Introduction** | | | | This is an order to give guidance to the SBA Police Service in | | respect of: | | | | - Wearing of summer and winter uniform | | | | - Dress and general appearance of members of the Service | | | | - Dress on special occasions | | | | - Wearing of jewellery | | | | - Parading and briefing | +-----------------------------------------------------------------------+ | **2. Wearing of uniform** | | | | Members of the SBA Police will wear uniform only when on duty and | | when travelling to and from duty, subject to any restrictions which | | may from time to time be imposed regarding the wearing of plain | | clothes outside the SBAs. Items of uniform must not be worn by Police | | officers when they are off duty, or with civilian clothing, | | especially when travelling to and from duty. Members of the Service | | must not travel in part uniform/part civilian clothing. If a member | | of the Service wishes to travel to and from duty in plain clothing, | | he/she may do so. | | | | As a rule, the following guidelines should be adhered to: | | | | - Chief Inspectors and above -- To wear the navy-blue trousers / | | skirts and the white shirt on the top. It will be up to the | | individual officer whether they wear short or long sleeves white | | shirt. Ties should be worn if wearing jumpers or jackets / | | tunics. Blacks to be worn for operations if appropriate. | | | | - Uniform officers (irrespective of their role) -- Inspectors and | | below rank to wear the black uniform as shown in the appendices | | (trouser and T shirt). SBA Police badge should be placed on the | | left side and the word 'POLICE' at the back. A Velcro with the | | rank and the number will be placed on the right side of the | | sleeve. There should be no different insignia for firearms, SOCO, | | CSI, etc. on each t-shirt or sweatshirt in our effort to avoid | | elitism, for consistency purposes and for cost-effectiveness. | | Shoes/Boots should be the issued ones. | | | | - Authorised Plain Clothes officers (CID / OIU) -- These officers | | should wear the plain clothes dress code as per Appendix A. | | | | - Tunic and trousers will be issued / worn for all officers during | | ceremonial duties. | | | | **[Hats/Baseball caps]**: | | | | Hats/Baseball caps will be worn always when in uniform outdoors. This | | means Operational Police Officers/Shift workers will be wearing the | | baseball cap or the police hat along with the black uniform when they | | will be outdoors. | | | | This applies on any outdoor activity on any public road i.e. dealing | | with Road Traffic Collisions, traffic control duties, attending | | football matches, traffic campaigns, assistance to the public, | | official ceremonies, etc. There is no need for the Police Officers to | | wear the hats and/or baseball caps within a vehicle or near to | | aircraft runways. | | | | A more detailed description of Police uniform is shown in Appendix A | | (Page 16-37). | | | | The issued Police Baseball cap is to be worn by officers in the | | following circumstances: | | | | - By all Police Officers wearing the black SBAP operational uniform | | | | - By a PSU member as an alternative to helmet and upon directions | | by PSU Commander | | | | - By motor cyclists when alighted from the motorcycle to deal with | | the public or traffic | | | | - Officers performing Marine / Boat patrol duties | | | | - By officers when searching scenes or during football | | operations/any other operation on the directions of the Senior | | Management Team (SMT) | | | | The top of the cap is to be kept flat and the peak must not be bent | | down. Caps/hats and in general all parts of the uniform must be | | clean. Each officer is responsible for their own correct and smart | | appearance. All Policing Team and department Inspectors are to ensure | | that all Sergeants and Constables produce their uniforms for | | inspection at the times laid down for kit inspection. | +-----------------------------------------------------------------------+ +-----------------------------------+-----------------------------------+ | **(a) Name plate** | | | | | | A name plate will be worn by all | | | officers when they are in | | | official uniform and it should be | | | positioned centrally above the | | | left pocket of the jacket, or on | | | the radio loop above the left | | | pocket of the shirt and the same | | | on the woollen pullovers. In case | | | a medal or ribbon is to be worn | | | on the left, the name plate is to | | | be positioned as