CENTRALIZED EMPLOYMENT NOTICE (CEN) No.04/2024 Page 3 of 40 IMPORTANT INSTRUCTIONS: (i) Please read the information given in the CEN throughly before filling up the ONLINE application. (ii) Candidates must ensure that they possess/fulfil all the prescribed educational/technical/professional qualifications for the post on or before the closing date for submitting application against this CEN. Candidates waiting for final results of prescribed educational/technical/professional qualifications are not eligible to apply. Candidates are required to go through the Post Parameter Table and Vacancy Table of detailed CEN No. 04/2024 to ascertain their eligibility before applying through ONLINE mode. Each candidate is allowed to apply to only one RRB and only one common ONLINE application should be submitted by a candidate for any or all of the notified posts, in the order of preference in that posts, for which the candidate is eligible and interested to apply. Applications should be submitted only through any of the official RRB websites listed in Para 14(f) below. Once the application is submitted, the RRB selected shall be final for those posts. Applying to more than one RRB for the posts by a candidate will result in the rejection of all applications for that posts and debarment. (iii) Eligibility of the candidates will be provisional based on details furnished by the candidates in the ONLINE application. The RRB will not undertake detailed scrutiny of applications for the eligibility, therefore, candidature will be accepted only provisionally subject to fulfilling basic eligibility criteria as required. Candidates must go through the requirements of educational qualification, age, medical standards etc. and satisfy themselves that they are eligible for the post. The certificates/documents in support of their Educational Qualifications and Age/Caste/Category, etc. shall be sought at the time of Document Verification by RRB. After scrutiny of the certificates/ documents of EQs/ age/caste/ category, etc., if any claim made in the application is not substantiated by certificates/ documents, the candidature of candidate will be cancelled. Further, during any stage of the recruitment or even thereafter, if it is found that any information about the candidate is false/incorrect or if the candidate has suppressed any relevant information or the candidate does not satisfy the eligibility criteria for the post, his/her candidature will be rejected forthwith. (iv) Crucial date for claim of SC/ ST/ OBC/ EWS/EBC status or any other benefit viz. fee concession, reservation, age­ relaxation, etc., where not specified otherwise, will be the closing date for submission of ONLINE applications against this CEN. (v) Medical Fitness: Candidates must ensure that they fulfill the prescribed medical standards for the post(s) they are opting for. Candidates who are found medically unsuitable for the opted post(s) shall not be given any alternative appointment. (vi) Age Limit as on 01.01.2025. The lower and upper age limits prescribed for each post are indicated at Para 5.1 with relevant upper age relaxation. (vii) Selection of RRB and Preferences for posts: RRB-wise & Railway-wise vacancies indicated in this CEN are provisional and these may increase or decrease as per the requirement of Railway administrations concerned. Candidates can choose only one RRB and indicate their preference for Railway Zones and posts/categories notified, for which the candidate is interested to apply and eligible, in that choosen RRB only. Candidates with partial options will be considered only for the specific Railway Zones and posts/categories opted by them, subject to vacancy position at the time of allotment. In case no option is given for certain posts/categories, it will be considered as their unwillingness for the same. Options once exercised shall be final and no change shall be entertained. (viii) Candidates must have their own active mobile number and a valid personal Email ID for all communication during the entire duration of recruitment, as all communication with them will only be through SMS and/or email. (ix) During the ONLINE APPLICATION, candidates will be asked to Create an Account. Candidates are advised to fill in the details required for account creation with utmost care, as corrections of any kind will NOT be permitted once the account is created. Details filled in the 'Create an Account' form (including mobile number and Email ID) cannot be modified at any stage once the account is created. (x) After the submission of the ONLINE application (complete in all respects), if a candidate wishes to further modify, change or correct any detail except details filled in 'Create an Account' form (including Email ID and mobile number) and Choosen RRB, he/she may do so by paying a modification fee of Rs. 250/- (non- refundable) for each occasion from 17.09.2024 to 26.09.2024 Details filled in 'Create an Account' form (including Email ID and mobile number) and Choosen RRB cannot be changed. CENTRALIZED EMPLOYMENT NOTICE (CEN) No.04/2024 Page 4 of 40 (xi) After 26.09.2024 RRBs shall not entertain any representation for modification of the information furnished in the application. (xii) Shortlisting of candidates for DV and Medical Examination shall be done RRB-wise at the rate of 1:1 of the vacancies for that RRB. It will be based on their merit in CBT. Normalisation of marks will be done for CBT held in multiple shifts. The shortlisted candidates for DV shall be informed through official RRB websites as well as via SMS and email (to their registered mobile number and e-mail ID) to download their E-call letters for appearing in DV. (xiii) Negative Marking: There will be negative marking (@1/3rd mark for every wrong answer) in CBT. (xiv) Banned Items: Candidates carrying banned items like communication devices and electronic gadgets (mobile phones, Bluetooth, pen drive, laptops, calculators, smart watches), bangles, chains, bracelets, hearing aids, wallets/purses, belt, shoes, metallic wears, etc., or any stationery items like pen/pencil, shall NOT be allowed to appear in the exam. Any violation shall lead to disqualification besides legal action and debarment from future recruitment exams. (xv) Cloak room arrangement for safe-keeping of belongings may not be available at the exam venues. Therefore, candidates are advised not to bring any valuables/banned items including mobile phones etc. to the examination venue. (xvi) Request for change of exam centre is not allowed. IMPORTANT: For authentic and timely information and updates, candidates are advised to see official RRB websites only (listed in para 14(f) Beware of fake websites-they may give misleading and incorrect information. 1.0 GENERAL INSTRUCTIONS : 1.1 Admission to all stages of the recruitment process shall be provisional, subject to the candidate satisfying all the prescribed eligibility conditions. 1.2 Mere issue of e-call letter to the candidates will NOT imply that their candidature has been finally accepted by the RRBs. 1.3 RRBs conduct verification of eligibility conditions (with reference to the original documents) only after the candidates have qualified in all the stages of examination and are shortlisted for Document Verification. RRBs may reject the candidature of any applicant at any stage of recruitment process in case the candidate is found to be ineligible and if appointed, such a candidate shall be removed from service summarily. 1.4 Before applying for the post(s) against this notification, candidates should satisfy themselves that they fulfill all the eligibility norms including age, educational qualifications and medical standards. Candidates should ensure that they have the requisite education/technical/profssional qualifications from recognized Board/ University/Institute as on the CLOSING DATE for submission of application for this CEN. Those awaiting results of the final examination for the prescribed qualification are not eligible and hence should not apply. 