Despite a different role, BSO’s became armed, equipped, & trained like police. 2) Immigration enforcement duties were previously overseen by Citizenship and Immigration Canada (CIC), now known as Immigration, Refugees and Citizenship Canada (IRCC). Currently, IRCC doesn’t oversee immigration enforcement but instead focuses on the paperwork and legal side of citizenship. Enforcement actions are done by CBSA. 3) Canadian Food Inspection Agency (CFIA) previously oversaw all food importing and exporting business in Canada. The CFIA still exists, but they now share some of the border-based duties with the CBSA. See notes below Introduction to CBSA Created in 2003 Responsible to Parliament through the Minister of Public Safety, Domenic LeBlanc Headed by a bureaucrat appointed as the president of the Agency – currently, Erin O’Gorman Derives its mandate & powers from several federal Erin O’Gorman statutes, E.g., CBSA Act, Customs Act, IRPA President, CBSA Source: Government of Canada See notes below Introduction to CBSA - cont’d CBSA has approx. 17,250 employees working across Canada and around the world, including approx. 7,000 uniformed officers – HQ & regional offices BSOs are deployed at over 117 land POEs, 13 air POEs, as well as marine and railway terminals CBSA conducts lengthy and complex investigations of suspected war criminals, national security cases, and organized crime groups Lesser known, CBSA is responsible for managing the immigration detention process. Teams are strategically located at POEs across Canada, serving both traveller & commercial operations. DDS teams are involved in thousands of interceptions every year and provide public demonstrations at schools and in communities. Detector dog teams receive intensive training at the CBSA College in Rigaud, Québec. CBSA trains dogs from Correctional Service Canada (CSC) and many other domestic and international policing agencies worldwide. Handlers learn to care for and train their dogs at the CBSA College where the animals learn to understand their new working environment.