above, but on | | | the right-hand side. | | +-----------------------------------+-----------------------------------+ | **(b) Badge** | | | | | | The SBA Police badge is to be | | | positioned on the cap/hat in the | | | following way: | | +-----------------------------------+-----------------------------------+ | **Cap** | **Hat** | | | | | | ![](media/image3.jpeg) | +-----------------------------------+-----------------------------------+ | **(c) Lapel badges** | | | | | | Lapel badges will be fitted to | | | jackets | | | | | | and will be placed on the top | | | section of the | | | | | | lapel. The bottom point of the | | | star will | | | | | | be above the 'V' of the lapel and | | | | | | the fixing lugs will be | | | positioned 30 mm. | | | | | | above the 'V', as shown opposite. | | +-----------------------------------+-----------------------------------+ | **d) Epaulettes/Numerals** | | | | | | The epaulettes fitted with | | | numerals, SBA identity flash etc. | | | will be worn whenever an officer | | | is wearing a shirt or woollen | | | pullover on duty. Numerals will | | | be also fixed on the shoulders of | | | jackets as well. | | +-----------------------------------+-----------------------------------+ +-----------------------------------+-----------------------------------+ | **[Constables ]** | Fixing Lug for button | | | | | a\) The bottom edge of the | Fixing Lug on SBA | | numerals will be 15 mm from the | | | base of the epaulette, or the | Bottom of Numeral | | seam of the jacket. | | | | Fixing Lug for button | | b\) The SBA identity flash will | | | be fitted centrally above the | Fixing Lug on SBA | | numerals. The fixing lugs will | | | be 60 mm from the base of the | Fixing Lug on Chevron | | epaulette, or the seam of the | | | jacket. | Bottom of Numeral | | | | | c\) The fixing of the SBA Police | | | small button will be 120 mm | | | from the base of the epaulette. | | | | | | No button will be fixed on the | | | jacket. | | | | | | **[Sergeants ]** | | | | | | Paragraph a and c above applies. | | | | | | a\) The fixing lugs of the | | | Sergeants chevrons will be | | | positioned centrally above the | | | numerals and will be 60 mm from | | | the base of the epaulette. | | | These small chevrons will only | | | be placed on the epaulettes and | | | not on the jacket. The normal | | | cloth arm chevrons will | | | continue to be worn on jackets. | | | | | | b) | | | | | | When Sergeants chevrons are | | | fitted the SBA identity flash | | | will be positioned centrally | | | above the chevrons and the fixing | | | lugs of the SBA flash will be 85 | | | mm from the base of the | | | epaulette. On jackets the SBA | | | identity flash will be positioned | | | | | | as in para b, for Constables. | | +-----------------------------------+-----------------------------------+ | **[Inspectors (and above) | | | ]** | | | | | | No numerals or identity flash | | | will be fixed on the epaulettes | | | or the jackets of officers of the | | | rank of Inspector and above. For | | | the epaulettes to be used by | | | officers see Appendix E. | | | | | | The new SBA Police epaulettes | | | which were introduced lately are | | | more commonly used. They are more | | | practical as they have all | | | relevant lugs printed on them | | | instead which is a matter of | | | safety. The printed version | | | though exists only for the below | | | ranks starting from left to | | | right: Police Constable, Police | | | Sergeant, Police Inspector, Chief | | | Inspector. | | | | | | ![](media/image6.jpeg) | | | | | | **(e) Whistle and chain** | | | | | | Whistle and chain will be placed | | | in the left pocket of the jacket. | | | Part of the chain will be showing | | | from the pocket to the first | | | buttonhole of the jacket. Female | | | officers will carry their whistle | | | in handbag. | | | | | | **(f) Shoes** | | | | | | The correct footwear for officers | | | of all ranks who are on duty in | | | official uniform are the black | | | shoes as issued and for | | | operational Officers the black | | | boots. They are to be kept | | | brushed and polished all the | | | time. | | | | | | **(g) Handbags** | | | | | | Female officers are to use the | | | issued handbag whilst on duty in | | | uniform. | | | | | | **(h) Gloves** | | | | | | Black leather gloves may be worn | | | by all Constables and Sergeants | | | and brown leather gloves by | | | Officers of the rank of Inspector | | | or above. They may be worn in | | | cold weather at the discretion of | | | the