Voting or Suffrage ✔ Is a privilege and right given to every Filipino Citizen. ✔ It is responsibility that every Filipino is expected to fulfill in earnest. ✔A Filipino is given the opportunity to be directly involved in the affairs of the nation and have a stake in national interest. E L E CT I O N WHOM SHOULD I VOTE FOR? A FILIPINO will most certainly be met with a barrage of consideration in choosing his/her candidates. There are however, some basic consideration that should be taken more critically than others. E L E CT I O N WHY IS IT IMPORTANT TO CHOOSE GOOD LEADER? ✔ Candidates who eventually get elected gain access to vital and substantial government resources which belong to the people, to us. E L E CT I O N WHY IS IT IMPORTANT TO CHOOSE GOOD LEADER? ✔ Candidates who eventually get elected gain access to vital and substantial government resources which belong to the people, to us. E L E CT I O N WHY IS IT IMPORTANT TO CHOOSE GOOD LEADER? ✔ The leaders we elect to public office are perhaps the most visible role models that our youth see every day. E L E CT I O N WHY IS IT IMPORTANT TO CHOOSE GOOD LEADER? ✔ It is important for us to vote for good leader since they are the ones primarily responsible in uniting our people. WHAT IS ELECTION? WHAT IS ELECTION? Election is the means by which the people choose their officials for definite and fixed periods. E L E CT I O N WHY IS THE RIGHT OF SUFFRAGE? Suffrage is the human right to vote and for the Philippines is indicated in three documents: ✔ Universal Declaration of Human Rights (UDHR) ✔International Covenant on Civil and Political Rights ✔Philippine Constitution E L E CT I O N UNDER THE OVERSEAS ABSENTEE VOTING LAW Filipino Citizen abroad 18-year-old and above on the day of elections Immigrants with affidavit of intent to resume residence in the Philippines Permanent residents with affidavit of intent to resume residence in the Philippines. E L E CT I O N WHO ARE DISQUALIFIED TO VOTE IN THE PHILIPPINE ELECTION? The following are disqualified (by Law) from Voting: Person sentenced to be imprisoned for not less than one year. Person found to have committed rebellion, sedition, violation of the anti-subversion and firearms laws, or any crime against national security or involving disloyalty to the government. Insane or incompetent person What are the Powers and Function of the National and Local Officials whom we vote for? EXECUTIVE Control of all Executive department and all implementing agencies of the Government. Appointment of high officials in the government (head of executive National Level: President Vice President departments / cabinet member, 1 District Representatives Provincial Level: Governor ambassadors, public minister City/Municipal Level: Barangay Level: Mayor Punong Barangay (PB) consul, officers of armed forces) What are the Powers and Function of the National and Local Officials whom we vote for? LEGISLATIVE National Level: 12 Senators (24) 1 Partylist Group Provincial Level: Vice Governor Members of Sanguiniang Panlalawigan City/Municipal Level: Vice Mayor Members Sanguiniang Panlungsod (City) or Bayan Stature making, Constitution Barangay Level: (Municipal) Members of Sanguniang making and amending of Barangay Sanguniang Kabataan Chair constitution. Appropriation/Financial Function Oversight Function Legislative and Executive Law-making Process In the legislative process, the President can either approve or veto a law passed by Congress. It would require two- thirds (2/3) vote by the Legislative body to finally pass the vetoed version into law. At the local level, chief executives can also veto any ordinance on the ground that it is prejudicial to the public. In turn, the Sanggunian or the local legislative body can override the veto, also by two- thirds (2/3) vote of the whole Sanggunian. Every 2nd Monday of MAY for National and Local Elections 6 Years Term: President, Vice President and Senators 3 Years Term: Representatives, Provincial, City and Municipal Officials Every Last Monday of OCTOBER with 3 Years term for Barangay and SK Officials Every Three (3) Years from March 1993 for ARMM/BARMM Election VOTER’S REGISTRATION VO T E R ’ S R E G I S T R AT I O N Refers to the act of accomplishing and filing of a sworn application for registration by a qualified voter/s. Why should I Register? To have the opportunity to choose our leader. REQUIREMENTS FOR R E G I S T R AT I O N One must be: ✓ A Filipino Citizen ✓ At least Eighteen (18) years old ✓ A resident of the Philippines for one year and of the city or municipality wherein the proposes to vote for at least six months immediately preceding the election ✓ Not otherwise disqualified by Law VA L I DAT I O N O F R E G I S T R AT I O N A Process wherein fingerprint of the voter would be captured electronically at no expense