Citizenship Advancement Training Legal Basis 2024-2025 Legal Basis Grade 10 – Citizenship Advancement Training 2024 - 2025 Prayer before study St. Thomas Aquinas Lord, true source of light and wisdom, give me a keen sense of understanding, a retentive memory and the capacity to grasp things correctly. Grant me the grace to be accurate in my expositions and the skill to express myself with thoroughness and clarity. Citizenship Advancement Training Legal Basis 2024-2025 IMPLEMENTING GUIDELINES Why am I here? Citizenship Advancement Training (CAT or CAdT) is a restructuring of the Citizens Army Training It is a component of MAKABAYAN, separate from MAPEH in the grade 10 level. Why should we take CAT? It is our duty. 1987 Constitution (Article II, Sec. 13) “The State recognizes the vital role of the youth in nation-building and shall promote and protect their physical, moral, spiritual, intellectual, and social well-being. It shall inculcate in the youth patriotism and nationalism, and encourage their involvement in public and civic affairs.” It is our duty. L E G A L B A S I S ⮚ Prescribes the policies and procedures in the organization of CAT Units. Dep. Ed Order No. 50 Series of 2005 National Defense Act of 1935 Dep.Ed Order No.107 Series of 2009 Commonwealth Act No. 1 Dep.Ed Order No.11 Series of 2010 Dep. Ed Order No. 35 Series of 2003 Dep. Ed Order No. 52 Series of 2004 It is our duty. ARTICLE II, 1987 Constitution. Declaration of Principles and State Policies “Section 4. The prime duty of the government is to serve and protect the people. The Government may call upon the people to defend the State and, in the fulfillment thereof, all citizens may be required, under conditions provided by law, to render personal military and civil service.” It is our duty. ARTICLE XVI, 1987 Constitution. General Provisions “Section 4. The Armed Forces of the Philippines shall be composed of a citizen armed force which shall undergo military training and serve, as may be provided by law. It shall keep a regular force necessary for the security of the State.” Corollary to this Constitutional provisions, we could still cite another provision from the same 1986 Constitution that may strengthen our role as the country’s hope and trustees for the future being the present Youth of the Land: It is our duty. ARTICLE II, 1987 Constitution. Declaration of Principles and State Policies “Section 13. The State recognizes the vital role of the youth in nation building and shall promote and protect their physical, moral, spiritual, intellectual, and social well- being. It shall inculcate in the youth patriotism and nationalism, and encourage their involvement in public and civil affairs.” Additionally, having the CAT Program under the technical supervision of the Armed Forces of the Philippines, we are subject to these provisions of the 1986 Constitution: It is our duty. ARTICLE II, 1987 Constitution. Declaration of Principles and State Policies “Section 3. Civilian authority is, at all times, supreme over the military. The Armed Forces of the Philippines is the protector of the people and the State. Its goal is to secure the sovereignty of the State and the integrity of the national territory.” It is our duty. ARTICLE XVI, 1987 Constitution. General Provisions “Section 5 (1). All members of the armed force shall take the oath of affirmation to uphold and defend this Constitution.” “Section 5 (2). The State shall strengthen the patriotic spirit and nationalist consciousness of the military, and respect for people’s rights in the performance of their duty.” It is our obligation. National Defense Act(Article I, Sec. 2) as amended by Commonwealth Act Nr 569 dated 7 June 1940, prescribes the scope, purpose, supervision and penal provisions pertaining to preparatory military training in the high schools. “The preservation of the State is the responsibility of every citizen.” The Bible commands us. 2 Timothy 2: 3 – 4 “As a good soldier of Jesus Christ you must endure your share of suffering. Soldiers on duty do not work on outside jobs, they try only to please their commanding officer” Why should we take CAT? SUBJECT DESCRIPTION DESCRIPTION The Citizenship Advancement Training or most known as CAT, is a restricting of the Citizens Army Training. CAT deals with the exposure of the Cadets to basic knowledge, unfamiliar situations and experiences as well as military related activities. The University of Santo Tomas Golden Corps of Cadets want to promote motivation and training to the cadets that will make them well-disciplined. CAT establishes leadership skills for the cadets to learn and improve in their future endeavors. MISSION AND VISION MISSION AND VISION 1. To train junior high school students into becoming young leaders, managers, and professionals. 2. To train junior high school students to be physically strong, morally confident and be knowledgeable in the arts of self-defense. 3. To teach leadership, discipline, courtesy and Filipino values as they apply in the students daily life. 4. To prepare the students for their future civic duties as responsible and pro-active citizens MISSION AND VISION By 2030, the UST CAT GCC will produce quality cadets of the UST Junior and Education High School Students and to instill leadership, discipline and courtesy to the country. CORE VALUES 1. COURAGE - mental or moral strength to venture, persevere, and withstand danger, fear and difficulty; 2. LOYALTY - a feeling of strong support for someone or something; 3. INTEGRITY - the honesty and moral character of a leader that must be unquestioned. OBJECTIVES The general objectives of the Citizenship Advancement Training Course of instruction are as follows: A. To develop the spirit of nationalism; B. To make the youth physically and morally confident; C. To prepare the youth for good citizenship; OBJECTIVES The general objectives of the Citizenship Advancement Training Course of instruction are as follows: D. To provide the youth with meaningful outlets for creativity and Service; E. To enhance learner’s social responsibility and commitment to the development of their communities; OBJECTIVES The general objectives of the Citizenship Advancement Training Course of instruction are as follows: F. To Develop Learner’s readiness in assisting the members of the community, specially in times of emergencies; and G. To develop the youth into self- reliant, law-abiding citizens and potential community leaders; COMPONENTS COMPONENTS a. MILITARY ORIENTATION – provides learning opportunities for the learner to gain knowledge, skills and understanding of the rights and duties of the citizenship and military orientation with focus on leadership, follower ship, and personal discipline. COMPONENTS b. COMMUNITY SERVICE – refers to any activity that helps achieve the general welfare and the betterment of life of the members of the community, or enhancement of its facilities specially those devoted to improving health , education, safety , recreation and the morale of the citizenry. COMPONENTS c. PUBLIC SAFETY AND LAW ENFORCEMENT – encompasses all programs are activities which are contributory to the maintenance of peace and order and public safety and observance of and compliance with laws.