individual Officer or on | | | ceremonial occasion as directed. | | | | | | **(i) Sunglasses** | | | | | | Only issued sunglasses may be | | | worn by male and female officers | | | whilst on duty. | | | | | | **(j) ASP Baton/ Quikkuffs** | | | | | | The ASP Baton and Quikkuffs which | | | are a 'less lethal option' will | | | be carried always by all uniform | | | officers when on duty. The ASP | | | baton will be secured in the | | | approved scabbard and will be | | | kept in the closed mode. It will | | | be located on the officer's | | | right-hand side (for left-handed | | | officers, on their left-hand | | | side) directly behind their | | | Quikkuff pouch, which will be | | | in-line with the trouser pocket. | | | | | | **(k) Pava spray/Taser** | | | | | | The Pava spray was introduced a | | | few years back (Standing Order | | | OP23 -- Personal Safety) as well | | | as the use of Tasers (Extended | | | Operational Deployment of Taser | | | for Operational Taser Officers -- | | | Policy July 2015). | | | | | | As per the policy, Tasers are to | | | be deployed with Category 1 | | | Trained Officers. They must | | | always be carried in holsters. | | +-----------------------------------+-----------------------------------+ | The Pava spray will be carried in | | | the appropriate issued pouch and | | | will be carried by appropriately | | | trained officers. | | | | | | **(l) Body worn video** | | | | | | The SBA Police currently use the | | | body worn camera RS3-SX (Standing | | | Order OP33-2017) and Police | | | Officers have been trained for | | | their use. Every trained Police | | | Officer must, when out on patrol, | | | have the said camera worn and | | | operate it when deemed necessary | | | in line with the standing order | | | OP33. The memory card of the said | | | video, in case of recorded | | | material, becomes an exhibit. It | | | is vital equipment which can | | | protect a Police Officer and can | | | be used as additional evidence at | | | court. | | | | | | A new version camera has recently | | | been purchased, RS2-X2, which | | | doesn't take a memory SD card and | | | operates with a special | | | application called DEMS 4 | | | (Digital Evidence Management | | | System). The camera connects with | | | a USB cable to a dedicated | | | computer which will operate DEMS | | | 4 and the data can be retrieved. | | | | | | ![](media/image8.jpeg) | | | | | | **(m) Stab Proof Vests and | | | covers** | | | | | | Operational Police Officers have | | | been issued with personal vests | | | (Body Armoury Policy 2017). All | | | wearers must consider the | | | principles of and undertake a | | | Dynamic Risk Assessment when | | | faced with a potentially violent | | | encounter. In doing so, they must | | | consider the risks, which may be | | | present with any unfamiliar | | | person, place or object | | | encountered. Body armour offers | | | both knife and spike protection | | | (KR1 and SP1) but not ballistic | | | protection. | | +-----------------------------------+-----------------------------------+ **(n) Woollen pullovers** ![](media/image11.jpeg) Woollen pullovers may be worn without a jacket in the following circumstances: i\. By officers on duty deployed on office or patrol duties. ii\. During training, except whilst parading. iii\. Under anorak and under high visibility jacket, at the discretion of the Duty Inspector. Woollen pullovers (with epaulettes) may be authorised by Inspectors during cooler periods, provided all Officers are dressed in the same manner. Ties should be worn when Officers wear woollen pullovers. **(o) Anoraks** Anoraks should be worn in wet or cold weather with epaulettes. They should be kept clean. Anoraks should be cleaned by careful washing in accordance with the manufacturer's instructions. They should not be dry-cleaned. Police Officers should wear a tie when they are wearing the Police anorak. **(p) High Visibility Jacket** High visibility jackets (heavy duty or lightweight) will be worn by Officers when engaged in traffic duties; in controlling or diverting traffic or at scenes of Road Traffic Collisions (RTC's). This is for self -protection and for promoting the good image of the SBA Police. **(q) Ceremonial Dress (No 1)** On ceremonial or important occasions directions will be given concerning dress code. Dress will be appropriate to season and will include: Male officers: jackets (tunic), trousers, ties, caps, plain black socks, black shoes, and white gloves. Female Officers: jackets (tunic), trousers, skirts, ties, hats, court