1.5 Candidates who submit more than one application for the post(s) against this CEN will be summarily rejected and will be debarred from all future examinations of RRBs and Railway Recruitment Cell (RRCs). Similarly, applications of candidates who are attempting to submit multiple applications with minor changes of information and / or facts to more than one RRB and / or multiple applications to the same RRB will be summarily rejected and such candidates will also be debarred from all future examinations of RRB and RRC. 1.6 Candidates who are presently debarred by any RRB / RRC should NOT apply for this notification. Their candidature will be rejected during any stage of recruitment as and when detected. 1.7 Candidates who have been dismissed from service by the Government of India/ State Government/ PSU /any other government organization are not eligible and should not apply. 1.8 Candidates should enter their Name, Father's Name and Date of Birth as recorded in the Matriculation/SSLC/High School Examination Certificate or an equivalent certificate ONLY. (a) In case of any change in name, candidates should indicate their changed name. However, all other details should match with the Matriculation or equivalent certificate. Date of such change or application for such change should be prior to the date of submission of ONLINE application. CENTRALIZED EMPLOYMENT NOTICE (CEN) No.04/2024 Page 5 of 40 (b) Gazette Notification or any other legal document as applicable for such cases, should be submitted at the time of Document Verification (DV). 1.9 Signatures of the candidate on all the documents should be uniform and identical. Signature must be in running handwriting and not in block/capital or disjointed letters. Use of different signatures may result in disqualification of candidature. 1.10 Dates of CBT and DV will be published on the websites of participating RRBs as given at Para 14(f) E-call letters for CBT and DV (as applicable) should be downloaded ONLY from the websites of the RRBs concerned as given at Para 14(f). The CBT Centre, date and shift indicated in the e-call letter shall be final, and no request for change of date/time/ place will be entertained. 1.11 Vacancies indicated in the CEN are provisional and may increase or decrease or may even become NIL in total or in specific communities/units at a later stage, depending upon the actual needs of the Railway Administration concerned. Additional posts if required by the Railway(s) may also be included at a later stage. RRBs reserve the right to introduce additional CBTs, additional DV, etc. without assigning any reason. 1.12 The Railway Administration also reserves the right to cancel the notified vacancies at its discretion and such decision will be final and binding on all. In the event of such cancellation, the examination fee paid by the candidates will not be refunded except for candidates who have attended the CBT. (Refer to para 7.0 for the amount of refund). 1.13 Right to Appointment: Selection by RRB does not confer upon candidates any right of appointment in the Railways. The function of the RRB is only to recommend names of suitable candidates to the concerned authorities of the Zonal Railway who in turn issue the Offer of Appointment subject to availability of vacancies and satisfying all eligibility criteria including antecedents of character. The allotment of category/post/Railway will be based on merit, post preference, medical fitness and vacancy availability on the date of panel preparation. After the category/ post/ Railway is allotted by RRB, candidates forfeit the right to be considered for any other post/category. RRBs reserve the right to allot Post/Railway/Unit not opted by the candidates, if considered necessary in administrative interest, subject to the candidate meeting the requirement of the post concerned. 1.14 Posting: Ordinarily, a Railway servant shall be employed throughout service on the Railway or Railway establishment in which he/she is posted on first appointment and shall have no claim as a right for transfer to another Railway or another establishment. However, a Competent Authority can transfer the railway servant to any other department or Railway establishment, including a project in or out of India, in the exigencies of service. No request for transfer to other Railway would be registered till the newly appointed candidate completes at least 5 to 10 years of service. Candidates are thus advised to choose their RRB with due care and consideration. 1.15 Selected candidates, who are finally appointed, are liable for active service in Railway Medical Unit of Territorial Army. 1.16 Free Train Travel Facility: Free Sleeper Class Railway Pass admissible to SC & ST candidates (on request), will be provided with their e-call letter for various stages of selection viz., CBT/ DV/ Medical Examination (as applicable) as per details and valid caste certificate furnished in their ONLINE application. It is the responsibility of the candidates availing free travel authority to give the correct name of the Railway Station in online application, failing which their travel authority may get rejected while obtaining reservation. While booking train reservation and travelling, the original SC & ST community certificate must be shown to authorized Railway staff concerned, for verification of genuineness of the candidate. Any misuse of this free travel facility, shall lead to rejection of candidature at any stage of the selection process including debarment for future examinations. 1.17 RRBs reserve the right to change/ modify/ add/ delete any of the terms & conditions of recruitment under the CEN as necessitated and applicable at any stage. 1.18 RRBs may share, with the consent of the candidates, their scores (marks) obtained in this recruitment with other Ministries/ Departments/ Public Sector Undertakings (PSU) and Private Organizations, for their own recruitment. Candidates should indicate their consent/ refusal for this in their ONLINE application. CENTRALIZED EMPLOYMENT NOTICE (CEN) No.04/2024 Page 6 of 40 1.19 Candidates are advised, in their own interest, to submit their ONLINE application well before the closing date for submission of application and to avoid any last-minute rush. This precaution is recommended due to the possibility of heavy internet or website traffic during the final days. 1.20 Helpline for candidates: For any queries related to submission of Application of CEN (10:00 AM to 5:00 PM on all working days). Email : [email protected] and Phone : 9592001188 RRBs shall not be responsible if candidates are not able to submit their ONLINE application within the last date for any reason whatsoever. 