Appendix I- Rapid intervention and Maydays- July 1, 17 A designated and structured Rapid Intervention (“are not rapid”) required anytime there is an IDLH personnel are operating in Command officer must adjust to the, “incident within the incident”, and rapid notification those recognizing they are in trouble MayDay will be a drain to an incident emotionally, mentally, physically and to incident resources MAYDAY is most quickly resolved by self rescue with help of companies close by Personnel should PAUSE (reduce noise and gather self), LOOK, LISTEN and LIGHT framework for thinking when a MAYDAY is sounded LIGHTs at any egress point to provide visual cues for the downed firefighter orientate to an exit point During a MAYDAY the most important tool is a prepared fire fighter able to execute a tough mission 4 Tiered Approach to Rapid Intervention Team- allows for balance (mission effectiveness) and scalability (rapid intervention capability) 1) 2 out on scene ready to act, staged at entry point unless known life hazard 1 member must maintain contact with entry team visually, verbally or by radio (Only Focus) 2nd member work on exterior with ladders and pushing hose in full PPE with SCBA immediately available 2) RIC- relieves 2 out so they can assume normal duty, ready for rapid intervention duties, forms the initial component of the RIG Rapid intervention size up Must not engage in tasks, except necessary to save lives or prevent an emergency from happening 3) RIG- For structure Fires the RIG is completed by RID (1 aerial, 1 Squad, 1 ALS provider, second EMS transport unit) Other than structure fires the RIG will be formed by relevant special ops guidelines or IC 4) Special Teams Determined by IC on a case by case basis used in special ops context but maybe used on structure fires Policy General 1. Rapid intervention team required any time an IDLH is possible, likely or possible 2. IECS interior firefighters, tier 2 or higher leader must be FF3 preferably an officer 3. Supervisor can assign proactive tasks but must be ready for MAYDAY once the RIG has been assembled 4. EMS Resources- available to provide care sick or injured persons 5. Officers must have thermal imagers 6. Any unit dispatched after the initial alarm with RIT bag must bring it to the command post and leave it MAYDAY- MUST BE CALLED A. Entangled, trapped or pinned B. Fallen through roof or floor C. Flashover D. Off hose line or tag line in zero visibility E. Low air alarm activation can’t find exit F. MAYDAY must be initiated individuals meet criteria: (1) Situation That meets Mayday Criteria (2) witness someone else in MAYDAY situation (3) Any Person fails to respond multiple Radio calls during PAR Procedure 1. Initial Entry team (2 Interior FF, 1 IECS unit officer) must be formed prior to making entry in IDLH 2. Initial Entry team 2 Interior FF, 1 IECS unit officer 3. ENTER without 2 out with known and announced with life hazard 4. First arriving unit Officer- Entry without 2 out announce: 1. Units involved 2. Mission 3. Location 5. Life hazard resolved, back out and await the 2 out 6. Incident Report MUST INCLUDE 1. Why interior operation Started without 2 out 2. Why interior operations were delayed due to inability to form 2 out 7. Entry Team Operate outside IDLH until 2 out is formed 1) exposure 2) exterior attack 3) stretch hand lines to the boundary of the IDLH 1. 2 out Procedure/ Options- for meeting requirement A. Personnel on first arriving unit who exceed minimum staffing B. Qualified Personnel from other units C. Any Combination of Qualified Personnel D. Last Resort- EMS Unit E. MUST NOT- assign EMS unit with known patients 2. 2-out assist/rescue initial entry must transmit before making entry A. Advise of Problem B. Notification before taking action 3. 2-out prepared to perform tasks and resume normal responsibility once relived by RIC- preferred method is face to face RIC and RIG Procedures 1. RID dispatched by ECC, identified by ECC or unit officer 2. Non-structure fires- IC determines tier of rapid intervention 3. 5th due Engine- RIC- Officer is RIG supervisor unless IC Changes 1. plan/ advise of plan 2. Cover critical talk groups including Oscar 3. Notify of IC of needs 4. 1 team always ready 5. Personnel improve egress without creating flow paths 4. Stage at nearby entrance and notify command 5. Must have hand-line ready 6. RIC Officer Conduct Scene Assessment 7. RIC + RID = RIG 8. Stage outside collapse zone and monitor for collapse or cats 9. FOUR PRIMARY PLANNING CONSIDERATIONS FOR RIG A. SEARCH for MAYDAY with clearly marked path to MAYDAY B. PROTECT- firefighters in distress from fire or falling debris C. PREPARE BUILDING- egress, enlarge openings or other activities D. EXTRICATION- after contact assessment is made 10. RIG must not engage until IC orders 11. EMS Responsible Occupants or Injured Firefighters STEPS OF MAYDAY a) Inform someone nearby of the emergency b) MAYDAY 3x (push to talk) c) LUNAR or ULUNAR d) Attempt Self Rescue- (don’t wait for rapid intervention team) e) Attempt to depress EB button- (don’t delay self rescue) f) Activate PASS EB no voice- ECC notify command, IC will attempt personnel 1x, No answer assumed working in IDLH, IC consider a MAYDAY NON- MAYDAY Personnel A. Pause, Look, Listen, Light- Personnel may take immediate action to relieve MAYDAY and communicate that action and location to supervisor. This action may not cause them to leave there assigned position B. Small Recon Team 1. Locate- use last known location and make assumptions of likely location 2. Mark-Location in obvious way 3. Provide Air- Carry RIT pack 4. Prepare- for extrication securing air pack/RIT pack 5. Plan- protection and extrication Command Procedures A. Declare Radia silence B. Determine location C. Order PAUSE, LISTEN, LOOK, LIGHT D. Poll units in location to assist with mitigating the MAYDAY E. Develop/ communicate action plan F. Assign RIG as needed G. Reassure MAYDAY Person, help Identify location 1. IC doesn’t acknowledge units hearing the MAYDAY Alert Command 2. IC or Designee, RIG Super Switch to FDTA if transmitted on FDTA 3. ECC 15 min notifications after Mayday and rotate rapid intervention crews 4. Any fire fighter unaccounted for during PAR, division/group not responding during PAR will be considered a MAYDAY 5. IC will announce MAYDAY has been resolved and conduct a PAR starting with personnel in most hazardous location
