operator to proceed as far as the next fixed signal at a reduced speed, not more than twenty five kilometres per hour, such that he can stop short of any obstructions and if after travelling some distance, a proceed indication is received by the train running on RM Mode, or ROS Mode, the train shall automatically upgrade to the Coded manual mode of control, where provided, and the Train Operator shall again inform the Traffic Controller; and if the train is fitted with ATO, AM of the control may be selected. In case there are points in the route, the Traffic Controller and the station controller shall examine the indication of the points and if indications at the station and the OCC agree that all points are set correctly and locked, the Traffic Controller may instruct the Train Operator to proceed as far as the next fixed signal at a reduced speed, such that he can stop short of any obstruction and if after travelling some distance, a proceed indication is received by the train running on RM mode or ROS Mode, as applicable, the train shall automatically upgrade to the Coded manual mode of control, where provided, and the Train Operator shall again inform the Traffic Controller; and if the train is fitted with ATO, AM of the control may be selected. In case points are not indicated as set and locked, the traffic controller shall instruct the station controller to examine the concerned points. If they are lying in the incorrect position, he shall manually set the points from the station control room with the crank handle interlocked through a key which, when released, shall inhibit setting of routes over the points concerned, and the points shall be secured with a clamp and padlocked and the train instructed by hand signal to proceed. SOP-OCC (Rev-01) DMRC Page 30 of 52 b) Train Detained on Line (In UTO mode):I. In case a train operating in UTO mode comes to a stop on running line, the traffic controller based on the alarm or message or other information shall attempt to move or restart the train in UTO mode and if the train does not start in UTO mode, the Traffic Controller shall instruct the Roving Attendant or the ETO to take over the train or make suitable announcement in the train. II. The Traffic Controller shall check his indications and if he is satisfied that there is no train ahead, he may instruct the roving attendant to proceed based on the indications available and in case of non-ATP mode, the roving attendant shall exercise utmost vigilance so that he may stop short of any obstruction. III. In case after travelling some distance in ROS mode or RM mode, a proceed indication is received by the train, the train shall automatically upgrade to the Coded manual mode of control and the roving attendant may select UTO mode with permission from the traffic controller. IV. In case the cause of the problem is confirmed as trackside equipment malfunction, the traffic controller shall arrange to man all subsequent trains in the affected section. V. The Traffic controller may instruct subsequent trains without waiting for the roving attendant to seek instructions, provided the preceding train has passed through the affected section and reported resumption of coded manual mode. c) Absence of cab signalling (In modes other than UTO): I. Failure of the ATP shall initiate an irrevocable emergency brake application. II. The Train Operator shall report the occurrence to the Traffic Controller and seek instructions. III. The Traffic Controller shall verify as far as practicable from indications on his control panel or work station that the problem is not caused by a track side fault or another train and if no cause is apparent, he shall instruct the Train Operator to select the RM Mode or ROS Mode and try to move ahead exercising utmost vigilance so that he may stop short of any obstruction. IV. In case the train still does not move, the traffic controller shall authorise the Train Operator to operate the Cut Out switch and to proceed in Cut Out mode of control up to a suitable station, so as to detrain the passengers and withdraw the train as per special instructions. During the Cut Out Mode of control, the Train Operator shall exercise utmost vigilance so that he is able to stop short of any obstruction. d) Absence of cab signalling (In UTO mode): I. Failure of any cab signalling or its associated equipments shall result in indication and/or alarm to OCC and in most cases the train may still continue to move normally. II. In case ATP system fails, irreversible emergency brake shall apply. SOP-OCC (Rev-01) III. IV. V. VI. VII. VIII. DMRC Page 31 of 52 Traffic controller on getting equipment failure alarm or message shall attempt to release the brakes and move the train in UTO mode as per special instructions and in case, the train does not start after EB release, the traffic controller with assistance from concerned controller shall attempt for rectification as per special instructions. The Traffic controller with assistance of