2.0 VACANCIES: Please note that these vacancies may increase or decrease as per the requirement of the Railway Administration (Revised Vacancy Table will be published accordingly). The parameters (i.e. qualification, medical standard and suitability of the post for PwBD etc) of the various posts in this CEN is at Annexure-A and the RRB-wise vacancies are at Annexure B. 3.0 STANDARDS OF MEDICAL FITNESS: Candidates called for DV will have to pass requisite medical fitness test(s) conducted by the Railway Administration to ensure that they are medically fit to carry out the duties connected with the post(s) opted for by them. Visual Acuity Standard is an important medical fitness for railway service. The medical requirements against different medical standards for different categories are outlined below: Sl. Medical General Vision Standards No Standard fitness Distance Vision: 6/9, 6/12 with or without glasses (power of lenses not to exceed 4D), Physically fit in all 1 B-1 Near Vision: Sn: 0.6, 0.6 with or without glasses when reading or close respects work is required and Must pass test for Colour Vision, Binocular Vision, Night Vision and Mesopic vision Distance Vision: 6/12, 6/18 with or without glasses Physically fit in all 2 C-1 Near Vision: Sn: 0.6, 0.6 with or without glasses when reading or close respects work is required Distance Vision: 6/12, nil with or without glasses Physically fit in all 3 C-2 Near Vision: Sn. 0.6 combined with or without glasses where reading respects or close work is required Note: The above Medical Standards are indicative and not exhaustive and apply to candidates in general. The candidates are advised to read Chapter 5 of Indian Railway Medical Manual Vol.I which can be accessed at www.indianrailways.gov.in. Candidates who have undergone Lasik surgery or any other surgery procedure to correct refractory error are not eligible for the post having Medical Standards B1. Different Medical Standards shall apply to Ex-Servicemen as detailed in Para 534 of Indian Railway Medical Manual (IRMM) Volume I, which may be accessed at www.indianrailways.gov.in 4.0 NATIONALITY/ CITIZENSHIP: (a) A candidate must be either: (i) a citizen of India, or (ii) a citizen of Nepal, or (iii) a subject of Bhutan, or (iv) a Tibetan refugee who came over to India, before 01.01.1962 with the intention of permanently settling in India, or (v) a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, East African Countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently settling in India. (vi) Provided that a candidate belonging to categories (ii), (iii), (iv) and (v) above, shall be a person in whose favour a certificate of eligibility has been issued by the Government of India. (b) A candidate in whose case a certificate of eligibility is necessary, may be admitted to the examination provisionally. However, the Certificate of Eligibility issued by the Government of India has to be submitted during Document Verification failing which his/her candidature shall be rejected. CENTRALIZED EMPLOYMENT NOTICE (CEN) No.04/2024 Page 8 of 40 5.3 IMPORTANT: Candidates must note that the date of birth filled in their application should be the same as recorded in their Matriculation / SSLC/10th pass or an equivalent certificate. No subsequent request for change in date of birth will be considered. Any difference in the date of birth will lead to disqualification of the candidate. 6.0 Educational Qualifications: Candidates should have requisite minimum Educational/Technical/Professional qualifications indicated for the posts in Annexure-A of this CEN, from a recognized Board/University/institute as on the closing date for ONLINE Registration (16.09.2024). Those awaiting results of the final examination of the prescribed Educational/ Technical/ Professional qualification SHOULD NOT apply. 7.0 EXAMINATION FEE: Candidates will have to pay the prescribed fee as per their community/category detailed below: S.No. Categories I Communities of Candidates Fee 1 For all candidates (except categories mentioned below at SI. No. 2). Out of this fee of Rs 500/-, an amount of Rs 400/- shall be refunded duly deducting bank Rs 500/- charges, on appearing in CBT. 2 For candidates who belong to SC, ST, Ex-Servicemen, PwBD, Female, Transgender, Minorities or Economically Backward Class (EBC). (Caution to Candidates: EBC should not Rs 250/- be confused with OBC or EWS) This fee of Rs 250/- shall be refunded duly deducting bank charges as applicable, on appearing in CBT. NOTE: Only candidates who attend CBTwill get a refund of their examination fee as mentioned above. 7.1 MODES OF FEE PAYMENT: a) ONLINE fee payment only through internet banking, debit/credit cards, or UPI will be accepted. All applicable service charges shall be borne by the candidate. b) Fee can be paid by the candidates through ONLINE mode only. There will be no option to pay fee through any other mode. c) Applications received without the prescribed fee shall not be considered and will be summarily rejected. No representation against such rejection will be entertained. 7.2 Minorities shall include Muslims, Christians, Sikhs, Buddhists, Jains and Zoroastrians (Parsis) subject to revision/deletion/inclusion if any, received till the last date for submission of online application (16.09.2024). Affidavit for 'Minority Community Declaration': Minority candidates claiming waiver of examination fee will be required to furnish an affidavit (as per Annexure IV) on non-judicial stamp paper mentioning their minority community at the time of DV, failing which their candidature will be rejected. 7.3 Economically Backward Class (EBC) candidates are those whose annual family income is less than Rs. 50,000 and are eligible for concessional fee (as per para 7.0 above). For this, they should have. a) Valid Income Certificate on the date of application in the prescribed format (as per Annexure Ill A) on the letterhead of the Issuing Authority. The following authorities are authorized to issue income certificate for the purpose of identifying economically backward classes: (1) District magistrate or any other Revenue Officer upto the level of Tahsildar (2) Sitting Member of Parliament of Lok Sabha for persons of their own Constituency (3) Sitting Member of Parliament of Rajya Sabha for persons of the district in which these MPs normally reside. (4) Union Minister for any persons from anywhere in the country. (OR) b) BPL Card or any other certificate issued by Central Government under a recognized poverty alleviation programme (OR) c) lzzat MST issued by Railways. All EBC candidates who seek concessional fee should fill in the relevant details of valid EBC certificate/BPL card/lzzat MST in the ONLINE application and the same must also be submitted in original, at the time of DV, failing which their candidature will be rejected. NOTE: EBC and EWS are distinct categories and EBC should not be confused with OBC. EBC candidates should be aware that they are entitled only for fee concession and not to job reservation. 7.4 REFUND OF EXAMINATION FEE (for those attending CBT): (a) All candidates must clearly mention the bank details (Name of Bank, Name of Account Holder, Account Number and IFSC Code) for receiving the refundable portion of their examination fee (i.e. Rs. 400/- or Rs. 250/- as applicable minus bank charges) in their application form. (c) There will be no refund of examination fee for erroneous, incomplete or rejected applications. 8.0 VERTICAL RESERVATION: 8.1 This CEN provides for vertical reservation for Economically Weaker Sections (EWS), Scheduled Caste (SC), Scheduled Tribe (ST) and Other Backward Class (Non-Creamy Layer) (OBC-NCL), wherever applicable and admissible, and as communicated by the Indenting Railways under extant rules. (See details in the Vacancy Table.) Only those communities which are recognised by the Government of India as SC, ST and OBC (Non-creamy Layer) are eligible for reservation. NOTE: EBC & EWS are different categories. EBC candidates are not entitled to any job reservation. 8.2 All candidates, irrespective of community, will be considered against general i.e. unreserved (UR) vacancies (subject to fulfilment of eligibility conditions required for UR). However, vacancies reserved for specific groups (viz. SC, ST, OBC (NCL) & EWS), will be filled only by candidates belonging to that community/category. 8.3 Hence, EWS, SC, ST & OBC-NCL candidates who fulfill the requisite Educational/ Technical/Professional qualifications, can also apply against UR vacancies for which they will have to compete as general (un- reserved) candidates without any relaxation/ concession in age, qualification or marks, etc at any stage of examination. In any case, candidates are advised to indicate their actual community in the application. 