The National Service Training Program (NSTP) Act of 2001 (R.A. 9163) was enacted in response to public clamor for reforms in the Reserved Officers Training Corps (ROTC) Program. It was signed into law by Pres. Macapagal Arroyo , 2001. CHED, TESDA, AND DND- for implementation in all tertiary institutions https://nstp.upd.edu.ph/ 08/24/2024 3 Rule 1-Guiding Principle 4 Rule 1-Guiding Principle 1. “In the recognition of the vital role of the youth in nation- building, the state shall promote civic consciousness among them and shall develop their physical, moral, spiritual, intellectual, and social well-being. In pursuit of these goals, the youth, the most valuable resource of the nation, shall be motivated, trained, organized, and mobilized in military training, literacy, civic welfare, and other similar endeavors in the service of the nation. 5 Rule 2- Section 3: Definition of Terms 1) What is NSTP? The National Service Training Program (NSTP) aimed to enhance civic consciousness and defense preparedness in the youth by developing the ethics of service and patriotism while undergoing training in any of its program components. 6 2) “Reserve Officers’ Training Corps (ROTC)” is a program institutionalized under sections 38 and 39 of Republic Act No. 7077 designed to provide military training to tertiary-level students to motivate, train, organize, and mobilize them for national defense preparedness. 7 3) “Literacy Training Service (LTS)” is a program designed to train students to become teachers of literacy and numeracy skills to school children, out-of-school youth, and other segments of society in need of their service. 4) “Civic Welfare Training Service (CWTS)” refers to a program or activities that contribute to the general welfare and the betterment of life for the community members or the enhancement of its facilities, especially those developed to improve health, education, environment, entrepreneurship, safety, recreation, and morals of the citizenry. 8 9 Joint orientation for all NSTP enrollees Presentation of the common modules for 25 hours Gender Issues and Concerns; Environmental Care and Protection; Citizenry Training; Drug Education; Disaster Awareness Preparedness and Management; Peace Education and National Security 10 Rule 3- Coverage Section 4- Program Implementation Requirement for all freshmen in any baccalaureate programs or two-year technical-vocational or associate courses Exemptions : o graduates of a baccalaureate course or two-year course who pursue enrolling in another or additional course o Students who have completed any of the three components but are considered as freshmen to the course where they transferred or shifted 11 12 13 Rule- 3 Establishment of the National Service Training Program There is hereby established a National Service Training Program (NSTP), which shall form part of the curricula of all baccalaureate degree courses and at least two (2) year technical – -vocational courses and is a requisite for graduation, consisting of the following service components: -The Reserve Officers’ Training Corps (ROTC), which is hereby made optional and voluntary upon the effectivity of this Act. -The Literacy Training Services (LTS); and - The Civic Welfare Training Service (CWTS) 14 Rule- 6. Duration and Equivalent Course Unit Each of the aforementioned NSTP program components shall be undertaken for an academic period of two (2) semesters. o Each NSTP component shall be undertaken for an academic period of two (2) semesters and credited for three (3) units per semester for 54-90 training hours per semester 15 o Earned NSTP units shall not be included in the computation of GPA grades of college-graduating students o Graduates of the ROTC component of the NSTP shall form part of the Citizen Armed Force pursuant to RA 7077,subject to the requirements of the DND 16 o Graduates of the non-ROTC components of the NSTP shall belong to the National Reserve Service Corps (NSRC) who could be tapped in case of emergencies o NSTP Classes shall be held every Saturday which shall commence after the presentation of the 25-hour common modules o Once the student has been enlisted in a specific NSTP component , he/she shall be enrolled in the same component during the second semester 17 Rule 7- NSTP Offering in Higher and Technical- Vocational Educational Institutions All higher and technical-vocational institutions, public and private, must offer at least one of the program components: Provided, That State universities and colleges shall offer the ROTC component and at least one other component as provided herein: Provided further, That private higher and technical-vocational education institutions may also offer the ROTC if they have at least three hundred and fifty (350) cadet students. 18 Reference: Republic Act.