concerned controller shall verify as far as practicable from alarms or indications at OCC that the problem is not caused by track side fault or another train and if no cause is apparent, he shall instruct the roving attendant, if on board to take over train and try to rectify fault. In case the roving attendant is not on board then traffic controller shall arrange for a roving attendant or ETO to board the train as per special instruction and in case it is not possible to rectify the fault, then the roving attendant shall select ATP or non-ATP mode as directed by the traffic controller and move ahead exercising utmost vigilance so that he may stop short of any obstruction. In case the train still does not move, the traffic controller shall authorise the roving attendant to operate the cut out switch and to proceed in cut out mode of control to a suitable station, exercising utmost vigilance so that he may stop short of any obstruction. Passengers shall be detrained as per special instructions. In case of failure of train radio communication to OCC, alarm shall be generated and the train may be allowed to work upto the next station in UTO mode, where the roving attendant shall be called by the traffic controller to board the train and the train shall then be driven as per special instructions. e) Failure of fixed Signals (In modes other than UTO mode): I. In case a Train operator observes that a fixed signal is displaying: i. no aspect (is blank); or ii. multiple aspects; or iii. flickering of aspects, then the signal should be treated as ON (Red) in case train is not running under the authority of cab signals and Train Operator shall stop his train and seek instructions from Traffic Controller by radio. However, trains running under the authority of cab signal may still pass the signal. II. In case a train not running under the authority of cab signals stops at signal under sub-rule (i), then all concerned staff shall follow provisions of sub-rules (vi) to (x) of Para 22(a) and sub-rules (i) to (iv) of Para 22(c). f) Failure of fixed Signals (In UTO mode): I. In case a fixed signal is not displaying any aspect or displaying red aspect due to lamp failure, an indication or alarm shall be displayed at OCC. II. Train in UTO mode may cross the failed signal and if the train stops, the traffic controller shall move the stopped train with remote SOP-OCC (Rev-01) III. DMRC Page 32 of 52 command(s) in case of off aspect lamp failure as per special instructions. All the concerned staff shall then follow the provisions of Para 22 (b) and (d) or follow special instructions for UTO mode. g) Failure of route setting (In modes other than UTO): I. In case a route through an interlocked area cannot be set automatically or by manual control from the OCC, the control of the area shall be transferred to the local Station Control Room. II. In case the route cannot be set, the Traffic Controller shall instruct the Train Operator to secure his train and wait for instructions. III. The Traffic Controller and the Station Controller shall examine the indications for the points and if indications at the station and at the OCC agree that all points are set correctly and locked correctly and blocked as per special instructions, the traffic controller may instruct the Train Operator to select ROS Mode or RM Mode, as the case may be, and proceed at reduced speed such that he can stop short of any obstruction. Once cab signals show a proceed indication, Coded Manual mode shall be resumed; and if the train is equipped with ATO, then AM may be resumed. IV. In case any point indication is missing or shows the points set for the wrong direction, or there is a discrepancy between the indications at the station and in OCC, the station controller shall examine the position of the points himself. If they are lying in the wrong direction, he shall manually set the points with the crank handle from the station control room and the points shall be secured with a clamp and padlock and the train instructed by hand signal to proceed and if after travelling some distance, a proceed indication is received by the train running on RM Mode or ROS Mode, the train shall automatically upgrade to the Coded manual mode of control, where provided and the Train Operator shall inform the Traffic Controller. If the train is fitted with ATO, AM of the control may be resumed. V. The Station Controller, after examining the position of the points under sub rule-(iv), shall then return to the station and report to the Traffic Controller that the route remains secured and any subsequent train may be instructed by radio to proceed. h) Failure of route setting (In UTO mode): I. In case a route through an interlocked area cannot be set automatically or by manual control from the OCC, the control of the area shall be passed to the local station control room. II. In case the route cannot be set, the traffic controller shall secure the train and instruct the roving attendant to take over the