8.4 For availing reservation EWS, SC, ST & OBC-NCL candidates should furnish the necessary certificates (in original) during DV. The certificates should be issued by competent authorities as per the formats given at Annexure-I (for SC & ST candidates), Annexure-II (for OBC-NCL candidates) and Annexure-III (for EWS candidates). 8.5 The caste certificate for OBC-NCL candidates should specifically mention that "This is also to certify that he/she does NOT belong to the persons/sections (Creamy Layer) mentioned in Column 3 of the Schedule to the Government of India, Department of Personnel & Training OM No. 36012/22/93-Estt.(SCT) dated 08/09/93 and modified vide GOI DOPT OM No. 36033/1/2013-Estt.(Res.) dated 13/09/2017*" (*further revision if any, received till the closing date of submission of applications against this CEN). 8.6 A person seeking appointment on the basis of reservation to OBCs must ensure that he possesses the caste/ community certificate and does not fall in creamy layer on the closing date for submission of application. During DV, such candidates should produce their original OBC-NCL certificate (in prescribed format) valid as on the closing date for submission of application, AND also a self-declaration (in format given at Annexure- II A) stating that they "do not belong to creamy layer". Or else, their claim for reservation (as OBC-NCL) will not be accepted and instead, they may be treated only as UR candidates subject to fulfilment of all eligibility conditions. 8.7 IMPORTANT: Community/ category status as on the closing date of submission of applications against this CEN, shall only be considered for reservation and related benefits as per eligibility. Any change in this status thereafter, shall not be entertained. 8.8 EWS (Economically Weaker Section) Reservation: Candidates who are not covered under the scheme of reservation for SC/ST/OBC-NCL and whose family gross annual income is below Rs. 8 Lakh (Rupees eight lakh) are to be identified as EWS for benefit of reservation for EWS. The income shall also include income from all sources i.e. salary, agriculture, business, profession etc. for the financial year prior to the year of application. Also candidates whose family owns or possesses any of the following assets shall be excluded from being identified as EWS, irrespective of family income: i. 5 acres of agricultural land and above; ii. Residential flat of 1000 sq. ft. and above; iii. Residential plot of 100 sq. yards and above in notified municipalities; iv. Residential plot of 200 sq. yards and above in areas other than the notified municipalities. The property held by a Family in different locations or different places/cities would be clubbed while applying the land or property holding test to determine EWS status. The term Family for this purpose will include the person who seeks benefit of reservation, his/her parents and siblings below the age of 18 years as also his/her spouse and children below the age of 18 years. The benefit of reservation under EWS can be availed upon production of an Income and Asset Certificate issued by a Competent Authority. The Income and Asset Certificate issued by any one of the following authorities in the prescribed format as given in Annexure Ill shall only be accepted as candidate's claim as belonging to EWS: a) District Magistrate/Additional District Magistrate / Collector / Deputy Commissioner / Additional Deputy Commissioner/ 1st Class Stipendiary Magistrate/ Sub-Divisional Magistrate/Taluka Magistrate/ Executive Magistrate/ Extra Assistant Commissioner b) Chief Presidency Magistrate/ Additional Chief Presidency Magistrate/ Presidency Magistrate c) Revenue Officer not below the rank of Tehsildar. CENTRALIZED EMPLOYMENT NOTICE (CEN) No.04/2024 Page 10 of 40 d) Sub-Divisional Officer of the area where the candidate and/or his family normally resides. The candidates applying against the vacancies reserved for EWS must possess Income and Asset Certificate as on closing date of submission of applications against this CEN. Accordingly, they have to fill up the certificate number, date of issue of the certificate, issuing authority, district and state of issue in the ONLINE application. Further, these candidates are also required to produce valid Income and Asset Certificate during document verification. In case of non-compliance to these stipulations, their claim for reserved status under EWS will not be entertained and the candidature/ application of such candidates, if fulfilling all the eligibility conditions for General (UR) category, will be considered under General (UR) vacancies only. 9.0 HORIZONTAL RESERVATION: 9.1 This CEN also provides for horizontal reservation for Ex-Servicemen (ExSM) and PwBD irrespective of their community. 9.2 The total vacancies shown in the Vacancy Table, also include the vacancies reserved for ExSM and PwBD. However, where vacancies for PwBD are shown separately as backlog vacancies (without any indication of community), these are backlog vacancies from the past and not included in the regular community vacancies shown in this CEN. 9.3 ExSM candidates can also apply against unreserved vacancies of any post(s) that are not exclusively earmarked for them. They will be eligible for age relaxation and fee exemption while applying for these posts. 9.4 Similarly, PwBD candidates can also apply against unreserved vacancies of any post(s) that are not exclusively earmarked for them but the post must be indicated as suitable for their disability. They will be eligible for age relaxation and fee exemption while applying for these posts. 9.5 In case vacancies reserved for PwBD cannot be filled due to non-availability of suitable candidates under that category of disability or for any other reason, such vacancies shall not be filled and shall be carried forward as backlog vacancy. 9.6 NOTE: However, for backlog vacancies indicated in this CEN, if PwBD candidates of a specific disability (for whom the backlog vacancies are earmarked), are not available, then these can be filled by PwBD candidates of other disabilities for which the post is suitable. Thereafter, in case of non-availability of any PwBD candidate of any disability (for which the post is identified as suitable), the unfilled backlog vacancies will then be filled by regular (non-PwBD) candidates to that extent in order of merit. 10.0 EX-SERVICEMEN: 10.1 The term Ex-Serviceman means a person who has served in any rank (whether as a combatant or a non- combatant) in the regular Army, Navy or Air Force of the Indian Union but does not include a person who has served in the Defence Security Corps, the General Reserve Engineering Force, the Lok Sahayak Sena and the Para Military Forces. and (a) who either has been retired or relieved or discharged from such service whether at his own request or being relieved by the employer after earning his or her pension;(or) (b) who has been relieved from such service on medical grounds attributable to military service or circumstances beyond his control and awarded medical or other disability pension; (or) (c) who has been released from such service as a result of reduction in establishment; (or) (d) who has been released from such service after completing the specific period of engagement, otherwise than on his own request or by way of dismissal or discharge on account of misconduct or inefficiency and has been given a gratuity; and includes personnel of the Territorial Army, namely, pension holders for continuous embodied service or broken spells of qualifying service; (or) (e) Personnel of Army Postal Service who are part of Regular Army and retired from the Army Postal Service without reversion to their parent service with pension, or are released from the Army Postal Service on medical grounds attributable to or aggravated by military service or circumstances beyond their control and awarded medical or other disability pension; (or) (f) Personnel who were on deputation in Army Postal Service for more than six months prior to 14th April 1987; (or) (g) Gallantry award winners of the Armed forces including personnel of Territorial Army; (or) (h) Ex-recruits boarded out or relieved on medical ground and granted medical disability pension w.e.f. 01.02.2006. 