KANSAS CITY MISSOURI POLICE DEPARTMENT DATE OF ISSUE EFFECTIVE DATE NO. PROCEDURAL INSTRUCTION 03-22-2017 03-22-2017 17-08 SUBJECT AMENDS Armed/Potentially Dangerous Subjects REFERENCE RESCINDS P.I. Police Radio Communications P.I. 11-2 *I. INTRODUCTION An armed/potentially dangerous subject computer inquiry response is for officer safety purposes only and, in and of itself, does not provide reasonable suspicion or probable cause. This procedural instruction establishes criteria upon which the armed/potentially dangerous subject classification is based and procedures for requesting subjects be classified and entered in the computer as armed/potentially dangerous subject. *II. TERMINOLOGY A subject is to be considered potentially dangerous because he/she has exhibited one or more of the following traits: A. Armed - A subject who has been known to use or threaten an officer with a weapon and/or has been arrested in connection with a violent criminal act where a weapon was used. B. Obstructing and Resisting an Officer - A subject who has physically hindered, obstructed, or resisted arrest. C. Assaultive - A subject who has assaulted a properly identified department member. D. Prior Criminal History - A subject, with a prior record for violence, who has made verbal or written threats against an officer which the officer believes to be valid. III. PROCEDURES *A. If a member or unit/section has information about a subject and believes the subject should be listed in the computer files as armed/potentially dangerous subject, based on the definition shown above, they will complete an Interdepartment Communication, Form 191 P.D. 1. The Form 191 P.D., will outline the nature of the request and the circumstances involved justifying the request. Example sources for this information may be other police officers, records/reports, or information from outside law enforcement agencies. 2. The Form 191 P.D., will then be forwarded through the reporting officer’s chain of command to the Records Unit Commander for final approval. *B. Upon approval of armed/potentially dangerous subject designation the Records Unit Commander will ensure the information is forwarded to the Real Time Section for entry into REJIS, RMS and the Perpetrator Information Center (PIC) to be flagged in REJIS. *C. The classification armed/potentially dangerous subject is confidential, for law enforcement use only, and will not be released to the public or written in any report that may be released to the public.