to the voter. W here sh o u ld I registe r? Commission on Election (COMELEC) City/Municipal Office Where should I validate my registration? Barangay Hall/Office How do I go about transferring my registration? You may apply with the Election officer of new residence for the transfer of your registration records. You will be asked to accomplish 6 application or apply online. Your VOTE… Our Future. VOTING PRACTICES By Popularity By Vote Buying PHILIPPINES The Philippines is a REPUBLICAN and DEMOCRATIC STATE. Sovereignty resides in the people and all government authority emanates from them. ✓ We ELECT our Officials Directly ✓ Officials serve for FIXED terms ✓ Official are directly ACCOUNTABLE to the people PHILIPPINE GOVERNMENT (Carries out the Law) (Evaluate the Law) (Makes the Law) EXECUTIVE BRANCH ✓ Implements and Monitor Programs and Projects ✓ Provides Basic Services ✓ Performs ceremonial Function Action Oriented LEGISLATIVE BRANCH ✓ Reviews and Evaluates proposals, position papers ✓ Conduct research on proposed bills and position papers ✓ Consult experts ✓ Defends and analyses proposed bills Analyst JUDICIAL BRANCH ✓ XXXXXXXXXXXXXX XXXXX QUALITIES SHOULD I LOOK FOR? ✓ XXXXXXXXXXXXXX R I G H T QUALITIES SHOULD I LOOK FOR? R IGHTEOUS GOVERNANCE How does your candidate decide on issues? How does he lead his family, constituents? Does he/she make decisions that promote justice, righteousness and peace for all law-abiding Filipino? Or does he/she decide based on what is convenient for him/her. Does he/she use his influence as a platform for governing with prudence and foresight for the good of many? A candidate who governs righteously does not accept or offer bribes, and leads an example of eradicating graft and corruption with his area of influence. QUALITIES SHOULD I LOOK FOR? I NTERGRITY A person on integrity is not a perfect individual; rather he or she is someone who desires to be accountable to those he leads. His walk should match his talk, and his public image must not be a result of a clever media makeover, but should be based on a solid character of trustworthiness. If and when he/she makes wrong decisions, he/she must be willing to take responsibility for it and not put the blame on his predecessors or other people. A candidate with integrity will also look for positive solutions to problems without promoting himself/herself. QUALITIES SHOULD I LOOK FOR? G IFTEDNESS A Candidate for a public office must have the qualification and abilities necessary to carry out his/her responsibilities successfully. A candidate needs more than an impressive pedigree or diplomas, but must also have the strengths, personality traits and innate capabilities needed to serve in the particular office he/she seeks to serve in. Some candidates will be good as executives but will make for mediocre lawmakers or legislators, and vice versa. Others will be great managers, but will not be as effective in drug busting. Still others are visionaries who can be inspire greatness in those they lead, but will fail as implementers of their dreams. Be careful in voting for a previously successful public official. Study the new position he or she is seeking to fill. QUALITIES SHOULD I LOOK FOR? H EART How is your candidate’s heart for God, for people and for our nation? Does he/she see himself/herself as answerable not only to people, but to someone infinitely higher than him/her? The heart, in my opinion, is the most important characteristic not only of a leader but also of every single citizen of this country. This is true because the heart of the problem of this nation is the problem of the heart. Genuine change should come from the inside out. Yes, all of us are already tired of lawlessness. Yet, many of us contribute to this lawlessness. Have you tried driving in manila? Have you crossed EDSA as a pedestrian? All of us, not only our politicians, need to be reformed. To have genuine reform Jesus said, “I am the way…” QUALITIES SHOULD I LOOK FOR? T RACK RECORD Look for your candidate’s track record in a previously held public office, or if he/she is entering politics for the first time, consider how this candidate has proven himself/herself in his chosen profession or area of expertise before running for office. You need to also be informed about your candidate’s track record in the other points of the guidelines I have just explained to you. Do you see a good pattern of righteous governance, integrity, giftedness and heart? If you do, then your candidate is one leader you should vote for and support. VALUE OF YOUR VOTE Equal chance for a vote, whether rich or poor Guaranteed opportunity to participate It is Priceless! YOUR VOTE WILL MEAN: Better services for the executive Better policies and laws for the legislative A brighter future for us, Filipinos. WHAT MUST WE DO?