10.2 Persons serving in the Armed Forces of the Union, who on retirement from service would come under the category of Ex-Servicemen are eligible to apply for re-employment one year before the completion of the specific terms of engagement and avail themselves of all concessions available to Ex-Servicemen but such persons shall not be permitted to leave the uniform until they complete the specific terms of engagement in the Armed Forces of the Union. CENTRALIZED EMPLOYMENT NOTICE (CEN) No.04/2024 Page 11 of 40 10.3 Accordingly, such serving Defence personnel to be released within one year (i.e., on or before 15.09.2025) of the closing date of submission of applications against the CEN can also apply, both for vacancies earmarked for Ex­ Servicemen and for posts not reserved for them. However, they should possess the prescribed Educational Qualification as on the closing date of submission of the applications for this CEN (i.e. 16.09.2024). 10.4 Ex-Serviceman candidates who have already secured civil employment under Central Government in Group 'C' & erstwhile Group 'D' (including PSUs, Autonomous Bodies/Statutory Bodies, Nationalized Banks etc) after availing of the benefits given to Ex-Servicemen will be permitted only the benefit of age relaxation as prescribed for Ex­ Servicemen for securing another civil employment in a higher grade or cadre in Group 'C'/ erstwhile Group 'D' under Central Government. Such candidates will not be considered against the vacancies reserved for Ex-Servicemen in the Central Government jobs. 10.5 If an Ex-Serviceman applies for various vacancies before joining any Civil employment, he/she can avail the benefit of reservation as Ex - Serviceman for any subsequent employment, subject to the condition that an Ex - Serviceman as soon as he joins any Civil employment, should give self-declaration/undertaking to the concerned employer about the details of application against this CEN. The acknowledged copy of this declaration along with NOC from the civil employer should be produced during DV failing which their candidature shall stand cancelled. Further, this benefit would be available only in respect of vacancies which are filled on direct recruitment and wherever reservation is applicable to the Ex- Servicemen. 10.6 The Medical Standard of Ex-Serviceman will be according to para 534 of Indian Railway Medical Manual (IRMM) Volume I, which may be accessed at www.indianrailways.gov.in. 11.0 PERSONS WITH BENCHMARK DISABILITIES (PwBD): 11.1 The suitability or otherwise of a post for PwBD has been indicated against each post, under the column “Suitability for Persons with Benchmark Disability” with details of sub disability in Post Parameters Table (Annexure–A). Benchmark Disabilities:- As per The Rights of Persons with Disabilities (RPwD) Act, 2016 (effective from 19th April, 2017),the Benchmark Disabilities are as under:- (a) Blindness and low vision; (b) Deaf and hard of hearing; (c) Locomotor disability including cerebral palsy, leprosy cured, dwarfism, acid attack victims and muscular dystrophy; (d) Autism, intellectual disability, specific learning disability and mental illness; (e) Multiple disabilities from amongst persons under clauses (a) to (d) including deaf-blindness in the posts identified for each disabilities. NOTE: Candidates may please refer to the GOI website https://depwd.gov.in/acts/ and check the relevant portions of the Rights of Persons with Disabilities Act, 2016 for further details. 11.2 The suitability or otherwise of a post for PwBD has been indicated in the Post Parameters Table (Annexure-A) against each post, under the column "Suitability for Persons with Benchmark Disabilities" with details of specified sub- category of disability. 11.3 PwBD candidates must be careful to apply only for posts which have been clearly mentioned as being suitable for their bench-mark disability or specified sub- category of disability to avoid disqualification. 11.4 DEGREE OF DISABILITY FOR RELAXATION AND COMPETENT AUTHORITY FOR ISSUE OF DISABILITY CERTIFICATE: Only such persons would be eligible for relaxation of conditions/reservation in respective community in services/posts who suffer from not less than 40 percent of relevant disability. A person who wants to avail the benefit of relaxation will have to submit a Disability Certificate issued by a Competent Authority, as per proforma at Annexure-V(A), V(B) & V(C) {Form V, VI or VII as applicable as prescribed in Rule 18(1) of the Gazette Notification (Extraordinary) dated 15th June 2017 of the Rights of Persons with Disabilities Rules, 2017} at the time of DV. 11.5 Assistance of Scribe: Visually Impaired (VI) candidates/ candidates whose writing speed is affected by Cerebral Palsy / candidates with Both arm affected (BA) as in the category of blindness, Locomotor disability (both arm affected-BA) and cerebral palsy, the facility of scribe shall be given, if so desired by the person. In case of other category of persons with benchmark disabilities, the provision of scribe can be allowed on production of a certificate to the effect that the person concerned has physical limitation to write and scribe is essential to write examination on his behalf, from the Chief Medical Officer/Civil Surgeon/Medical Superintendent of a Government health care institution/ candidates with muscular dystrophy / Intellectual disability (Autism, specific learning disability and mental illness) can avail the assistance of a SCRIBE for writing answers on their behalf. For engaging a scribe, candidates will have to indicate this in their ONLINE application. The engagement of a scribe will be subject to the following conditions: CENTRALIZED EMPLOYMENT NOTICE (CEN) No.04/2024 Page 12 of 40 (a) A PwBD candidate, who is eligible for a scribe, will have to arrange the scribe on his/her own. (b) Separate e-call letter will be issued to the scribe accompanying the candidate. (c) The candidate shall be responsible for any misconduct of the scribe during the examination. (d) The scribe should not be a candidate in the same CEN. (e) The same scribe should not be engaged by more than one candidate. Both - scribe and the candidate - shall give a declaration to this effect. Any violation, if detected at any stage, will render both candidate and the scribe disqualified. (f) Candidates requesting for scribe will have to provide additional details of their Scribe [as per Annexure-V(D)] in the ONLINE application, so that RRBs can issue necessary e-call letters. (g) The qualification of scribe should be one step below the qualification of the candidate taking examination. (h) During the CBT, the e-call letters shall be signed by both candidate and scribe. Change of scribe is not permissible at the CBT venue and hence it is the responsibility of the candidate to ensure availability of the same scribe. However, under exceptional circumstances, change may be allowed duly recording reasons and filling the relevant details including photograph of the changed scribe. (i) Candidates availing the assistance of a scribe shall be eligible for compensatory time of 20 minutes for every hour of CBT. 11.6 All one-eyed candidates and candidates whose visual degree of disability is less than 40%, shall not be considered as VI and therefore shall not be eligible for engaging a scribe. 11.7 Selected PwBD candidates will be subjected to medical examination by Railway Medical Authorities after their DV and only those conforming to the prescribed Medical Standards, will be eligible for empanelment (against posts identified as suitable for their disability). 