This is due to the lack of medical advancements that can help in diagnosing and helping them. 176o Charles Michel L’Epeé - Found a school for the deaf in France. - Developed a form of communication which is the “signes methodiques” that is formed based on the deaf's sign language and common handsigns. 1788 Valentin Haüy The “Father of the Blind” He found the 1st school for the Blind - National Institute for the Young Blind in Paris. Its purpose was to educate students and teach them manual work: spinning, and letterpress. Haüy’s learning institute helped the likes of Louis Braille to be educated. Louis Braille took inspiration from the books of the school to create the “Braille system”. SPECIAL EDUCATION IN THE 19TH CENTURY In these era, there are few learning institutions that are built for the people with disabilities. As well as methods to teach them the basics easily. 1817 Thomas Hopkins Gallaudet He opened the Connecticut Asylum for the Education and Instruction of Deaf and Dumb Persons, which is the first special education school in North America. The American Sign Language (ASL) also emerged in this school. 1829-1848 Samuel Gridley Howe Opened two schools for students with special needs - Perkins School for the Blind & Massachusetts School for Idiotic and Feeble-Minded Children. Also established the first circulating library with printed Braille alphabet. SPECIAL EDUCATION IN THE 20th century Many laws and amendments are implemented in order to serve students with special needs to be included in getting the access to education that they can enjoy as a human being. 1966-1973 1966: An amendment was made to the Elementary and Secondary Education Act in order to provide funding for public schools who supports students with special needs. 1973: The Rehabilitation Act stated that no people with disabilities should be denied the financial and educational support given by the federal gov’t. 1975 The Education for All Handicapped Children Act was signed into law. It is now known as the Individuals with Disabilities Education Act (IDEA). This states the education rights of person with disabilities and also the responsibilities of the family, government, and learning institutions to their education. The law as also amended in 1997 to further enhance the programs provided by the learning institutions to the special need students. 1982 1982: The court ruling for Board of Education of Hendrick Hudson Central School District v. Rowley stated that students who qualify for special education programs must be provided with individualized instruction to meet their specific needs. 2002-2004 The No Child Left Behind Act - This law significantly increased the federal role in holding schools responsible for the academic progress of all students including the minority and the special needs students. special needs education in the 21stcentury With the involvement of new methods and technologies, is it possible that schools became more inclusive when it comes to people with special needs. special needs education in the 21st century In a new education system where critical thinking and self advocacy is important there are things needed to be done by facilitators: Create Specific Self-Advocacy and Self- Determination IEP Goals Involve Students in the IEP and Transition Process Connect Students to In and Out of School Experiences That Promote Goals special needs education in the 21st century Modern technology also helped the students in this era be included in the current curriculum: Tablets/Handheld and Touchscreen Computers. Adaptive software that produces Morse code/text-to-speech translation and hardwares for easier production of braille materials.
