BOCA RATON POLICE SERVICES DEPARTMENT Standard Operating Procedure 46.04 DOMESTIC TERRORISM THREAT AND INCIDENT RESPONSE Revised: new I. PURPOSE: The purpose of this Standard Operating Procedure is to provide guidelines in response to domestic terror threats and response to terrorism-related incidents. II. POLICY: The world has changed since September 11, 2001. The nation remains at risk to terrorist attacks and will remain at risk for the foreseeable future. Department personnel shall remain vigilant, prepared, and ready to deter terrorist attacks. III. PROCEDURE: A. THE NATIONAL TERRORISM ADVISORY SYSTEM (NTAS): 1. The following terrorism notification system advisory alerts each represent an increasing risk of terrorist attacks. Beneath each terrorism notification system advisory alert are some suggested protective measures, recognizing that the watch commanders and district/bureau commanders are responsible for developing and implementing appropriate agency-specific protective measures a. Imminent Threat Alert- Warns of a credible, specific, and impending terrorist threat against the United States. b. Elevated Threat Alert – Warns of credible terrorist threat against the United States. 2. NTAS Alerts will only be issued when credible information is available. These alerts will include a clear statement that there is an imminent threat or elevated threat. Using available information, the alerts will provide a concise summary of the potential threat, information about actions being taken to ensure public safety, and recommended steps that individuals, communities, businesses and governments can take to help prevent, mitigate or respond to the threat. 3. The NTAS Alerts will be based on the nature of the threat: in some cases, alerts will be sent directly to law enforcement or affected areas of the private sector, while in others, alerts will be issued more broadly to the American people through both official and media channels. NTAS Alerts contain a sunset provision indicating a specific date when the alert expires - there will not be a constant NTAS Alert or blanket warning that there is an overarching threat. If threat information changes for an alert, the Secretary of Homeland Security may announce an updated NTAS Alert. All changes, including the announcement that cancels an NTAS Alert, will be distributed the same way as the original alert. C. NTAS ALERT STAFFING LEVELS AND OPERATIONS: 1. ELEVATED THREAT ALERT: a. Staffing of sixteen (16) sworn officers assigned as follows: i. Fourteen (14) officers one in each patrol zone ii. One (1) city unit providing extra patrol at identified critical infrastructures (see attachment) iii. b. One (1) officer assigned to Municipal Services. Operations shall consist of the following: i. Field Services to conduct security checks at identified critical infrastructure sites ii. Mandatory bicycle patrol at selected locations iii. Evaluate all pending and future leave requests iv. Evaluate all pending and future training requests v. Evaluate Kelly days vi. Evaluate on-duty workouts vii. Inspect MICU viii. Inspect Field Force equipment and munitions ix. Conduct vehicle inspections to include PPE x. Review deployment locations of “Jersey Barricades” xi. PD lobby door locked; card access for Department personnel and manual entry by records clerk for all other visitors xii. No deliveries through East gate without prior notification and specific review of Fiscal Office/Quartermaster. Staffing of twenty-one (21) sworn officers assigned as follows: i. 14 officers- One officer in each patrol zone ii. 2 officers- One city officer in each district providing extra patrol at identified critical infrastructures (see attachment) iii. 1 officer- One officer assigned to the water plant iv. 1 officer- One officer assigned to municipal services v. 1 officer- One (Special Services) officer assigned to City Hall from 0715-1900 hrs. and for evening meetings. vi. 1 officer- One officer assigned to front lobby of police department vii. 1 officer- One (Marine) officer assigned to patrol waterway around Boca Hotel and Club, the inlet, and Lake Boca Raton. b. Operations shall consist of the following: i. Field Services to conduct security checks at identified critical infrastructure sites ii. “Jersey Barricades” deployed at designated locations around City Hall and the Police Department iii. Require Investigative Bureau personnel to have uniform available at all times D. iv. Cancel all pending and future leave v. Mobile Incident Command Vehicle placed at Municipal Services. vi. On-duty workouts cancelled vii. Training postponed for all personnel. RECEIPT OF INFORMATION: 1. Upon receipt of a threat of an incident of domestic terrorism and/or the use of a Weapon of Mass Destruction (WMD), Communications will assign the following personnel for response and investigation: a. units Effective: February 3, 2013 Revised: A primary police zone unit to respond, along with appropriate back-up Domestic Terrorism Threat and Incident Response SOP No. 46.04 Page 3 of 5 b. On-duty shift supervisor c. Fire Services Department HAZMAT personnel d. Bomb technician e. The on-duty supervisor in charge of the scene will ensure that the following notifications are made: i. The appropriate district/bureau commander ii. The FSD Commander iii. The Chief of Police iv. The ISB commander v. The On-Call ISB supervisor and investigator vi. All other police captains vii. The department’s Joint Terrorism Task Force Agent viii. The FBI Miami Field Office at (754)-703-2000 (24 hr) ix. The Local/County/State Office of Emergency Management x. Local/County/State Health Department. E. RESPONSE TO CALLS INVOLVING A SUSPECTED PACKAGE OR DEVICE: 1. The responding officer shall approach and set up an incident command post upwind of the hazard area. 2. The responding officer shall avoid contamination at the scene or through transfer from a victim exposed to the hazard. 3. Suspicious packages and containers shall not be moved or touched. 4. Cellular telephones, radios, etc., shall not be used within 300 feet of a suspect device. 5. The initial responding officers and supervisors must evacuate all areas in which an unknown material has been released and secure the area for analysis of the material. The evacuation distance will depend on the device size and suspected contents. 6. Air handling systems should be shut down for airborne hazards. The responding officers and supervisors should ensure that individuals exposed to a hazardous material are evacuated and isolated. 8. The responding officers and supervisors should limit access to the hazardous crime scene area to only those responsible for the rescue of victims or the analysis of unknown materials or devices. F. RESPONSE TO TELEPHONE THREATS WITH NO APPARENT PACKAGE, DEVICE, OR INVOLVING AN UNKNOWN MATERIAL: 1. Telephone or written threats with no apparent package, device or unknown material can be found, shall be assessed using the following factors: G. a. Signs of tampering with ventilation systems b. Containers that do not belong in an area c. Foreign materials that have been dispersed d. Abnormal physical reactions of people in the area e. Corroborating law enforcement intelligence information. UNKNOWN MATERIAL/DEVICE IDENTIFICATION: 1. Unknown material and device identification and 24-hour conference calls with Weapons of Mass Destruction (WMD) field experts should be coordinated through the FBI. Approved: Daniel C.
