NEOLIBERALISM 2 AGENDA WHAT IS NEOLIBERALISM…. UNDERSTANDING NEOLIBERALISM…. CHARACTERISTICS OF NEOLIBERALISM.. CRITISICMS OF NEOLIBERALISM.. WHAT ARE THE EFFECTS OF NEOLIBERALISM WHAT IS NEOLIBERALISM? - NEOLIBERALISM IS A POLICY MODEL THAT ENCOMPASSES BOTH POLITICS AND ECONOMICS. IT FAVORS PRIVATE ENTERPRISE AND SEEKS TO TRANSFER THE CONTROL OF ECONOMIC FACTORS FROM THE GOVERNMENT TO THE PRIVATE SECTOR - MANY NEOLIBERAL POLICIES CONCERN THE EFFICIENT FUNCTIONING OF FREE MARKET CAPITALISM AND FOCUS ON LIMITING GOVERNMENT SPENDING, GOVERNMENT REGULATION, AND PUBLIC OWNERSHIP. UNDERSTANDING MORE ABOUT NEOLIBERALISM IDEOLOGY AND POLICY MODEL THAT EMPHASIZES THE VALUE OF FREE MARKET COMPETITION. ALTHOUGH THERE IS CONSIDERABLE DEBATE AS TO THE DEFINING FEATURES OF NEOLIBERAL THOUGHT AND PRACTICE, IT IS MOST COMMONLY ASSOCIATED WITH LAISSEZ-FAIRE ECONOMICS. LAISSEZ-FAIRE ECONOMICS IS THE PHILOSOPHY THAT MINIMAL STATE INTERFERENCE AND PARTICIPATION IN THE ECONOMY WILL MAXIMIZE ECONOMIC GROWTH AND PROSPERITY. UNDERSTANDING MORE ABOUT NEOLIBERALISM NEOLIBERALISM IS OFTEN CHARACTERIZED IN TERMS OF ITS BELIEF IN SUSTAINED ECONOMIC GROWTH AS THE MEANS TO ACHIEVE HUMAN PROGRESS, ITS CONFIDENCE IN FREE MARKETS AS THE MOST- EFFICIENT ALLOCATION OF RESOURCES, ITS EMPHASIS ON MINIMAL STATE INTERVENTION IN ECONOMIC AND SOCIAL AFFAIRS, AND ITS COMMITMENT TO THE FREEDOM OF TRADE AND CAPITAL. NEOLIBERALISM IS SOMETIMES CONFUSED WITH LIBERTARIANISM. HOWEVER, NEOLIBERALS TYPICALLY ADVOCATE FOR MORE GOVERNMENT INTERVENTION IN THE ECONOMY AND SOCIETY THAN LIBERTARIANISM. FOR EXAMPLE, WHILE NEOLIBERALS USUALLY FAVOR PROGRESSIVE TAXATION AT LOW RATES, LIBERTARIANS TEND TO ADVOCATE FOR A LOW FLAT TAX OR TOTAL ELIMINATION OF INCOME TAXES. THE TWO OFTEN DIFFER PHILOSOPHICALLY AS WELL. WITH LIBERTARIANS FOCUSED ON ECONOMIC FREEDOM AND RIGHTS, AND NEOLIBERALS MORE FOCUSED ON THE FREE MARKET ECONOMY AS THE WAY TO THE GOAL OF MORE GROWTH. UNDERSTANDING MORE ABOUT NEOLIBERALISM NEOLIBERAL IDEOLOGY AND POLICIES BECAME INCREASINGLY INFLUENTIAL, AS ILLUSTRATED BY THE BRITISH LABOUR PARTY’S OFFICIAL ABANDONMENT OF ITS COMMITMENT TO THE “COMMON OWNERSHIP OF THE MEANS OF PRODUCTION” IN 1995 AND BY THE CAUTIOUSLY PRAGMATIC POLICIES OF THE LABOUR PARTY AND THE U.S. DEMOCRATIC PARTY FROM THE 1990S. AS NATIONAL ECONOMIES BECAME MORE INTERDEPENDENT IN THE NEW ERA OF ECONOMIC GLOBALIZATION, NEOLIBERALS ALSO PROMOTED FREE-TRADE POLICIES AND THE FREE MOVEMENT OF INTERNATIONAL CAPITAL (NEOLIBERAL GLOBALIZATION). UNDERSTANDING MORE ABOUT NEOLIBERALISM THE CLEAREST SIGN OF THE NEW IMPORTANCE OF NEOLIBERALISM, HOWEVER, WAS THE EMERGENCE OF LIBERTARIANISM AS A POLITICAL FORCE, AS EVIDENCED BY THE INCREASING PROMINENCE OF THE LIBERTARIAN PARTY IN THE UNITED STATES AND BY THE CREATION OF ASSORTED THINK TANKS IN VARIOUS COUNTRIES, WHICH SOUGHT TO PROMOTE THE LIBERTARIAN IDEAL OF MARKETS AND SHARPLY LIMITED GOVERNMENTS. ALTHOUGH THE TERMS ARE SIMILAR, NEOLIBERALISM IS DISTINCT FROM MODERN LIBERALISM. BOTH HAVE THEIR IDEOLOGICAL ROOTS IN THE CLASSICAL LIBERALISM OF THE 19TH CENTURY, WHICH CHAMPIONED ECONOMIC LAISSEZ-FAIRE AND THE FREEDOM (OR LIBERTY) OF INDIVIDUALS AGAINST THE EXCESSIVE POWER OF GOVERNMENT. UNDERSTANDING MORE ABOUT NEOLIBERALISM THAT VARIANT OF LIBERALISM IS OFTEN ASSOCIATED WITH THE ECONOMIST ADAM SMITH, WHO ARGUED IN THE WEALTH OF NATIONS (1776) THAT MARKETS ARE GOVERNED BY AN “INVISIBLE HAND” AND THUS SHOULD BE SUBJECT TO MINIMAL GOVERNMENT INTERFERENCE. BUT LIBERALISM EVOLVED OVER TIME INTO A NUMBER OF DIFFERENT (AND OFTEN COMPETING) TRADITIONS. NEOLIBERALISM VS. LIBERALISM NEOLIBERALISM - NEOLIBERALISM IS ESSENTIALLY AN ECONOMIC IDEOLOGY. THE POLICIES OF NEOLIBERALISM ARE MORE NARROWLY FOCUSED AND ARE PRIMARILY CONCERNED WITH MARKETS AND THE POLICIES AND MEASURES THAT INFLUENCE THE ECONOMY. LIBERALISM - LIBERALISM IS A BROAD POLITICAL PHILOSOPHY. IT HOLDS LIBERTY TO A HIGH STANDARD AND DEFINES ALL SOCIAL, ECONOMIC, AND POLITICAL ASPECTS OF SOCIETY, INCLUDING THE ROLE OF GOVERNMENT. CHARACTERISTICS OF NEOLIBERALISM CHARACTERISTICS OF 11 NEOLIBERALISM Minimizing government control of industry and boosting private sector ownership of business and property Free market capitalism and the efficient allocation of resources A reduction in union power and greater flexibility in employment Less government control over economic activity to enhance the efficient functioning of the economy Free enterprise, competition, deregulation, and the importance of individual responsibility 12 CRITICISMS OF NEOLIBERALISM