train. III. The roving attendant, if required shall operate in ROS or RM mode and all concerned staff shall follow provisions of Sub-rule (III) to (V) of Para 22.0 (g). IV. In case after some distance the train receive proceed indications while running in ROS mode, the train shall upgrade to coded manual mode. SOP-OCC (Rev-01) V. DMRC Page 33 of 52 The roving attendant shall inform the OCC and change mode as per instructions. On rectification of failure of route setting, at least one train has to cross the affected section in coded manual mode before starting the UTO operation. i) Failure of Points: In case of failure of electrical operation of points, the control shall be transferred to Station Controller, who after replacing requisite signals to ‘ON’ shall operate suitable control on Work Station to extract the key from EKT Box for manual operation of point. Point shall be manually operated after turning the point machine lever to ‘manual’ position. (Also refer relevant safety circulars in vogue) j) Failure of interlocking: In case of failure of computer-based interlocking, the concerned interlocked zone shall be considered non-interlocked and procedures as described for signal failure and point failure shall be followed. (Also refer relevant safety circulars in vogue) k) Total failure of OCC: In case of total failure of OCC, backup OCC are provided. Concerned staff shall be mobilized to take control of operations of concerned line from Backup OCC till main-OCC is rectified. Details of backup OCC is given in para 1.0 ,Table-1. 23.0 PRECAUTION DURING OPERATIONS: a) Only trains with fitness for train operations are authorized for movement on main line during revenue service. No other trains / vehicles are authorized on main line during revenue service even for stabling. b) Trains planned for revenue service must have full emergency and service braking availability. c) Train services shall be maintained in such a way that the normal operating headway on the line is maintained as per extant procedure. d) All trains shall be stopped at all stations during revenue service as per time table. e) Reverse running is not authorized unless TC gives the specific permission to the TO taking into consideration the location of the other trains in the section. The conditions to permit reverse running and precautions to be taken by TC shall be done as per procedure in vogue. f) If more than 3 emergency braking occur due to roll back, Train Operator must obtain train movement authorization from Traffic controller. g) A pilot train (revenue/non-revenue) with maintenance staff (if required) shall cover all the sections of a line (as per time table or otherwise) to detect any failure (object on the track, rail crack) at the start of traffic hours as per procedure in vogue. h) Windows servers and workstations for signalling and train control systems like ATS, VDU etc. shall be dedicated to signalling system and except the authorized personnel no one shall be permitted to operate the same. SOP-OCC (Rev-01) DMRC Page 34 of 52 i) j) k) Before putting a train into service, TO shall follow extant procedure in vogue. Before leaving train, TO shall follow extant procedure in vogue. After an Emergency Braking, TO shall inform TC and proceed as per instructions of TC. l) In case of dense fog involving a visibility lower than the very minimal allowed safety distance, the Train Operator shall inform TC immediately and reduce the speed in consultation with TC. m) When a signal is not visible, TO shall inform TC who shall instruct TO of following trains in case of ROS, RM modes. n) In case of insufficient braking due to bad weather or grease, TC in consultation with CHC shall decide either to suspend UTO/ATO/ATP working altogether or to follow necessary restrictions and advise TO/RA accordingly. o) Every radio communication between a TC and TO shall recall the train identification and location. p) The rails over which frequent movement does not take place may get rusted. Joint procedure order in vogue shall be followed for movement on rusty rails (except CBTC). q) If a train is stopped in an unusual place, the TO shall inform immediately to TC by Radio giving the train position after safely stopping and securing the train. r) All emergency situations shall be managed with radio or any other means. s) On restoration of signalling power supply after a total failure, the status of current blocked routes, TSRs, blocked points, maintenance blocks shall be lost and has to be reconciled manually. 