COURSE INTRODUCTION For Official Law Enforcement Use This course is designed to introduce and educate Patrol Officers on auto theft and other related auto crimes, which have become one of the more sophisticated and technical areas that Law Enforcement personnel deal with daily. Upon completion of this course, the attendee will have a working knowledge and understanding of auto theft and auto related problems including but not limited to the following: o Terminology associated with auto theft and other auto related crimes. o Statutes related to auto theft and auto related crimes. o Florida electronic temporary tag and registration requirements. o Vehicle Identification Numbers (VIN). o Types of vehicles with altered vehicles. o Heavy Equipment Investigations. o Motorcycle Identification. o Vessel Hull Identification Numbers (HIN) and altered vessels. o Chop Shops activity, locations, and enforcement. o Vehicle export investigations and CBP used vehicle export guidelines. o Towing Enforcement and towing liens. o Repair Shops and mechanic Liens. o Airbags Crimes and Catalytic Converter Thefts. o Available resources and networking. The material in this training book, along with presentations made during the Auto Crimes Workshop, are intended only to be used for training law enforcement officers and other vetted non-law enforcement personnel such as DMV, Insurance, Rental Car, and Finance companies’ investigators. The material in this book is a combination of writeups, handouts, and samples that had been developed by instructors since the start of the Miami-Dade Auto Theft Symposium and the Vehicle Identification Officer Workshop that began around 1992. If released it could adversely affect or jeopardize law enforcement and public safety initiatives. It is not to be release to the media, general public, or non-law enforcement personnel who do have a qualified purpose for needing this training material. The information in this book is not to be posted on the internet or disseminated through unsecured channels and may only be shared with law enforcement personnel and other properly vetted investigators. This book is NOT FOR DISCOVERY in a criminal or civil proceeding as it contains confidential information relating to VIN investigations, VIN formats, and VIN locations that may be protected under existing case laws. Lastly, before taking any action, you should review current state statutes and local ordinances and consult your local prosecutor’s office and your own agency or company’s management and legal advisors.