12.0 NO OBJECTION CERTIFICATE (NOC) FROM PRESENT EMPLOYER: Candidates serving (including those undergoing induction training/probation) in any Central/State Government Department including Railways or Public Sector Undertakings, may apply directly to the RRBs duly informing their employer. Shortlisted candidates should produce an NOC from the employer on the date of DV, failing which their candidature will be cancelled. NOTE: Candidates should note that in case a communication is received from their employer, by the RRB concerned, withholding permission to the candidates applying for/appearing in the examination, their application/candidature will be liable to be rejected /cancelled. 13.0 RECRUITMENT PROCESS: 13.1 ONLY ONE online application is required to be submitted by the candidate. 13.2 There shall be a CBT (computer based test) for all the notified categories followed by document verification. However RRB reserves the right to conduct additional CBTs if considered necessary for all or for a limited number of candidates as may be deemed fit by RRBs. 13.3 The date, time & venue of the CBT/ONLINE Examination, will be fixed by the RRB & will be intimated to the eligible candidates in due course. Request for postponement of the Examination & change of centre/Venue will not be entertained under any circumstances. 13.4 The Question paper for Single Stage CBT will be of 90 minutes duration for 100 questions and 120 minutes for PwBD candidates who are availing the Scribe facility. 13.5 The question papers shall be of objective multiple-choice type with four options. Only one of these four options will be the correct answer. 13.6 The standard of questions for the Single Stage CBT(Computer Based Test) will be generally in conformity with the educational standards and/or minimum professional/technical qualifications prescribed for the posts. The questions will be of objective type with multiple choice and are likely to include questions pertaining to Professional ability (syllabus at Annexure-C), General awareness, Arithmetic, General Intelligence & Reasoning, and General Science. 13.7 Section-wise marks: The section wise number of questions and marks are detailed below Number of Subject Marks allotted questions Professional ability 70 70 General Awareness 10 10 General Arithmetic, General Intelligence 10 10 and reasoning General science 10 10 Total 100 100 CENTRALIZED EMPLOYMENT NOTICE (CEN) No.04/2024 Page 13 of 40 13.8 There shall be negative marking in CBT (Computer Based Test/Examination) and marks shall be deducted for each wrong answer @ 1/3 of the marks allotted for each question. 13.9 Shortlisting of candidates for Document Verification and empanelment will be made strictly on merit based on the performance of the candidate in the CBT subject to securing minimum qualifying marks prescribed for their communities. Minimum qualifying mark prescribed for UR/EWS is 40%, OBC & SC is 30% and ST is 25%. If sufficient candidates for PwBD are not available 2 marks relaxation in minimum qualifying marks will be given. 13.10 Based on the performance of candidates in the CBT Examination candidates equal to the number of vacancies will be called for document verification in the main list = 1:1= No Standby list. 13.11 During document verification, candidates will have to produce their original certificates. No additional time will be given and the candidature of the candidates not producing their original certificates on the date of verification is liable to be forfeited. 13.12 Empanelment of candidates will be based on merit i.e. marks obtained in the CBT and subject to successful completion of document verification and passing prescribed medical examination. 13.13 Appointment of selected candidates is subject to their passing requisite Medical Fitness Test to be conducted by the Railway Administration/RRB, final verification of educational and community certificates and verification of antecedents/character of the candidates. 13.14 Railway Recruitment Board only recommends the names of successful and empanelled candidates to Zonal Railways/Production Units. The process of appointment thereof will be done by the Principal Chief Personnel Officer of the Railway/Production Unit concerned. 13.15 NOTE : - Candidates are not permitted to use calculators and other electronic gadgets. They should not, therefore, bring the same inside the Examination Premises. If any candidate is found to possess mobile phone, Bluetooth or any other means of wireless communication, in working or switched off mode, his/her candidature shall be cancelled forthwith and he/she will be debarred from RRB examinations besides legal action as deemed fit. 13.16 Candidates will have to download the city and date intimations, e-call letters and travel authority (wherever applicable) from the links provided on the official websites of RRBs. Candidates should read the instructions on the e-Call Letter carefully and follow them scrupulously. Failure to comply with the instructions may lead to cancellation of their candidature. 13.17 Normalization of marks: Short listing of Candidates for the DV shall be based on the marks obtained by them in the CBT. However, sometimes the examination may be conducted in multi-sessions. If multiple sessions of CBT is conducted then the marks will be normalized. In such a scenario short listing of candidates for the DV shall be based on the normalized marks. The normalization scheme to be adopted for short listing the candidates for DV on the basis of performance in the CBT is detailed below: 13.18 Calculation of normalized marks for multi-session papers: The formula for calculating the normalized marks for the multi-session papers is detailed below: Normalization mark of jth candidate in ith shift 𝑀^ij is given by: = normalized marks of jth candidate in the ith shift = normalized marks of jth candidate in the ith shift Mtg = is the average marks of the top 0.1% of the candidates considering allshifts (number of candidates will be rounded-up) Mqg = is the sum of mean and standard deviation marks of the candidates in the examination considering all shifts Mti = is the average marks of the top 0.1% of the candidates in the i th shift(number of candidates will be rounded up) Miq = is the sum of mean marks and standard deviation of the i th shift Mij = is the actual marks obtained by the jth candidate in the ith shift Mqgm = is the sum of mean marks of candidates in the shift having maximum mean and standard deviation of marks of candidates in the examination considering all Calculation of marks will be up to 5 decimal places CENTRALIZED EMPLOYMENT NOTICE (CEN) No.04/2024 Page 14 of 40 13.19 Document Verification (DV): (a) Candidates will be shortlisted for Document Verification based on their marks and merit in the CBT for the respective Posts/Pay Levels. The number of shortlisted candidates will be equal to the number of vacancies. (b) In case two or more candidates secure equal marks, their merit position shall be determined by age criteria i.e., the older candidate shall be given higher merit than the younger candidate. (c) Appointment of selected candidates is subject to their passing the requisite Medical Fitness Test to be conducted by the Railway Administration and final verification of all essential documents and verification of antecedents/ character of the candidates (d) Candidates may please note that RRBs only recommend names of empanelled candidates to the Railway Administrations concerned. The offer of appointment is issued only by the respective Railway Administrations. 