1947—Ontario became the first province to legally recognize dental hygienist in Canada when Royal assessment was given to amendment to the Dentistry Act. Members of the Royal College of Dental Surgeon of Ontario (RCDSO) then set about to draft bylaws for the study and practice of dental hygiene. 1948-Legislation was passed allowing for the education of dental hygiene in Canada 1950--Full time Dental Hygienist hired by the Canadian Department of National Health and Welfare in Ottawa 1950--Establishment of the Accreditation Commission on Dental Hygiene Education by CDAC and Canadian Dental Association (CDA) occurred 1951--University of Toronto Faculty of Dentistry established the first dental hygiene educational program in Canada (two year program) with first graduation in 1953. Dorothy Martin (Moffatt)-educated in USA- became the first registered dental hygienist in Ontario with RCDSO 1954- Ontario became the first province to recognize the practice of dental hygiene when the Dentistry Act was amended to include a section on dental hygiene practice 1963--University of Manitoba established a School of Dental Hygiene 1963—Canadian (CDHA) and Ontario Dental Hygiene Associations (ODHA) were established from the Alumni of University of Toronto 1975--The Professional Corporation of Dental Hygienist of Quebec, along with the help of the Quebec government, achieves Self-Regulation. 1977--Last Dental Hygiene Diploma program graduates from University of Toronto 1977--First Dental Hygiene class of Ontario Community College program graduates 1977--University of Toronto establishes the Baccalaureate Degree Completion program (BScD{DH}), (terminated due to retiring faculty members in 2000) 1980--Canadian Dental Hygienist Association (CDHA) presents 14 recommendations to a Commission on the review of Health Services in Canada- recommendations include the regulation and supervision of dental hygienists, the need for practice standards and quality assurance mechanisms, improvements for dental hygiene education and program accreditation and a larger role for dental hygienist in Canada Health 1985--12 Dental Hygienists from the four regions of Canada (Atlantic, Quebec, Ontario and West) were involved in a Workshop for Health /Welfare Canada to develop Dental Hygiene Standards of Practice 1987--Ontario Minister of Health (MHLTC) stated that Ontario Dental Hygienists would be granted Self-governing Status 1988-- The Canadian Working Group on the Practice of Dental Hygiene publishes Clinical Practice Standards for Dental Hygienist in Canada 1990--Ontario Minister of Health introduces the Health Profession Regulation Bill 1991--Legislature in Ontario passes the Third Reading of the Regulated Health Professions Act (RHPA 1991) and the Dental Hygiene Act (DHA 1991). These legislations established the College of Dental Hygienist of Ontario (CDHO) 1991 to 1993-Transition Council (TC) of CDHO initiates the foundations of CDHO First meeting to TC in Nov. 1992 and the establishment of Legal Counsel, Registrar and Board of Directors. 1992--University of British Columbia established a baccalaureate degree completion program 1993--In December of this year, the RHP Act 1991 was royally proclaimed. 1994--Establishment of the First (complete/official) Council of the CDHO and first meeting was held in January 1994, (beginning of self-regulation) In September, the Minister of Health asked the Health Profession Regulatory Advisory Council (HPRAC) to review the RHPA and comment on the “Order” within the Dental Hygiene Act- review whether the DH should always need an “order from a DDS to Proceed with DH controlled acts 1995- Joint submission to HPRAC from CDHO, ODHA and Dental Hygiene Educators of Canada to remove the “order” from RHPA and DH Act. 1996--June-First National Dental Hygiene Examination (NDHCB) was administered across Canada to Dental Hygiene students. In November- the Minister of Health releases the RHPA Council recommendations to amend/change the Dental Hygiene Act-remove the “order” The Minister of Health informs the CDHO that the he would not follow the HPRAC recommendations to amend the DH Act, suggests that the RCDSO and CDHO work on a proposal on “order” that was satisfactory to both colleges. 1997-1999--First two year Dental Hygiene programs in Community Colleges in Ontario began (Niagara, George Brown and Durham College). Others took Until 2001 to start their programs 1999--Five year review of the RHPA and attention focus on the Health Profession Regulatory Advisory Council recommendations. Establishment of the Quality Assurance Program (Portfolio) by the CDHO for all Registrants in January of this year. 2007—Bill 171 Health System Improvements Act 2006 has its seconding and third reading, then its royal assent/proclamation making an Amendment to the RHPA (and Dental Hygiene Act) to permit self-initiation of dental hygiene care, First 250 Dental Hygienists were approved to Self-initiate care International Federation of Dental Hygienists 17th International Symposium in Toronto, Ontario. 2009—Ontario government proclaims Bill 179 the Regulated Health Professionals Statue Law Amendment Act 2009. This legislation expanded access to controlled acts of dental hygienists to include the prescribing, dispensing compounding and selling of drugs – fluoride and chlorhexidine. CDHO Launched the online Knowledge Network resources tool for registrants Internal Trade Agreement comes into force across Canada-reducing and eliminating possible barriers of Labour and allowing mobility of dental hygienists. 2011 - Dental Hygiene educational programs across Ontario move to a 3 year (six semester model) for the Fall 2011 students in order to meet the New Provincial and National Practice Standards for Dental Hygienists, National Dental Hygiene Certification Board (NDHCB), Commission on Dental Accreditation of Canada (CDAC) and Federation of Dental Hygiene Regulatory Authorities (FDHRA) 2023- On September 22, 2023, CDHO’s Council rescinded the Standard for Authorization to Self-Initiate Profession-Specific Acts. RDHs can now perform the controlled act of scaling and root planing on their own initiative without needing to be authorized by CDHO
