NATIONAL SERVICE TRAINING PROGRAM 1935 – Commonwealth Act No.1, also known as “National Defense Act” was passed into law. Mandating male college students to render 2 years of military training to be reserved cadets for the national defense of the Philippines. August 08, 1980 – amended Commonwealth Act No.1 that gave existence to Presidential Decree No. 1706 (National Service Law). Mandating all Filipino to undergo national service in their tertiary education under any of the three components; Civic Welfare Service (CWTS), Law Enforcement Service (LES); or Military Service (MS). 10 U N I T 1: I N T ROD UC TION TO N ST P AN D N ST P L AW Presidential Memorandum Order no.1 of Late President Corazon Aquino – suspended national service law and changing it to Basic Reserve Officer Training Corps (ROTC). 1991 – The ROTC was modified to Expanded ROTC program through the implementing rules and regulation of Republic Act no. 7077. 11 U N I T 1: I N T ROD UC TION TO N ST P AN D N ST P L AW U N I T 1: I N T ROD UC TION TO N ST P AN D N ST P L AW THE NSTP LAW RA 9163 The NSTP was established by virtue of RA 9163 also known as the National Service Training Program Act of 2001. An act establishing the NSTP for tertiary-level students, amending for the purpose of RA 7077 and PD 1706 for other purposes. As provided in the law, the National Service Training Program (NSTP) is a program aimed at enhancing civic consciousness and defense preparedness in the youth by developing the ethics of service and patriotism while undergoing training in any of its three (3) program components. Its various components are specially designed to enhance the youth’s active contribution to the general welfare. 13 U N I T 1: I N T ROD UC TION TO N ST P AN D N ST P L AW U N I T 1: I N T ROD UC TION TO N ST P AN D N ST P L AW THE THREE COMPONENTS OF NSTP NATIONAL SERVICE TRAINING PROGRAM THREE COMPONENTS OF NSTP Reserve Officers’ Training Corps (ROTC) Designed to give military training to tertiary level students. Patriotism Discipline Protection 15 U N I T 1: I N T ROD UC TION TO N ST P AN D N ST P L AW THREE COMPONENTS OF NSTP Literacy Training Service (LTS) A program designed to train students to become teachers of literacy and numeracy skills to school children, out of school youth, and other segments of society in need of their service. Drug Education – explores the harmful effects of dangerous drugs and ways to prevent drug abuse and addiction. Disaster Risk Reduction and Management – highlights various individual and community preparedness actions to mitigate the harmful effects of disasters. National Security Concerns – enumerates and examines various internal and external issues and concerns related to the protection of the security of the state. THE NEUST NUEVA ECIJA UNIVERSITY OF SCIENCE AND TECHNOLOGY Started in June 1908 Vocational school at the Wright Institute In San Isidro, Nueva Ecija JUNE 9, 1929 It continued its operation at San Isidro, Nueva Ecija with its new name; NUEVA ECIJA TRADE SCHOOL (NETS) June 7, 1931 Trade school was transferred to Cabanatuan City Enrolment increased 21 THE NEUST September 6, 1945 Trade school was reopened Rehabilitation program took place. June 8,1948 a course in dressmaking was opened and female students were admitted in the school May 8, 1953 NETS was converted into the Central Luzon School of Arts and Trades (CLSAT) Republic Act No. 845 Recognized as the center of manpower/vocational training in the whole region 22 THE NEUST June 18, 1964 CLSAT was converted into the Central Luzon Polytechnic College (CLPC) Republic Act No. 3998 President Diosdado Macapagal 34 years later CLPC was converted into the Nueva Ecija University of Science and Technology (NEUST) President Gemiliano C. Calling Converted as specialized university Republic Act No. 8612 23 THE NEUST February 19, 1998 The Bill converting CLPC to NEUST was signed Forwarded to President Fidel V. Ramos on February 24, 1998 Lapsed into law on March 27, 1998 July 5, 2006 DR. CALLING term as the first university president August 5, 2007 DR. HILARIO C. ORTIZ has formally sworn as the second university president. 24 THE NEUST August 4, 2011 Atty. Hilario C, Ortiz, Ph. D. was again given another four-year term as University President. February 10, 2016 Dr. Feliciana P. Jacoba was appointed as the third university president. 2019 -2024 Dr. Feliciana P. Jacoba was re-appointed as the university president. 2024 Dr. Rhodora R.