shoes and white gloves. When such an order is given, relevant Inspectors will ensure that there is uniformity, and every officer is immaculately presented befitting the occasion. **(r) Medals/Ribbon** Medals will be worn during ceremonial, medal parades or important occasions if the order of dress is such and they should be placed centrally above the left pocket of the jacket. The ribbon should always be worn with the jacket and should be placed centrally above the left pocket of the jacket. In this occasion the name plate will be placed above the right pocket of the jacket. ![](media/image13.jpeg) -- -- -- -- **3. Care of uniform and equipment** Subject to Regulations, the uniforms and equipment issued to SBA Police shall not become the property of a member of the Service to whom they are issued and shall be handed back by them to the SBA Police on leaving the Service. Subject to Police Regulations, all ranks are responsible for the safe custody of their uniform clothing and for keeping it clean and in serviceable condition. When articles of clothing, accoutrements or any book, document, or other property of the SBA Police, issued to a member of the Service is lost or damaged or becomes unserviceable, a report must be submitted by the Officer concerned through the SMT to the Superintendent HQ for replacement. ***Extracts from Code of ethics standing order -- SO-D4*** ***5.6. Work and Responsibilities*** *5.6.2 Examples of meeting this standard are when you:* - *exercise reasonable care to prevent loss of life or loss or damage to the property of others (including police property)* - *address any feedback which indicates you are or may be falling short of standards.* - *carry out your duties and obligations with care, attention, and diligence, fulfilling them to the best of your ability.* - *ensure that accurate records are kept as required by relevant legislation and force policies and procedures.* ***5.9. Conduct*** *5.9.2 Examples of meeting this standard are when you:* - *maintain a high standard of appearance when at work, whether in uniform or plain clothes, unless your duties require otherwise.* ***7.1. Breaches of the Code*** *7.1.1 Breaches of the Code of Ethics will not always involve misconduct or require disciplinary proceedings. Breaches will range from relatively minor shortcomings in conduct, performance, or attendance through to serious misconduct and corruption. Different procedures exist according to the type of unprofessional behaviour or misconduct alleged.* *7.1.2 Relatively minor breaches of the Code may be simply and effectively dealt with through peer or team challenge. Others may require local management action -- for example, by a line manager. More significant failures may require formal action -- such as, in the case of police officers, the application of the Police Discipline Regulations.* Police warrant cards, or other identifying documents, entrusted to any member of the Service must always be carried and officers MUST immediately report the loss or damage of such via a report to the SMT. When Police Warrant cards are expired, they will be informed by the Professional Standards Department (PSD), who keep records of expiry dates in line with the vetting of each officer. **4. Dress in Court** Attendance in Court is a duty and Police Officers will see that they attend properly dressed. Members of the Uniform branch will always wear their normal uniform when attending the SBA Court unless they have permission from the SMT to wear civilian clothing. Members of the CID or OIU when attending any Court and members of the Uniform branch when they are called for evidence about their duties in a Republican Court will wear appropriate plain clothes, including a tie for male officers. The wearing of a jacket may be excused in hot weather. **5. Wearing of expensive jewellery, watches etc. whilst on duty** The attention of all members of the Service is drawn to the provisions of Para 22 and 23, Chapter 1, Section 3 of the SBAA General Orders which deals with the loss or damage to private -personal- property whilst on duty. Para 22*: 'Each member of the staff is responsible for the safety of their private property. Loss or damage occurring on official premises cannot be made good from public funds, except as provided for in the following paragraph'.