THE TEACHING PROFESSION EDUC 55 Historical Development of Teaching as a Profession in the Philippines THE TEACHING PROFESSION EDUC 55 Paz Ramos – once Dean of the College of Education of the University of the Philippines, Diliman, claims: “The foundations of teacher education in the Philippines were laid by the Spanish government during the mid-eighteenth century.” THE TEACHING PROFESSION EDUC 55 → August 4, 1765 – when King Charles of Spain issued a Royal Decree requiring each village to have a “maestro.” → November 28, 1772 – another Royal Decree specified the “qualifications of teachers.” → Educational Decree of 1863 – provided for a normal school run by Jesuits THE TEACHING PROFESSION EDUC 55 Act 74 of 1901 - enacted by the Philippine Commission, which created the Department of Public Instruction. Due to shortage of teachers, the Philippine Commission authorized the Secretary of DPI, to bring to the Philippines teachers from USA, called the Thomasites. THE TEACHING PROFESSION EDUC 55 P.D.1006 – Decree Professionalizing Teaching Upon passing PBET, one will be issued with a CERTIFICATE for teaching. Ramos, Ed Com – Congressional Commission of Education (1990) - made R.A. 7836 in 1994 ENHANCED Quality and Priority THE TEACHING PROFESSION Licensure Examination for Teachers (LET) EDUC 55 August 1996 – 2016 - made by Board of Professional Teachers (BPT) - administered by Professional Regulation Commission (PRC) Degree: Bachelor of Elementary Education Bachelor of Secondary Education Unit Earners – need 10 units to qualify THE TEACHING PROFESSION EDUC 55 QUALIFICATIONS for LET 1. Filipino citizen - An alien can take the LET if his/her country has reciprocity to the Philippines. 2. At least 18 years old and above 3. Have good moral character 4. Have never been convicted to any crime 5. A graduate of any baccalaureate degree THE TEACHING PROFESSION EDUC 55 Philippine Teachers Professionalization Act of 1994 (R.A. 7836) Passing Rate: = 75% Conditions: Professional Education 50 General Education % Majorship Working Days: within 120 working days – results of LET should be released. THE TEACHING PROFESSION EDUC 55 Upon passing LET, one will be issued with a CERTIFICATE for teaching and a LICENSE. - has signatures of the professional and the chairperson of PRC Guidance counselors and librarians are NOT considered as TEACHERS. THE TEACHING PROFESSION Periodic Merit Exam EDUC 55 - oral and written examination - required to be taken by any teacher at least ONCE every five (5) years Upon passing the periodic merit exam, you will have a) points for promotion, b) certificate from the Board, and c) scholarship. If one has taken the periodic merit exam twice and failed, one should take a refresher THE TEACHING PROFESSION EDUC 55 R.A. 9293 - amendment of R.A. 7836 Passing Rate: = 75% Para teacher – has 70 – 74% rating – can be hired in public schools, but will be assigned to schools with shortage of teachers If not practicing for 5 years, one should take a 12-unit refresher course to get back to teaching. THE TEACHING PROFESSION EDUC 55 R.A. 9293 - amendment of R.A. 7836 Units = 18 units for Unit Earners Special Permit – granted to individuals who are: a. internationally acclaimed b. did not take LET, but took PBET