24.0 EMERGENCY /UNUSUAL OCCURRENCES: a) The TC shall seek following information from the person reporting an emergency condition: (i) Caller’s name. (ii) Reason for notification. (iii) Location (track number, line identification, and an approximate or their distance from the nearest station. (iv) Gravity of the condition. (v) In case of employees – their designation, employee number and department. b) The TC shall ask Supervisors of concerned department to proceed to the site of emergency to: (i) Evaluate the condition. (ii) Be responsible for coordinating all activities (iii) Provide protection for train movements. (iv) Cooperate with outside agencies. (v) Establish a communication centre at the site to keep the OCC informed of activities and developments. c) Based on information received, the CHC shall take recourse of the following in consultation with Dy. HOD (O), HOD (O) and depending upon gravity of situation if required: SOP-OCC (Rev-01) d) e) DMRC Page 35 of 52 (i) Stop all train movement in approach to or within the emergency area. (ii) Switch off OHE/ROCS supply. (iii) Evacuate passengers. (iv) Provide protection of trains stranded. (v) Order speed restrictions. (vi) Institute temporary single line working. TC shall ensure that reports of incidents / accidents or emergency occurring during their hours of duty are submitted to Dy. HOD (O), as required from time to time. These shall broadly include: (i) Accidents involving Smoke and/or fire. (ii) Accidents involving passengers and employees. (iii) Accidents involving equipment failures. (iv) Any criminal activity including Law and Order security problem. (v) Employee negligence or failure of duties. (vi) Flood, Earthquake, high wind speed or other natural calamities. TC shall maintain a detailed record in chronological order of all activities occurring during an emergency. He shall notify the concerned departments in addition to Dy. HOD (O) in the event of emergency conditions: (i) Fire/Rescue Centre/Hospitals/Ambulance Services. (ii) Security/Local police. (iii) Safety Department. (iv) Corporate Communication Office. (v) Any other department as per requirement. (For details, please refer Accident and Disaster Management Manual) 24.1 Maintaining Service during Emergency: a) Duly ensuring safety of passengers and employees, TC with the guidance of CHC shall initiate operating procedures to minimize the impact of the disruption to train service by providing alternate means of operation. The operating procedures may include one or a combination of the following methods: (i) Single line operation. (ii) Train shuttle service. (iii) Terminate trains. (iv) Rerouting trains, where possible. (v) Making terminal schedule adjustments. b) Under emergency conditions, movement of trains will have specified speed restrictions imposed by the TC depending upon the circumstances and condition of the equipment. c) CHC in consultation with OCM shall liaison with LMC for feeder buses and inform other external agencies, if required. d) Before initiating a train movement against established direction of traffic, the TC shall follow prescribed procedures (Refer Rule 63, 64 and 65 of MRGR 2020). SOP-OCC (Rev-01) DMRC Page 36 of 52 24.2 Resumption of Normal Services: When the concerned controller notifies the OCC that the emergency condition has been corrected/rectified and all personnel and equipment are clear, the TC shall: (i) Advise TPC for a restoration of OHE/ROCS power supply, in case, it was switched off. (ii) Order a Train Operator to discharge passengers and operate the train as a test train, if considered necessary. (iii) Order the resumption of normal train services. (iv) Instruct SC/SM and TO to discontinue public addresses announcements prescribed during the emergency. 25.0 EQUIPMENTS LOCATED IN OCC: I. EQWS (Earth Quake Warning System): - It is located at ASC/4th floor/ OCC/MB Panel. II. Wind Sensor: -It is located at CHC/4th floor/ OCC/MB Panel. Communication Systems such as: a. Radio System. b. Direct Line Console. c. Digital/Analog Telephone. d. Shift Mobile Phone e. Hot Lines. f. PA/PID system g. Calling Hand Portables. III. Clock. IV. CCTV workstation. V. CCTV train (where applicable). 26.0 COMMUNICATION SYSTEM: Communication facilities, which are available in OCC, are as under: 26.1 Radio System: To facilitate day to day management of trains and to provide communication during emergency, radio communication system has been provided in Delhi Metro Railway Network. It enables: (i) Radio communication between TC and TO. (ii) Communication between SC and TO. (iii) Radio communication from OCC and personnel in respective Talk Groups in the section /Depot. 26.1.1 Type of Radio Equipment: a) Radio Control Work Station (RCW): The Main equipment in OCC is the Radio Control Workstation system where multiple features of communications have been provided to the Controllers. RCWs are provided to CHC, ACC, IC and TCs. b) Radio Access Unit (RAU): The Controllers in OCC has been assigned a Radio Access Unit (RAU), which is a fix panel radio with a Telephone Type SOP-OCC (Rev-01) DMRC Page 37 of 52 Interface. All these controllers to remain active in group mode. These Controllers are: (i) Chief Controller (ii) Assistant Chief Controller (iii) Information Controller (iv) Traffic Controller (v) Traction Power Controller (vi) Rolling Stock Controller (vii) Auxiliary System Controller (viii) Signalling System Controller (ix) Telecom Controller (x) Security