* Para 23: *'When private property (other than money of luxury articles) of a member of the staff is lost or damaged in the course of and occasioned by employment and not by the negligence of the owner, and the loss or damage is not covered by insurance or any other provision for free replacement or repair, the Administration may, at its discretion, make an ex-gratia payment towards the cost of repair or replacement; but an ex-gratia payment in excess of £20 may only be made with the approval of the Ministry of Defence. Claims should be submitted to the Personnel & Works Officer for consideration.'* **6. General appearance/parading** Members of the Service in addition to caring for their uniform are expected to present a clean and tidy appearance whilst on duty or representing the SBA Police Service. It is the responsibility of the daily supervisors to ensure that officers under their supervision are dressed in accordance with this policy. Supervisors must ensure their appearance is of the highest standard if they are to gain the respect of their subordinates and properly lead them by example. +-----------------------------------------------------------------------+ | **7. Further guidance** | | | | The appendices that follow in this policy provide further guidance in | | respect of dress and appearance. | | | | **8. Acquisition and disposal of uniforms** | | | | Standing Order A26 deals with Store Accounting including acquisition | | and disposal of uniforms. | +-----------------------------------------------------------------------+ **Appendix A** **SBA POLICE DEPARTMENTAL UNIFORM (WHO WEARS WHAT, WHERE AND WHEN)** 1. **[Policing Teams]** (Shift pattern) Police Officers working on a shift pattern due to the high demand of operational duties imposed on them, will be wearing the black combat trousers, black boots, and the issued black T-shirt. If their officers are engaged in a special duty, court duties etc which necessitates a different mode of dress, that will be followed instead. 6. **[OIU (Office Intelligence Unit)]** This department follows the plain clothing dress code (civilian clothing) because of the duties and responsibilities imposed to the Officers. They should consider wearing smart casuals in the main, however during operations or events they should wear the appropriate clothing relating to the purpose of the operation and on the approval of their LM. OIU supervisors should consider wearing a more formal civilian dress code unless operational demand dictates otherwise. 7. **[CAT (Community Action Team)]** Police Officers of this team will have as a primary uniform the black combat trousers, boots, and black T-shirt/sweatshirt. In cases of anti-poaching related operations, the military/camouflage uniform will be worn along with all the necessary Police vest/equipment issued. The belt used for normal police duties will support thigh guards. 12. **[Helicopter duties ]** All officers employed on helicopter patrol duties must wear long trousers to cover legs and long sleeves to cover arms as well. SBA Police Officers will not be accepted onto the aircraft if they ignore this rule, which is also for personal safety in certain situations. Female officers should wear trousers. During summertime, the high visibility jacket with long sleeves on top of the shirt will be acceptable. 13. **[Maternity uniform ]** Maternity uniform will be issued upon request to female officers who are executing station duties during their pregnancy. The colour of the hair should reflect the professional image of the organisation and officers should avoid using provocative or unnatural colours like green, blue etc. 2. **[Jewellery ]** The wearing of jewellery is not compatible with the wearing of uniform as it can lead to injury to both, the wearer and the person being dealt with. The following jewellery may be worn discreetly: - **[Earrings:]** ONE pair of SMALL ear studs of any type if is fixed and not hanging for safety purposes. Colours should be compatible with the wearing of uniform. A minimum amount of light foundation makeup, discreet colour lipstick (not bright red) and mascara. Eyeliner should not be worn. Similar principles will apply to female officers engaged in civilian clothed duties. The ground rule is that they should present a good appearance which enhances the public trust, confidence, and respect. 