14.0 HOW TO APPLY: (a) Candidates must read all the information and instructions carefully before filling the ONLINE application to prevent mistakes. (b) Candidates must first 'Create an account' for this CEN through the link given in the official RRB websites at para 14 (f) below. They must have an active personal mobile number and a valid email ID for receiving OTPs for account creation. No change in details filled in 'Create an Account' form (including mobile number and email ID) will be permitted later. (c) Each candidate is allowed to apply to only one RRB and only one common ONLINE application should be submitted by a candidate for any or all of the notified posts, in the order of preference in that posts, for which the candidate is eligible and interested to apply. Applications should be submitted only through any of the official RRB websites listed in Para 14(f) below. Once the application is submitted, the RRB selected shall be final for those posts. Applying to more than one RRB for the posts by a candidate will result in the rejection of all applications for that posts and debarment. Scribe for PwBD Candidates: Indicate option for scribe if you are a PwBD candidate and eligible for scribe. Only the candidates suffering from Visually Impairment (VI) or the candidates whose writing speed is affected by Cerebral Palsy/muscular dystrophy/candidates with Locomotor disability (one arm)/lntellectual disability (Autism, specific learning disability and mental illness) are eligible for availing scribe against this CEN. In case you have firmed up the scribe, then enter the details of scribe such as name, father's name, educational qualification etc. The scribe so arranged should not himself/herself be the candidate for the notification for which the candidate is appearing and same scribe should not be engaged for more than one candidate. Minimum educational qualification of Scribes will be as per OM No. 29-6/2019-DD-III dated 10.08.2022 of Department of Empowerment of Persons with Disabilities. Ministry of Social Justice and Empowerment. (d) ONLINE Mandatory Scanned Documents to be kept ready before filling the application: (i) Recent, clear colour passport size photograph (against a plain white background) of the candidate in JPEG image (size 30to 70KB)-without wearing dark glasses and/or cap. Note: Candidates must have at least 12 (twelve) copies of the same photograph for future use during the recruitment process. (ii) Scanned JPEG image of candidate's signature in running handwriting (size 30 to 70KB) (iii) SC /ST Certificate (only for candidates requesting free pass for train travel) in pdf format (upto 500KB). (iv) PwBD candidates should also upload passport size photograph as per above specifications only (and not the full body photograph used in the disability certificate). (v) Scribe (Applicable to eligible PwBD Candidates only): Provide details of Scribe duly uploading his/her passport size photograph (against a plain white background) of the scribe in JPEG image (size 30 to 70KB) - without wearing dark glasses and/or cap. Furnishing of information of Scribe is mandatory. Change of Scribe at the exam venue is generally not permitted. However, under exceptional circumstances the change may be allowed duly recording reasons and filling the relevant details including photograph of the Scribe. (e) Candidates can use the services of the Common Services Centre, Ministry of Electronics and Information Technology, Government of India under the Digital India initiatives for submitting ONLINE applications. The Common Services Centre (CSC) scheme is a part of the National eGovernance Plan (NeGP) of the Government of India and is managed at each village panchayat level by a Village Level Entrepreneur (VLE). There are more than 1.5 lakhs Common Services Centres (CSC) across the country which will provide the desired support to candidates from urban as well as rural areas in the ONLINE submission of the Application Form and payment of fee through e-wallet. (h) IMPORTANT (i) All the communication regarding important selection process shall be advised through the concerned RRB official websites. (ii) However, in addition to the above, Candidates must keep their personal mobile number and personal e­ mail ID active throughout the recruitment process, so that communication can be sent through SMS and/or email. (iii) RRBs will not entertain any request for change of mobile number and e-mail address at any stage. (iv) Candidates are advised to carefully note and remember their Registration Number for further stages of recruitment process and correspondence with RRBs. 14.1 GENERAL GUIDELINES FOR SUBMISSION OF ONLINE APPLICATION: After Creating an account, please follow the instructions for filling up the ONLINE application. (a) Candidates must fill the ONLINE applicaton form with correct information and re-check before submission. (b) Applicant will not be able to make any correction in the ONLINE application after submission of the application. (c) Medium of Examination: Questions for CBT will be available in English, Hindi and 13 regional Indian languages (viz., Assamese, Bengali, Gujarati, Kannada, Konkani, Malayalam, Manipuri, Marathi, Odia, Punjabi, Tamil, Telugu and Urdu). Accordingly, candidates must choose their medium of examination from any one amongst those listed in the ONLINE application form. CBT questions will be displayed in the language opted and in English. (d) After submission of application, candidate will be directed to opt for the mode of payment of examination fee as explained in para 7.1 and complete the payment process. IMPORTANT: Please be cautious about the genuineness of the mode of payment as well as the closing date and time for submission of ONLINE applications against this CEN, while making payment. Avoid unauthorised websites. (e) Finally, acceptance of ONLINE application will happen only after receiving confirmation of fee payment. The applicant will receive a confirmation on successful payment ONLINE through email & SMS. 15.0 MODIFICATION OF APPLICATION: (a) After the final submission of the ONLINE application, if a candidate wishes to further modify, change or correct any detail except details filled in 'Create an Account' form (including mobile number and Email ID) and Choosen RRB, he/she may do so by paying a modification fee of Rs. 250/- (non-refundable) for each occasion. Details filled in 'Create an Account' form (including mobile number and Email ID) and Choosen RRB cannot be changed. (b) The modification fee is to be paid by all candidates irrespective of community and category. (c) In the case of a candidate modifying his community from SC/ST to UR or OBC or EWS, he will have to pay the difference in examination fee i.e. Rs.250 in addition to the modification fee. In case of failure to do so, his modified application will not be accepted. (d) Similarly, if a candidate is switching from Ex.SM/PwBD to UR/OBC (NCL)/EWS/Non Ex.SM/Non PwBD etc., he will have to pay the difference in examination fee i.e. Rs.250 in addition to the modification fee. In case of failure to do so, his modified application will not be accepted. (f) ONLINE Modifications to the ONLINE application, along with the payment of the modification fee, will be permitted up to 10 (ten) days after the closing date and time for submission of applications, i.e. 16.09.2024 (23:59 hrs) for this CEN. The modification window will remain open from 17.09.2024 to 26.09.2024. After this period, RRBs shall not entertain any representation for modification of the information furnished in the application. 