Controller. c) Train Radio: The Train radio is a fixed set, capable of handling both voice and data communication and is called Radio Control Head (RCH). It is fixed near the Train Operator seat. In addition to RCH, a Train Radio Control Panel (TRCP) is also fixed near to Train Operator set. It is provided with buttons like logon, request to transmit etc. By using this radio, the TO can send instant message to the RCW consoles in the OCC, indicating a Request To Talk (RTT)/High Request To Talk (HRTT), and emergency or an operational situation just by a press of a button. d) Hand portables Units: Hand portable units are neither part of a train nor of a station. Hand portables work in talk groups that are programmed in each unit. Usually, units that are in the same talk group can communicate with each other. Communication is possible by use of Press to Talk Button (PTT). e) Type Of Calls : The following type of calls are available: I. Full Duplex Private Call constitute two-way directional communication between Hand portables, RAU and Train Mobile Radio in trains /Stations only to RCWs. Private Calls are one to one, which cannot be heard by others. II. Half Duplex Group Calls constitute two-way directional communication but one-at-a-time, in which a number of users are participating. III. Simplex Call is a broadcast call in which a unidirectional call is made from OCC to other users. IV. Emergency Call in which an emergency alert tone is sent to the users of the current talk group. Direct Mode Call, in which call can be made as a group call but without going through the radio base station infrastructure in a very limited distance. 26.2 Direct Line Console: Programmable Direct Line Consoles are provided in OCC. Both way communication of direct line consoles is available with all controllers of OCC. It facilitates the controllers to attend more than one call at a time. It is a part of EPABX system. 26.3 Digital/Analog Telephone: Digital/ Analog telephones are used to provide communication facility in DMRC Telephone network. Selected telephone extensions are also provided with the facility to access in other telephone service provider. It is also a part of EPABX system. 26.4 Shift mobile phone: i. All CHC has been provided with a shift mobile phone in shift for reporting. ii. These will display information in the following modes: I. Automatic Mode – Automatic display of train arrival/departure information on the display board at Platforms and Concourse. These messages are coordinated with Public Address System. II. Manual Mode – The MMI operator from SCR/OCC can display fixed, preformatted and emergency messages already stored in the system or create live messages and display the same. Whenever necessary, these messages will be coordinated with Public Address (PA) system. PIDS Boards can be accessed/operated from SCR/OCC. b) Public Address System – PA system will cover audio announcement throughout the station i.e., platform, concourse, all service and maintenance rooms. It can be operated in the following mode: I. Automatic Mode –Train arrival/departure information for next train is announced automatically, coordinated with messages displayed on PIDS boards. PAS will be accessed from SCR, OCC and Emergency Panel. An Integrated MMI for normal PAS and backup are provided in SCR and in OCC. II. Manual Mode – The MMI operator from SCR/OCC can announce from the text of fixed, preformatted and emergency messages already stored in the system or make live announcements. Fire messages shall be through live announcements, which will also be recorded in the system if done by MMI application and in emergency mode. Live announcement done by other mode are not recorded. c) Emergency Panel – An Emergency Panel is provided at each platform with separate PAS control equipment to announce messages in any zone. Access to PAS from emergency panel is provided for all zones, for which microphone equipment is also provided. A telephone is also provided in emergency panel to communicate with station and OCC. For emergency use, the Emergency Panel has an ESP to stop any train operating under cab signalling. d) Clocks – Analogue clocks are provided on each platform, paid concourse and unpaid concourse. Digital clocks are provided in all operational rooms. Digital clocks are also provided at each end of the platform for the view of the Train Operators. SOP-OCC (Rev-01) DMRC Page 40 of 52 27.0 EMERGENCY EVACUATION: (For details, please refer relevant Safety Circulars (SC- 12,12-A,15,16, 19, 34 and 41-A, B and C, etc.), SWO of concerned Station of concerned Line, Accident and Disaster Management Manual and Rule 46 and 106 of MRGR 2020). a) The purpose of emergency evacuation is to ensure that the passengers, staff and others can be evacuated from the station in a safe manner, without panic and in as short a time as is practicable. b) Evacuation of a station may be ordered by the Chief Controller in consultation with Dy. HOD/HOD, Police, or on account of