CRITICISMS OF 13 NEOLIBERALISM MISGUIDED FREE MARKET APPROACH TO PUBLIC SERVICES adopting a free market approach in health and education can lead to an increase in inequality and the underfunding of resources necessary for the long-term well-being and viability of an economy. MONOPOLIES Policies associated with neoliberalism are thought by some to encourage the presence of monopolies, which increase the profits of corporations at the expense of benefits to consumers. INCREASED FINANCIAL INSTABILITY capital deregulation has led to an increase in financial instability including economic events that, at times, have sent shockwaves around the world. In fact, an International Monetary Fund (IMF) report on neoliberalism reveals that an increase in capital flows has been a factor in the increased risk of adverse economic cycles CRITICISMS OF 14 NEOLIBERALISM INEQUALITY Studies suggest that neoliberal policies increase inequality. This inequality can hinder the long-term growth prospects of an economy. On one end of the spectrum, those who earn a low income have limited spending power. At the same time, those who become richer have a higher propensity to save GLOBALIZATION Neoliberalism's emphasis on economic efficiency has encouraged globalization, which opponents say causes factories to be closed and jobs to be moved overseas. WHAT ARE THE EFFECTS OF 15 NEOLIBERALISM? 1. Economic Growth and Inequality Positive Effects: Neoliberalism has been credited with stimulating economic growth and increasing efficiency in markets. By promoting competition and reducing barriers to trade, it has led to technological innovation and increased economic opportunities in many regions. Negative Effects: The benefits of this growth have often been unevenly distributed, leading to increased economic inequality. Wealth tends to accumulate at the top, while lower-income groups may see minimal gains. This growing disparity can exacerbate social tensions and reduce overall social mobility. 2. Deregulation and Financial Markets Positive Effects: Deregulation of financial markets can lead to increased investment and economic dynamism. It can also reduce bureaucratic red tape, allowing businesses to operate more efficiently. Negative Effects: Lack of regulation can result in financial instability and crises, as seen in the 2008 global financial crisis. Increased risk-taking and speculative behavior can jeopardize economic stability and lead to significant economic downturns. WHAT ARE THE EFFECTS OF 16 NEOLIBERALISM? 3. Social Welfare and Public Spending Positive Effects: Reducing government spending can potentially lower taxes and foster economic growth. Negative Effects: Cuts to social welfare programs can lead to a decrease in public support for vulnerable populations, including the elderly, unemployed, and low-income families. This can exacerbate poverty and social inequality. 4. Political and Democratic Implications Positive Effects: Neoliberalism can promote political stability by fostering economic growth and reducing state intervention. Negative Effects: The emphasis on market solutions can lead to a reduced role for democratic institutions in shaping policy. Decisions may be increasingly influenced by corporate interests rather than public will, leading to democratic deficits and diminished public accountability. KEY POINTS 17 Neoliberal policies typically support fiscal austerity, deregulation, free trade, privatization, and a reduction in government spending. Neoliberalism is often associated with the economic policies of Margaret Thatcher in the United Kingdom and Ronald Reagan in the United States. There are many criticisms of neoliberalism, including its potential danger to democracy, harm it causes to workers' rights, and that it structures society and the economy around markets that are far less rational than assumed. It's also been accused of giving corporations too much power and worsening economic inequality. Neoliberalism are more narrowly focused and are primarily concerned with markets and the policies and measures that influence the economy Liberalism, It holds liberty to a high standard and defines all social, economic, and political aspects of society, including the role of government. neoliberalism is often characterized in terms of its belief in sustained economic growth as the means to achieve human progress Laissez-faire economics is the philosophy that minimal state interference and participation in the economy will maximize economic growth and prosperity.