4. **[Nails]** All Officers should give attention to the length and shape of their nails i.e., the only permitted nail shapes are square and round which do not extend more than 3 mm. This provision applies equally to civilian clothed officers unless permission is granted by the DCC for any variation in appearance. **2. [Facial Hair]** On the Executive Board meeting on 23/1/2019, it was agreed that Officer's will be allowed to grow facial hair under the following terms: - Officer's intending to grow facial hair should inform their respective SMT's in writing of their intention. - Facial hair should be kept neat and tidy. - Facial hair should not be dyed in conspicuously unnatural colours or be kept in funny or peculiar / fashion shapes. - Unshaven/stubbly appearance will be unacceptable, unless related to a genuine medical condition, or in the cases of a growing beard, on information. Officers are reminded that this policy does not give ground to officers for occasional shaving. Officers who attend duty unshaven, without a reasonable excuse, or those who violate these terms, maybe subject to discipline proceedings. It will be expected from supervisors to inspect the general appearance of their officers to ensure that they comply with the provisions of this Standing Order on appearance. **6. Each case must be considered on its merits. It will be for Superintendent HQ to consider whether the carrying of a tattoo by a candidate or serving officer might constitute a breach of the Code of Ethics. The nature, location, prominence, and appearance of tattoos will need to be considered against the overall requirements set out above. Tattoos and facial piercing become relevant if they could cause and/or invite provocation from members of the public or colleagues. Police Officers must not have or be liable to be perceived as having unacceptable attitudes towards other officers, minority groups or any other section of the community; or that they are aligned (or appear to be aligned) with a group which could give offence to members of the public or colleagues. A candidate with a tattoo that is rude, racist, sexist, sectarian, homophobic, violent or intimidating should not be accepted. **[According to College of Policing: ]** Independent research conducted by Ipsos Mori on behalf of the Police Federation of England and Wales in 2016 found that members of the public are largely accepting of Police Officers and staff with visible tattoos. Visible tattoos are unacceptable if they could reasonably be interpreted as discriminatory or offensive and/or indicate attitudes or views inconsistent with the College of Policing's Code of Ethics and the Standards of Professional Behaviour. Careful consideration will be given by the organisation to any tattoo on the neck, face, or hands in deciding if it is acceptable. This includes considering the size, nature, and prominence of the tattoo. **[According to Police Federation: ]** They have undertaken two pieces of research -- one with [police officers](http://www.polfed.org/documents/Final_Report_on_Police_Officers_Tattoos_Survey_-_web.pdf) and one with [members of the public](http://www.polfed.org/documents/Final_Report_on_Public_Survey_on_Police_Officers_Tattoos_by_IpsosMORI_-_web.pdf) -- to find out how they feel about Police Officers with tattoos. The results are very informative and positive, the key headline being that 81% of the public who were asked, said that dealing with an Officer with a tattoo had no effect on their confidence. Overall, tattoos are allowed within the SBA Police. Equally, the acquisition of a tattoo by a Police Officer should be in line with the research outcome mentioned above i.e., not to be considered rude, racist, sexist, sectarian, homophobic, violent, or intimidating etc. and not constitute a breach of the code of ethics. **Appendix E -- EPAULETTES OF ALL SBA POLICE RANKS** ![](media/image15.png) **Appendix F - HAIR STYLE** ![](media/image17.jpeg)**[Female Officer with long hair:]** ![](media/image19.jpeg)![](media/image21.jpeg)**[Female Officer with short hair:]** ![](media/image23.jpeg)**[Male Officer:]** **Appendix G** **UNIFORMS** ![](media/image25.jpeg)![](media/image27.jpeg)**[Official ceremonial uniform:]** ![](media/image29.jpeg) **[Official summer uniform: ]** ![](media/image35.jpeg) [ ] ![](media/image40.jpeg) **[Motor cyclist:]** ![](media/image47.jpeg) ![](media/image49.jpeg)**[CID Officers:]** ![](media/image54.jpeg) ![](media/image56.jpeg)**[CAT Officers:]** ![](media/image58.jpeg) ![](media/image60.jpeg)![](media/image62.jpg) **[Marine Unit: ]** ![](media/image64.jpeg) ![](media/image66.jpeg) ![](media/image68.jpeg)**[AFO (Normal)]** ![](media/image70.jpeg) ![](media/image72.jpeg) **[AFO (Deployed)]** ![](media/image74.jpeg) ![](media/image76.jpeg) **[Policing Teams / SOCO ]** ![](media/image68.jpeg) ![](media/image79.jpeg) **[PSU (under-overall)]** ![](media/image81.jpeg)