fire or other emergency conditions on the station. c) In these cases, TC must be informed by the SC that evacuation is being implemented. TC must broadcast to all trains on the line(s) that the station is closed and trains must not stop at the station. d) TC shall assist in clearing passengers from platforms. TC shall prevent passengers alighting at the station by suitable train regulation and instruction to TO to inform passengers of the emergency conditions, requiring them to remain in the train and train doors being opened to clear/board passengers held up on the platform. e) TC may instruct some trains to call at each platform to stop and permit passengers to board. TO must make a PA announcement on each train instructing passengers on board that the station is closed and they must not alight and the stoppage is only for passenger evacuation. f) Once evacuation has been completed, the station must not be reopened for passenger service until clearance has been given by the person or agency ordering the evacuation. 28.0 RESPONSE TO ACCIDENTS: Any incident or accident shall be reported to TC or the nearest SC with utmost expediency by the Metro Railway employee concerned or any other person who notices it. CHC shall arrange emergency services such as ambulance, State Fire Service, police to attend in the shortest possible time. In case of Incident/Accident these steps to be followed: a) On receipt of a report of an incident or accident or emergency, as the case may be, TC shall first ascertain the extent of injury to passengers and others and take prompt action to prevent further injuries and s/he shall also assess the potential effect on the train services and then take all reasonable measures to maintain the train services, prevent delay or damage to property and equipment. b) If the incident is an emergency, TC shall report it to the CHC and CHC shall arrange for the assistance of the Metro Railway emergency response staff and where necessary, arrange the assistance of the Police, fire and the Ambulance services. c) TC shall keep a log of all reports and requests received, action taken and other relevant information obtained or distributed d) All staff of the metro railway shall deal with the accidents and emergencies expeditiously and with the following priorities–– i. Save life, prevent further injury, and alleviate suffering; SOP-OCC (Rev-01) ii. iii. iv. v. vi. DMRC Page 41 of 52 Protect the Metro Railway property and equipment; Take steps for preservation of clues; Inform the public of the effect on train services and the availability of alternative Transport facilities; Restore the safe operation of the train services as quickly as practicable; and Restore normal services. (Refer Accident and Disaster Management Manual and Ch. VII of Metro Railways General Rules, 2020) 29.0 CROWD CONTROL: TC shall instruct SC to keep continuous watch on boarding and alighting of passengers to ensure that there is no Crowd Build Up on a platform, other station areas, due to a service delay or other incident. TC shall inform stations of any significantly extended intervals in the train services. TC must inform each affected station if a train service interval is expected to be equal to or greater than twice the scheduled interval at any platform. This will forewarn the SC about likely Crowd Build Up on specific platforms and related areas which will need monitoring. (Also Refer SOP-Station and Ch. VI, Rule 45 of Metro Railways General Rules, 2020). 30.0 EMERGENCY POWER BLOCK: In case of any fault in the traction power OHE/ROCS and other accessories: (i) TC shall coordinate with TPC who shall discharge power from the nominated section immediately on receipt of an emergency request. (ii) TPC must not switch on power again until the circumstances have been investigated and the cause of emergency request has been removed, repaired or verified that there is no longer a potential hazard. (iii) TPC must ensure that earthing of OHE/ROCS has been done and the work can be carried out within the 2 meters of the OHE/ROCS. (iv) Switching sequence for granting and cancelling of power block and ‘NO GO’ protection for train movement in this scenario, Refer Power Block Operation Procedure (Annexure-C) of concerned SWO of concerned line. (For details, please refer SWO of concerned station of concerned line and relevant Safety Circulars in vogue). SOP-OCC (Rev-01) DMRC Page 42 of 52 31.0 DRIVERLESS TRAIN OPERATION (DTO) OR UNATTENDED TRAIN OPERATION (UTO): a) Provision for DTO/UTO mode of train operation is made for services on Majlis Park (MKPR)- Shiv Vihar (SVVR) Section of line -7 and Janakpuri West (JPW)-Botanical Garden (BCGN) section of line-8. b) DTO/UTO works on CBTC system. (Refer Para 6) c) CCTV applicationi. Train CCTV application is available in OCC for Line 7 and 8. Live view of all camera of every train are available in OCC. ii. Station CCTV application is available in OCC for Line 7 and 8 at each panel for live view and playback. iii.