16.0 INVALID APPLICATIONS/REJECTIONS: (a) Online applications will be liable for rejection on the following grounds amongst others: i) Multiple applications to different RRBs or same RRB. In such case, all the applications will be rejected summarily and such candidates will be debarred from all future RRB and RRC exams. ii) Invalid photo (i.e., not as per prescribed specifications) such as poor resolution, full body view, only side view, unrecognizable facial features, photocopied photograph, group photo, tilted/inverted image, etc. iii) Invalid signature (i.e. not as per prescribed specifications) such as use of block/capital letters instead of running hand-writing, poor resolution, incomplete image, etc. iv) Candidate's name figuring in the debarred list of any RRB/RRC. v) Any other irregularity. (b) Rejected Applications: Details of rejected applications can be viewed on the website of the RRB concerned by logging in, along with the reason(s) for rejection which will be final and binding and no further correspondence shall be entertained on the subject. No refund of examination fee will be made on account of rejection of applications. SMS and e-mail alerts shall also be sent to the candidates on their registered mobile numbers and e-mail IDs. Candidates will not be intimated by post. 17.0 Instructions Related to E-Call letter: (a) Information and details regarding the CBT schedules and link for downloading the E-call letters will be given on the websites of the RRBs. Eligible candidates will also be informed via SMS and email. (b) Eligible candidates can download their e-call letter (and for scribe, where applicable) for the CBT from the RRB websites as given at Para 14 (f) about 4 (four) days before the date of CBT. However, intimation about the city of examination shall be given about 10 (ten) days in advance. (c) No call letter will be sent to candidates by post. (d) Detailed information and instructions regarding the CBT will be given along with the e-call letter. Candidates should read and follow them scrupulously. Failure to comply with the instructions may lead to their disqualification. (e) Free Travel Facility: In case of SC & ST candidates who are eligible free train travel, their e-call letter itself will contain the free travel authority (sleeper class railway pass). Such SC & ST candidates will be allowed to book train reservation by submitting a self-attested photocopy of their e-call letter and SC/ST certificate at the ticket booking counter. During the journey, SC & ST candidates should carry their original community certificate and an original prescribed proof of identity for undertaking journey failing which they will be treated as travelling without ticket and charged accordingly. (f) During the examination, candidates must bring their e-call letters along with a valid ORIGINAL Photo ID (viz., Voter ID-Card, Aadhaar card, printout of e-Aadhaar, driving license, PAN card, passport, valid identity card issued by the employer in case the candidate is a govt. employee, School/ College/ University photo ID card (if still studying), etc.) to the examination hall, failing which the candidates shall NOT be allowed to appear in the examination. (g) Candidates must also bring a copy of the SAME colour passport photograph which was uploaded in their online application, during the CBT/DV/ME. 18.0 VERIFICATION OF ORIGINAL DOCUMENTS AND FORMAT OF CERTIFICATES: (a) Candidates shortlisted for DV will have to submit all their original documents along with two sets of self­ attested photocopies at the time of DV. (b) Further, these candidates should upload the scanned copies (in true colour) of Photo & Signature before their DV date through the portal - https://oirms-ir.gov.in/rrbdv. (c) All certificates should be either in English or Hindi only. Where certificates are not in English / Hindi, self­ attested translated version (in Hindi/ English) should be produced wherever/ whenever required. Certificates produced during the DV should be strictly in the prescribed formats. (d) No additional time will be given to the candidates not producing their original certificates on their date of DV and the candidature of such candidates is liable to be forfeited. (e) Candidates who will absent themselves during the document verification shall forfeit their candidature. CENTRALIZED EMPLOYMENT NOTICE (CEN) No.04/2024 Page 17 of 40 19.0 USE OF UNFAIR PRACTICES: (a) Any candidate found using unfair means of any kind such as forgery, impersonation, cheating, misconduct, use or attempted use of banned items, mis-representation and suppression of facts; etc will be debarred from appearing in all the examinations of all the RRBs and RRCs for lifetime. He/she will also be debarred from appointment in the Railways and if already appointed, will be dismissed from service. Such candidates shall also be liable to legal action. (b) Any use of unwarranted and unfair influence to further undue interests in respect of the recruitment process, shall lead to disqualification and debarment of the candidate concerned. (c) WARNING: Beware of unscrupulous elements and job racketeers offering appointment in the Railways - either through influence or by use of unfair and unethical means. RRBs do not appoint any agent or coaching centres for recruitment. Candidates are warned against any such claims being made by any person or agency. Candidates are selected purely on merit. 20. MISCELLANEOUS: (a) Biometric details of candidates will be recorded at every stage of the recruitment process. In case of any mismatch, RRBs concerned shall reserve the right to disqualify a candidate and take appropriate legal action on that basis. (b) RRBs also reserve the right to conduct additional authentication procedures to cross-verify the identity and carry out background checks of any candidate. (c) RRBs reserve the right to conduct additional CBT/ DV (as required) at any stage. RRBs also reserve the right to cancel part or whole of any recruitment process at any stage for any of the categories notified in this CEN without assigning any reason thereof. (d) The decision of RRBs in all matters relating to eligibility, acceptance or rejection of ONLINE applications, issue of free rail passes, penal action for false information, modification of vacancies, mode of selection, conduct of CBT, allotment of examination centres, selection, allotment of posts to selected candidates, etc., will be final and binding on the candidates and no enquiry or correspondence will be entertained by the RRBs in this regard. (e) RRBs will not be responsible for any inadvertent errors. (f) Any legal issues arising out of this CEN shall fall within the legal jurisdiction of respective Central Administrative Tribunals under which the RRB concerned is located. (g) In the event of any dispute about interpretation, the English version of the notification as published in the RRB websites will be treated as final. (h) Selection by RRB does not confer upon candidates any right of appointment in the Railways. The function of the RRB is to recommend names of suitable candidates to the concerned authorities of the Zonal Railway/Production Unit who in turn issue the offer of appointment letter subject to availability of vacancies and satisfying all eligibility criteria including antecedents and character. (i) Selected candidates will have to undergo training wherever prescribed and during training period only stipend will be paid as applicable. (j) Selected candidates have to execute Security and/or Indemnity Bond wherever necessary at the time of joining in Railway/ Post. (k) Ordinarily, a Railway servant shall be employed throughout his/her service on the Railway or Railway establishment to which he/she is posted on first appointment and shall have no claim as a right for transfer to another railway or another establishment. In the exigencies of service, however, it shall be open to the Competent Authority to transfer the Railway servant to any other department or Railway establishment including a project in or out of India. (l) Selected candidates who are finally appointed are liable for active service in Railway Engineer’s Unit of Territorial Army. (m) RRBs reserve the right to incorporate any subsequent changes/ modifications/ additions in the terms & conditions of recruitment under the CEN as necessitated and applicable by issuing necessary addendum/corrigendum to this Employment Notification.
